U K Sinha is all set to join the Pension Regulatory Authority early next month. He is 1976 batch IAS officer of Bihar cadre.

No meaning of two year term
I see no merit in the decision to give the incumbents in a few assignments a term of two years.Wehad such an arrangement,and I think it was a right one,for the post of Cabinet Secretary.But in the case of the previous Cabinet Secretary, Mr Kamal Pande, the fixed tenure rule was not followed.If the fixed tenure principle can be changed with the change of Government then why have this principle of fixed tenure for a few assignments?I would have been happy if the new Government would have continued with Mr Kamal Pande as the Cabinet Secretary till his two year term ended.What is required is not fixed tenure but assiduously fostering among civil servants an environment of total political neutrality.This is what I believe a vast majority of civil servants of India want even today.Let us not bring in the spoils system.

"IPS is most corrupt followed by lower judiciary"

Indians pay 4.6 billion dollars (210 billion rupees) in bribes each year to obtain basic services such as water and electricity, Transparency International has said. The survey, titled "India Corruption Study 2005," sought the opinions of 14,405 respondents across India, the graft watchdog's Indian arm said. Sixty-two percent of respondents said they had "first-hand experience of paying a bribe or using a contact to get a job done in a public office. The other departments named corrupt were private schools -- where parents paid money to ensure their children gained admission -- the lower judiciary, government hospitals and the income tax department. Almost 75 percent of those surveyed felt levels of corruption had gone up in the past year. The people said they paid because officials had the potential to disrupt business and home life if they did not. India's police service was ranked the most corrupt, the lower judiciary the second most corrupt service with land administration and municipal services -- electricity and water -- in the third and fourth slots.
