Grapevine has it that Dr Ramesh Chandra Panda is being appointed Secretary - Elementary Education in the Government of India.1972 batch Tamil Nadu cadre IAS officer, Panda, is presently Secretary Statistics and Programme Implementation.

Who will win Reliance or GMR ?

V.J.Kurian (IAS, Kerala, 1983), MD, Cochin Airport, is reportedly joining GMR Group to head airport project on deputation under 6.2.2 of All India Service Rules, for five years at a salary of nearly Rs.2. crores per annum. Permission has reportedly been sought through Kerala Chief Minister from Congress High Command in Delhi. It seems GMR has beaten Reliance Industries to get him.

The GOI is celebrating the CS Day at Vigyan Bhawan New Delhi on the 21st April from 9=30 am onwards. The apprehension and grapewine is -this event will be celebrated to chant the mantras of success record in public service delivery under the self acclaimed civil servants of rare species called the IAS.

Even the invitation given to the ministries by the Ministry of Personnel includes the offfer to participate for the Secretaries, Addl Secretaries, one or two Joint Secretaries and 2-3 Directors/Dy Secretaries. The entire specialists services do not find a mention in the said invitation letter. If this is the Civil Service celebration why not call it IAS day!

A true Civil Service Day must take a holistic view of the bureaucracy. Let the first pledge on this day be that all empanelment yardsticks for the Joint Secretaries and above should be the same for all civil servants.
