Will Thulasidas go to Delhi?

Air India CMD, Vasudevan Thulasidas, is to be made secretary in the Government of India and posted to Delhi soon but will he move? Chances are that he may like to stay back in the hope of becoming the Chairman of the Organisation that is to take shape after the merger of Air India with the INDIAN. One can only wait and watch. His name is presently doing the round for the post of Secretary Disinvestment.

A retired IAS officer ruminating on the "best" ranks in the Civil Service exam! The position since 1979 has altered, and now the old distinction between the three papers(for Central Services), five papers(IAS and IFS) and two papers(IPS) is gone for ever. Further, since 1993, ranks do not matter for at least 50% of the batches. Even otherwise, top ranks join other Services also, Foreign Service being an example, Police another and Income Tax, Customs etc the others. What is at issue is the right that the IAS acquires to go to divers fields which they deny to other services when the process of filling up posts is actually under Central Staffing and the posts are not encadred in the IAS(in fact, the CSS also mans the same posts, so why not Income Tax or Customs officers). By the logic of the retired IAS officer, the IAS should confine itself to District administration only, being recruited for it and serving there in posts encadred for them! Bangladesh and Pakistan are what they are due to lack of democracy (dictatorships) and the single point agenda of being anti India, and not because they abolished their one dominant service. Retired ICS officers used to believe that the IAS was inferior, but that did not stop the IAS. Similarly, all Services now can think of a place under the sun, of course with a special place for the IAS, which is the first among equals and will remain so!
