No inter-state deputation

The Government of India is understood to have decided not to grant inter-state deputation to the officials of the rank of joint Secretary and above.

Empanelled but no posting
As many as 40 IFS officials empanneled to the rank of joint secretary level are still said to be awaiting their postings. Will they ever get posting ?.

ISS and Secretary'a post

The post of Director General, CSO was of Additional Secretary level. The Fourth Pay Commission had recommended that it may be upgraded to Secretary level, but the same was not accepted by the Government. The same recommendation was again given by thr Fifth Central Pay Commission and this time the Government agreed to it. However, the post of DG, CSO has never been filled in the higher scale. The last incumbent was Dr. SS Srivastava who retired on August 31, 1997. The post has since remained unfilled and the Secretary of the then Department of Statistics, now Ministry of Statistics, have been holding additional charge since then. The post was circulated in February, 1997 and I and the present senior most ISS Officer, Dr. S. Ray, DG & CEO, NSSO, besides others, were the applicants. However, the selection was never made and each Secretary, starting from MD Asthana, Haryana (1965), have been holding additional charge of the post. The recruitment rules have been framed in such a manner that only one person is eligible for the same and his record is never made up to the mark so that the IAS officers can enjoy free foreign trips as DG, CSO. I had filed a case before CAT, Delhi for considering me for the post og DG, CSO. The Ministry took a stand that as the post has been upgraded to Secretaty level I cannot be considered. I am now submitting a representation to the Minister to consider my appointment to this down graded post og DG, CSO. The present post is being down graded for two reasons. First the DG, CSO will remain subserviant to the IAS Secretary. Secondly, the Additional Secretary, another IAS person can be given charge of the post.
Why Arun Kumar is returning to Haryana ?
DC Chandigarh Arun Kumar, a haryana cadre IAS officer has been called back to the parent cadre by the newly elected Haryana Government despite the fact that Arun Kumar recently obtained a one year extension from the Government of India. While the Chandigarh administration has requested the Haryana government to reconsider it's decission, it is widely believed that the Congress MP from Chandigarh, Pawan Kumar Bansal has had quite a say in the entire state of affairs.
