Do you know which is the deadliest Service Association?? Sorry NOT IAS. Believe it or not it is IA&AS Officers Association. Oh! You want to know how?? That's simple, because it is "DEAD" !!!! Only one thing this service association does is to organize RETIREMENT PARTIES! Would u believe that IA&AS officers have collaborated amongst themselves to kill their own service and to make the institution of CAG irrelevant and dead? OK difficult to absorb. Now consider this focus of the service has changed from AUDIT, which is its primary function to training. It would probably be the only service which has more than 12 Joint Secretary level officers only performing the training function and an IA&AS officer remains on training for approximately half the year.
Logically an IA&AS officer gets only two promotions in his entire carrier i.e. from AAG to a creature called Group officer and then in the SAG grade. Rest of the promotions are mainly technical in nature and have no relations to the job responsibilities and so called seniority.
Dictum of the service is "An Idea can Change your Life". Most of the officers are into this mad game of floating big ideas with no relations to their implementability. Once the idea is marketed well the ticket to so called foreign assignment is ensured. God only knows afterward fate of these big ideas. This has ensured increasingly weak control on the field and rapid decline in the quality of audit reports and their further fate.
You would read a lot about the other constitutional institutions like Judiciary or Election Commission talking about reforms and strengthening of these constitutional bodies. But have any one heard of reforms or strengthening of the institution of C&AG which Dr. Ambedkar once called as "the most important constitutional functionary". It is the time that some body must remind IA&AS, a premiere civil service once upon a time, of their role and duties.

NBA basically took a wrong stand……. rather than fighting for stopping the dam they should have concentrated on getting R&R for the oustees. All this time they've even fought the Government's efforts to get oustees lists from being drawn up. Both NBA and Government are responsible for the woes of the oustees!!!! Wouldn't be a bad idea SC turns proactive in the R&R matter!!!!! And this movement does not need publicity vultures like Amir!!!!
