T K Dewan is being tipped to be new Chief Secretary of Andhra Pradesh. He is 1969 batch IAS officer. Present Chief Secretary Mohan Kanda is superannuating by this month end.

IRS empanelment meet this month

The meeting for the empanelment of 1972-73 batch IRS officials for the post of Chief Commissioner, Income Tax, is slated to be held this month. As many as 49 names are expected to be included in the panel.

Power Secretary Shahi's problems multiply !

The worsening power situation in the country , particularly the National Capital after the closure of the 1500 MW Nathpa Jhakri Hydroelectric Project has only added to the fast fading image of RV Shahi Union Power Secretary. Shahi was given extension after retirement as a special case in view of the critical power situation in the country. But he has not been able to make much dent. Apart from Nathpa Jhakri, Ministry of Power has failed to commission two other major hydroelectric projects, namely, 1000 MW Tehri and 390 MW Dul Hasti which are languishing for a very long time and with huge time and cost overruns. The rural electrification program has also been much behind schedule.
Appointments in Public Enterprises delayed
Appointments to senior positions in the Public Enterprises have been delayed beyond expectations. Power Finance Corporation was headless for more than eight months before VK Garg joined. NHPC has been headless since May. CEA, the apex body, has been without a regular Chairman since May this year. It took many months before the top post in Tehri was filled. Similarly, Power Ministry could not finalize its recommendation of CMD, Nathpa Jhakri when its last incumbent retired in May. About appointments at Directors level, there is a long list.
Power reforms disappoint !
Power reforms have not moved the way they were designed to. Funds utilization of all the Central Utilities of the 10th Plan period is far behind schedule. A realistic review of the capacity addition program will only indicate that 10th plan targets both thermal and hydro may not be met.
Under the circumstances, questions are being raised in the corridors of power whether it was prudent to give extension to Shahi after retirement. This question will be uppermost when he completes one year in January next and let us see how the contacts of Shahi will be able to keep him intact any further.
