Empanelment of Joint secretary, above unfair

Bhopal: Policies and practice adopted for empanelment to the post of Joint Secretary level and above do not satisfy the aspirants and others affected by it directly or indirectly.
These are the findings of the opinion poll conducted by the portal - whispersinthecorridors.com mainly having the decision makers of the country as it's visitors among others.
The portal has sought the views on - Whether written and unwritten policies and practice actually adopted in Empanelment for Joint Secretary and above posts are fair? And a whopping 83 percent opined - "it is not".
While some said that the procedure is hopeless, others thought that the present system needs to be professional as it is a `Dubious Device', so to say. Some of the respondents even wondered whether there was really any system in existence.
"The policy may be fine but the procedure is hopelessly twisted", said PK Saha adding that since the direct applications for empanelment are not accepted, cadre controlling authorities play time delaying tactics causing heart burn. The selecting authority, he says, passes the blame, indicating trivial and petty reasons for non selection. "UPSC be asked to advertise and invite applications, scrutinise and then hold proper selection", he asserts.
"Present system needs to be made pofessional and equitable", opines Uday Pant. Government should, he says, should have a database of all officers and the officers with matching qualifications and experience be shortlisted by computerised system before any decision on the filling up of the vacancy position.
Others like Ashwani Lohani even ask whether there is really some policy adopted. Empanelment of Joint Secretaries, according to him, is one of the most partisan activity of the Government with the result that 95 per cent officers posted as JS's are from IAS, even though theoretically officers from all services stand an equal chance for postings in the GOI.
But those like Shankaran and others of his ilk claim that most of the empanelments, atleast in the IAS and IFS, were by and large fair.

Empanelment of 1985 batch IAS officers

Altogether 71 IAS officers belonging to 1985 batch are reported to have been empanelled to the rank of Joint Secretary in the Government of India.A list of seven more names is also believed to have been sent for the approval of the Prime Ministers. AN IMAGINARY INTERVIEW WITH RAHUL GANDHI

I am working off my lunchtime Aloo ka Parnathas at a swanky Health Club on a treadmill. The TV in front of me has NDTV on the screen and Barkha Dutt is giving an insight to what is happening in USA.

Suddenly there is a lot of commotion and all of a sudden I find a very recognizable face with a couple of men who look like SPG guards inspecting the neighboring treadmill. Lo and behold the familiar face is none other than that of Nanny Rajiv Shukla……and when the Nanny has arrived the kid cannot be far. Rahul arrives on the scene and surveys the surroundings and steps onto the treadmill. He signals for the remote control and switches the TV to MTV and starts a brisk walk on the treadmill.

After some time he looks towards me and I nod my head and he responds with a nod.

Me: Hi….. how's it going????
Rahul: Hi….. not too bad……. I am Rahul Gandhi and don't mind I not in a chatty frame of mind!!!
Me: No problems…… by the way Rahul Baba I'm Bharat Kumar!!

Seems I've pushed the right buttons because Rahul stops the treadmill and looks at me amusingly.

Rahul: Yaar why did you write that I could be in the waiting room way past my sixties……and like Prince Charles no power and all the fuss???? You know this comment of yours forced me to say that I could have become PM when I was 25!!!
Me: With the delay in giving you any responsibility I'm sure many would draw a similar inference!! And at 25 I think you could only become a play PM !!!!
Rahul: What I want I get!!!
Me: You can become what you want in the Congress Party because Congress is your ghar ki kheti…… but not when it comes to becoming the PM of India….it is a different ball game. See what happened when your Mom wanted to become the PM and the general public opinion was against this!!!
Rahul: Mama sacrificed the PM's post…….. she is the Queen of Tyaag!!!
Me: Well anyway this title is not transferable …. so you can forget becoming the Prince of Tyaag!!!!

