Three-fourths oppose post-retirement appointment
Bhopal: It is inappropriate and highly unjustified to re-induct retired officials into the Government in key positions.
The above is the opinion of the majority respondents eliciting their views on the question - "Is it appropriate or justified to re-induct retired officials into the Government in several key positions?" - put up on the website whispersinthecorridors.com - most popular among the decision makers of the country.
While 75 per cent of those who spoke out their heart on the above question said a firm `NO' - albeit due to different reasons, a meager 25 per cent supported the idea but half-heartedly. Half heartedly because their `YES' came with several `ifs and buts'.
Take for instance the case of US Pant who sees nothing wrong in the re-appointment of a retired official but `It should be without gains'. "Experience is Gold. But Gold too has different carrets. The deployment criteria should be based on 'caret' and not as a carrot", he says.
Like Pant, Sanjay Sharma also has no objection in the re-appointment of retired officials on key position but such appointments, in his opinion, should san powers. "They should be put as Advisors without power", he says but others are not to provide the retired ones even this much solace. It's another matter that some of them like MN Buch have tried to avoid saying `No' straight away.
"Retired Government Officers who seek favours and get re-employed on key positions are like ageing actresses whose glory has faded but are still looking for screen roles", says Buch while Dr PK Mishra,(Rtd IAS) feels that they be be considered for re-appointment only two years after their superannuation. Mishra's opinion too is nothing but a sophisticated 'NO'.
However, those who have come out with a straight `NO' have their own reasons reasons like - it would amount to throttling the prospects of other efficient officials, it would encourage senior level officers to compromise their positions in the hope of getting these assignments, it tends to make individuals timid in the hope of getting some key positions after retirement and it would not be good for reforms.
If V Kannan feels that such an arrangment would throttle the prospects of other efficient officials in the same filed, BK Saha says that very senior officers would compromise their positions in the hope of getting post retirement jobs resulting an end to the era of giving opinions 'without fear or favour'. "In the good old days such chances were rare and there have been Secretaries who have speaking with honesty without an eye on post retirement advantage", he emphasizes.
Few of the respondents, like Luxmi Narain, however, also felt that retirement was `natural' - in line with the law of impermanence which forces the individual to stop hectic activities and devote sometime for the self and social service. "There is a need of drawing a line for political positions too, say, at 70 years".

Now PM wants Medical Check up of Secretaries

The cabinet secretary B K Chaturvedi is learnt to have written to the Secretaries that the Prime Minister is interested that they too should undergo medical check up. If this is so why not the Ministers too?.
