This is being thought of on the pattern of the appointment of Sanjay Baru, Media
Advisor to the Prime Minister who was recently elevated as full fledged Secretary
to Government. UPA Secretariat has observed that the major public enterprises
virtually have no professionally qualified media advisors with the result that
even major investments decided by the Government are not reaching the people.
Learning a lesson from the failure of Shining Campaign of the NDA Government,
UPA Government is taking no chance lest the good work done by the Government by
go by proxy. Individual Ministry will be advised to ensure that each public enterprise
where huge investments are being made have appropriate set up to disseminate the
Government's achievements. At present in most of the enterprises ad hoc arrangements
have been made and the work of publicity is currently being handled by non-professionals.
These persons are not able to handle the media and particularly the electronic
media which has huge potential to influence the people. A mechanism to monitor
the publicity programs of various Ministries is likely to be in position very