Nanny Shukla comes up to us and asks Rahul if he needs any help. He must have seen us in animated discussion and like any good Nanny he comes up to protect his charge!! I get off my treadmill as I am feeling a little dizzy and I take out a Cadbury Chocolate boost my low blood sugar. I offer Rahul and he reacts as if I have offered him something very bad and Nanny too responds similarly…seems Rahul is on a strict diet…to reduce his puppy fat!!! Rahul shoos off Nanny Shukla and we get back to exercising our legs and our jaws.

Me: What is this comment you've made about no governance in Bihar???
Rahul: Arre bhai Mum is keeping Laloo in good humor and I'm keeping Paswan in a good mood…… and then I'm not lying about no governance in Bihar!!!
Me: But Laloo will raise a hue and cry on your statement!!
Rahul: And Paswan will smile…my job is done…..Mom will placate Laloo through Diggy . You know Diggy and Laloo get on like a house on fire!!! Haven't you noticed nowadays Diggy has started looking and talking like Laloo???
Me: Well you've heard of the adage that whether the knife fall on the melon or the melon falls on the knife it is the melon that gets cut…… so if the Lantern touches the Hand or the Hand touches the Lantern it is the hand that will get burnt!!!

Rahul's mobile rings and he answers it….. he wants to jot something and signals to me for a pen. I pull out my Parker to hand it to him….. he reacts as if I am trying to hand him a snake and pulls his hand back…….Nanny Shukla must have seen this and he comes running with his Monte Blanc . I wonder to myself about Rahul's reaction on my offering him my Parker…..maybe he writes only with a Monte Blanc pen and nothing less!!! Rahul finishes his call and we get back to working the treadmill.

Rahul: That was a call from UP…..Mulayam has grounded the Helicopter I mobilized to spray areas in my constituency infested with mosquitoes….. you know this encephalitis problem needs immediate attention!!!
Me: He says that the spray could harm people!!!
Rahul: As I see it the spray can harm him politically…..ek spray Mulayam ko politically chaka bana saktha hai!!!
Me: But then people are suffering ….
Rahul: I think Mulayam needs to get his troika ……Amitabh, Anil and Amar to get rid of the mosquitoes……. maybe even get Anil to announce a few thousand crores investment to rid UP of mosquitoes…..Project Karr lo machchar mutti mein!!!

Rahul is feeling a little queasy……and he mentions this. A trainer overhears his complaining and gets a bottle of Dabur's Anaardaana and offers this to Rahul. Rahul throws a fit and says that he does not believe in such roadside remedies and calls out to Nanny Shukla to call his personal physician. Nanny comes back and says that the Doctor has advised Rahul, as he is in a Health Spa, to get a head massage with Navratan Oil. Rahul is holding a pencil and it snaps in his hand.

Me: Seems you have an allergy to all the products Amitabh advertises for???
Rahul: Yes I do…but please no questions on this topic.
Me: Okay lock karr diyaa…….. how do you plan to get Congress from a dismal fourth on to the podium in UP???
Rahul: Well first I am getting a detailed report on the electorate in UP….. then another survey to find out where Congress stands today…… we are getting a investigative agency to dig up muck on SP……I am then going to prepare a report for Mum…… Return of Congress!!
Me: Sounds like Return of the Pink Panther and you sound like Inspector Clouseau!!!
Rahul: Yaar you people don't take me seriously…… should I get a streak of white hair , like my Grand mom, or should I do a Salman ????
Me: Do a Salman……Salman Kurshid despite his white mane is taken to be immature…..and the other Salman has a silly American accent and takes off his clothes all the time….which one do you plan to emulate???
Rahul: Very funny……. (looks at his watch) time to go……bye!!!
Me: Bye

Rahul walks off and I get back to exercising. All of a sudden I find Nanny Shukla standing next to me.

Nanny: Very chaloo…… you got his interview…..now be truthful and don't do a Tehelka…..by the way how did he do???
Me: Papoo….sorry Rahul pass ho gaya!!!
