This is with respect to the comment that 'non-achievers'(non-IAS) are envious of the 'achievers'(IAS). This is precisely the problem. Belonging to IAS is perceived by the IAS as being synonymous with being an 'achiever'. It is not 'envy' , it is manifestation of frustration for being denied a place in the Sun in the system just because one does not belong to the IAS. IAS's core competence is in administration aka maintenance of law and order/governance. Therefore just as the officers of the IFS are posted in the MEA, Income Tax officers are posted in Deptt of Revenue, the IAS , because of their core competence can have claim to be posted in the MHA, while on central deputation, but in no other Ministry/Department. For any other Ministry in the Central Government, social or economic, any Officer , cutting across services can deliver just as well, given a chance, that is. The IAS can not really have a claim to be core competence in being a better educationist or financial or a health expert than others. A S Ray

The Board of Directors of Petronet LNG limited is meeting today to select the Director (Finance) of the company. The BOD comprises of nominees of promoter companies i.e ONGC, IOC, BPCL, GAIL and representatives of lenders. It is a very high value company with international stake. Strangely enough the constitution of the company is such that neither the PESB nor the PMO has any say in its appointment of Directors where as Govt. of India's 50% share is held through these above mentioned companies and more than 36% is Indian Public Money. With the ongoing schemes/ projects of expansion, International players have huge stakes in the company. The grape wine story is that these International contractors have managed to grab all the mega contracts and are even exerting no holds bar tactics to appoint convenient persons in its BOD with an eye on long term benefit. It is no secret that appoints on top positions are becoming increasingly murky with the passage of time? The Search Committee appointed by the BOD has recommended two candidates for the post of Director (Finance) without putting them in numerical order of merit leaving enough space for last minute manipulation form all the vested interest sources for a tie.
