Secretary level reshuffle this week
A major secretary level shake-up is expected to take place in the Government
of India by this week end.
1973 batch IPS empanelment file cleared
Finally, the file pertaining to the empanelment of 1973 batch IPS officers
to the rank of ADG has been cleared. Altogether 19 officers of this
batch have been empanelled.
Orders of P K Dev this week
Formal orders of the appointment of P K Dev in the ADB are being issued
this week. 1977 batch Rajasthan cadre IAS officer, Dev, is presently
Joint Secretary in the Department of Economic Affairs.
Delhi 1985 batch IAS officials to get priority
As many as 11 IAS officials already in government of India are all
set to get priority during the posting of 1985 batch officials, empanelled
to the rank of Joint secretary.
1972 batch will not lose
Highly placed sources have informed the 1972 batch IAS officials that
no name will be deleted from the list of those empanelled for the rank
of Secretary. About 35 officers of this batch are reported to have been
empanelled.
R K Shrivastava to be DG Health Services !
R K Shrivastava is being tipped to be new Director General Health Services
in the Government of India. In all probability he would succeed S P
Agrawal who is superannuating on October 31.
RBI Governor's generosity
Generosity of the RBI Governor, YB Reddy, visiting Bhopal on Oct 27,
is becoming the talk of the bureaucratic circles in private parties.
They are seen discussing his quality with reference to the Lunch on
which 1964 batch IAS officer Reddy has invited his batch mates. "He
has not forgotten his batch mates even on reaching such a height",
officials appreciate.
Maharashtra CM under pressure
Maharashtra CM is said to be under tremendous pressure for postings
in the MMRD and the BMC. Bureaucratic reshuffle in the state is to occur
shortly.
Will Subbarao be secretary Coordination?
The name of D Subbarao, topper in his batch, was tipped for the post
of Secretary Coordination in the Government of India but his boss, Chairman
of the PMs Economic Advisory Council, C Rangarajan, is unwilling to
relieve him. Will he be able to make up to the post?
Duggal will not be Cabinet Secretary?
Looking into the manner in which the Home Secretary, V K Duggal, has
increased his activities, it does not appears that he is going to be
the next Cabinet Secretary before October 31. Duggal has recently shown
his swiftness in North East and Kashmir as well.

Is it the ample amount of money for publicity, that the Tourism Department
in the Government of India has, behind the rift among the powers that
be at different levels? Yes, if the insiders are to be believed. Is

All India Services Conduct Rules are mis-used as a convenient tool
nowadays by the Govts concerned to harrass some officers, selectively.
If a Govt is not well disposed towards an officer, they find some or
the other excuse to trouble him. Conduct Rules are quite handy for such
purposes & frequently resorted to. Actually the conduct rules are
the binding tool or a contract between the two, i.e. employer and the
employee.
IAS Associations are simply emasculated by the Govts, as the office-bearers
need proper postings, promotions, foreign tours too. Their reaction
is subdued in such cases. Govt also does not allow the Associations
to take up cases of individual officers. In cases of gross or continued
harrassments, the officers are driven to CATs and Courts for redressal
as the Associations have failed to protect honest offices repeatedly.
Resort to such forums makes the Govts even more stubborn against the
officer concerned. While the Govt may implement the decision of judicial
forum, they tend to create some other record against the officer, due
to revengeful attitude and then harrass him again.
IAS officers are primarily grievance redressal officers in every posting
they hold. But grievance redressal mechanism for their own self is very
jittery. The Govts expect every officer to fall in line with their policies,
and slightest syptom of being upright is sufficient to invite troubles.
The steel-frame has been subjected to excessive heat by most Govts or
making re-moulds as per their choice.
Between an officer and the Govt, the latter being hundreds of times
more powerful, there should be no right of appeal to the Govt. But the
officer should be allowed that facility. Govt spends only the public
money to fight the case, whereas the officer pays up from his pocket,
thus constraint of resources acts as a limiting force on him to go further.

SC's detailed Order in the Bihar Dissolution matter could ignite a chain

After the SC order expect in the highest echelons of power action!!!
