Department of Personnel, Government of India has sought the explanation of Chief Secretary, Kerala, who issued written orders under Rule 6.2.2 of the All India Service Rules permitting one of its officers .Sanjeev Kaushik (IAS, 1992) to join Lehmann Brothers as Director,India Office. But when DOPT is taking such an obdurate stand and not permitting promising and well qualified young officers to gain invaluable private sector experience, which will eventually be of use to the Government, there are lots of officers, who are anyways working in the private sector without permission. The world is changing and DOPT must revise its personnel policy accordingly.

So is it a crime if soemone follows the rules, seeks permission and then goes to work in the private sector? Why DOPT itself has recently accorded permission to .Rajkamal (IAS, 1994) of Chattisgarh cadre to work at McKinsey and Company. So how can it follow one set of rules for one officer and another set, for someone else? This is very unfair of DOPT.

Will REC get a regular boss ?

Ministry of Power will shortly be moving the Cabinet to change the current procedure of appointment of Chairman of Rural Electrification Corporation. At present, senior IAS officers awaiting placement as Secretary are temporarily parked at REC with the result that frequently new faces are seen. With no top Boss for a fixed tenure, uncertainty prevails in this sensitive Corporation which is responsible for electrifying the entire country. At present more than one lakh villages are still to be electrified. Earlier NDA Government had declared that the rural electrification program will be completed by 2007. Present Government has shifted it to 2009. But independent observers are of the view that total electrification of the country is still a distant dream.
Senior Officers in the Ministry of Power want that like NTPC, NHPC, etc., REC Chairman should also be appointed by the PESB for a fixed tenure. This will eliminate the continued uncertainty in the REC. However, IAS lobby will resist this move as it will deprive them of a cosy parking place before being appointed full time Secretary in the Government. Let us see whether RV Shahi, Secretary(Power) will be able to push through the proposal for a full time Chairman of REC. And in case Government agrees, will the selection be fair or again it will be some NTPC technocrat getting this post?
