Altogether 7 IPS officers are retiring by this month end .They are
Mssrs:-R Sunderraj, U N B Rao and Sewa Das (UT), Arun Dugar, B K Sharma
and Murad Ali (Rajasthan ) and K K Mandal (West Bengal).
Wrestling in Delhi Gymkhana Club
Wrestling for the post of President in Delhi Gymkhana Club is on between
three heavy weights. They are former RAW Chief AS Dulat, former Urban
Development Secretary Raj Bhargawa and Civil Aviation Secretary Ajay
Prasad. Final bout will be exercised on September 30.
Lt Gen Mohinder Singh to retire
Lt Gen Mohinder Singh Adjutant Gen will retire on October 31. He had
been ADC to late J S Arora.
Bihar cadre IAS to be Member-Secretary AICTE
A Bihar cadre IAS officer is likely to be appointed new Member-Secretary
of the All India Council of Technical Education (AICTE).

Former Cabinet Secretary Kamal Pande is being elected Patron of the

Justice D Biswas will be acting Chief Justice of the Guwahati High

Rawat is back to Sikkim
Joint Secretary, Surface Transport, in the Government of India, Alok
Rawat, is back to the parent Sikkim cadre after completion of his deputation
tenure. On return 1978 batch IAS officer, Rawat, has been appointed
Principal Secretary, Programme Implementation Monitoring and Evaluation,
Development of North Eastern Region (DONER), NEC Affairs and CSS with
the responsibility of Member and Secretary of Sikkim State Horticulture
Mission Board.

Ms Kalpana Dubey, SG in Railways, has been sent on deputation as Director
to the Lal Bahadur Shastri National Academy of Administration, Mussoorie.
Deputation tenure is for five years.
Indian Supply Service makes history !
Indian Supply Service has made history in the Group A Services for
not awarding JAG scale after 29 years of class I service, SAG scale
after 32 years, keeping posts vacant for more than two years at JAG
and HAG level. Administration of Directorate General Of Supply &
Disposal are expert in making flimsy grounds not to promote the officers
for obvious reasons. Evan DOPT has not bothered to ask them the reason
for not filling up the vacancies for more than two years.
Kochar Commission' tenure extended
The tenure of the Justice R J Kochar Commission has been extended by
six months. It was set up to probe into the collapse of the Daman Ganga
bridge linking Nani Daman with Moti Daman on August 28, 2003.
Why Only China ?
There is a pressure on All India Service Officers, now being trained
at APPPA, to go on study tour to China only. Few weeks ago, APPPA partcipants
were given three choices for their Foreign Study Tour to Australia,
South Africa and China. While 35 participants chose South Africa, 11
chose Australia and only two opted for China. Now the management is
reportedly pressing the participants either to accept China or stay
back. Mystery is there ?.
Helicopter services to continue in NE region.
Helicopter services will not be stopped in the Northern Region as was
being speculated. They would continue in NE region.

Satish Sonkar moves to Mumbai
Satish Sonkar has been moved to Mumbai as Station Director - All India
Radio. Earlier his name had been mentioned for the post of Station Director

Dear Dr Manmohan Singhji,
I am a very sad man because of yesterday's cabinet decision to treat
the posts of Defence Secretary, Home Secretary, Director, RAW and Director,
IB, as something so different from other government postings that the
age of retirement becomes irrelevant. I have been brought up in the
philosophy that all posts at a certain level are equal and that officers
of the All India Services are not supposed to jockey for particular
postings because every post at that level is equally important in the
public service. Government has now put a value judgement on the post
of Secretary to Government in that two of these posts are now considered
so important that the officers who happen to man them will not be required
to retire at the statutory age of sixty years. The same thing applies
to the two top intelligence posts, normally held by police officers.
We are living in a system in which every norm, every system has broken
down. I say with regret that officers of my Service and of the sister
Service, the IPS, no longer have any values which can act as a benchmark
and most of them would give their eye teeth in order to obtain a particular
posting which is either lucrative, powerful or both. If in the process
they can continue to be in service beyond the age of sixty, that makes
the post all the more attractive and the intrigue to obtain that post
all the more murky. Is this what we want to encourage ? Is this the
direction of administrative reforms that we want to take ? I did not
expect this of a government headed by you.
I can understand your anxiety to have an officer in a key post for an
adequate period of time. Do we have to post a person on the verge of
retirement to such a post ? Can we not select an officer who has at
least two years of service left for these posts ? The practice of putting
an officer there who has a short period of service left and then giving
him a back door extension by declaring the post to have a tenure is
not a good administrative practice. In any case, why is the Home Secretary
or Defence Secretary more important than the Education Secretary, Health
Secretary, Agriculture Secretary or the Social Welfare Secretary ? Or
is the Preamble of the Constitution no longer relevant, Article 38 no
longer the guiding principle of government, the establishment of the
welfare state no longer the objective of government and the offices
connected with welfare no longer of any importance ? The decision taken
puts the regulatory and police functions above the welfare functions.
Is this what the future holds for India ?
The deed is done but it is not too late to undo it. This is not a case
of, "The moving finger writes and having a writ moves on
"
My submission to you is that even now this mistake be reviewed, the
decision reversed and instead a policy decision be taken that people
will not be posted to a certain post or level of post who have less
than a requisite number of years of service left.

And this bias has made him take decisions that demean Governor's role,

Congress appointed Governors like Razi, Jamir and Buta have damned Democracy,
Via their biased autocracy!!!
Today is the day that Paswan has to let the Congress know of his decision,
That if in his anti Laloo stance there is any revision!!
Paswan says Laloo is a lost case and time Congress realized this and
dumped the thug,
Paswan says that deadweight Congress karr rahi hai lug!!!
However Congress says that Laloo stood by them when all called Sonia

This election is even very important for Diggy,
