Majority favours appointment of PCS officers as DMs

Bhopal: "Let the spoils of power be rip open for every citizen of this great democratic nation", says Sanjiv a respondent to the querry "Should PCS officers be appointed DMs?" put up on the News and Views section of the popular whispersinthecorridors.com.
Corroborating, S Vikrma another respondent - referring to Uttar Pradesh government's move to appoint PCS officials as DMs - says that other states should also follow. "In the days of the British Raj, an ICS man alone could become Collector because only a British could sustain and consolidate the Raj. And those brown-skinned Indians who managed to get into ICS were said to be more British than the Britishers as these natives were the products of the Macaulay system of education which had aimed at producing such Indians who could continue and strengthen the Raj", he says.
"It is unfortunate that the same edifice is continuing at the district level even after Independence, with the IAS replacing the ICS. This thoughtless status-quoism needs to be changed. Over the years the PCS personnel have proved their usefulness. But for their role, the government machinery at the grass-root level would have collapsed. It is a matter of discomfort that their role has never been judged on merit", he adds.
In all 70 per cent respondents to the above question favoured appointment of PCS as DMs if they are competent. Infact some of them said, "this issue has no meaning in the age of globalisation. There should be no IAS/IFS/PCS/PPS etc. Only professional competence should be the criteria for appointment to the important posts in bureaucracy".
But there were others, only 30 per cent, who said that PCS should not be appointed as DM. "PCS officers should not be appointed as DMs. They have narrow vision, less exposure to wide sections of administration, and by years of playing 'yesmen' they command lesser repsect of piers".
"Instead, officers from class I central services are much suited. If there is any derth of IAS or suitable IAS, officers drawn from Central services would be better replacements in view of the fact that they are selected from the same lot as the IAS and in terms of experience and exposure they are equal to any other IAS", said P K Mishra.

FORUM

I feel file notings should be given to the applicants under the RTI Act as it gives a strength to those officers who work as per the laid down procedures.
Lets first implement this as per the original provisions and during the implementation if it adversaly affects the right implementation of any act, then the govt.has a right to amend it at any time.

TAIL-PIECE

A man checked into a hotel.
There was a computer in his room, so he decided to
send an e-mail to his
wife.

However, he accidentally typed wrong e-mail address,
and without realizing
his error, he sent the e-mail.
Meanwhile.....somewhere, a widow had just returned
home from her husband's
funeral.

The widow decided to check her e-mail, expecting
messages from relatives and
friends.

After reading the first message, she fainted.

The widow's son rushed into the room, found his mother
on the floor, and saw
the computer screen which read:

To: My Loving Wife

Subject: I've Reached Safely

Date: 20 Feb 2006

I know you're surprised to hear from me.

They have computers here now, and we are allowed to
send e-mails to our
loved ones.

I've just reached safely and have ! been checked in.

I see that everything has been prepared for your
arrival tomorrow.

Looking forward to seeing you then!

Hope your journey is as uneventful as mine was.

Nut ki ho gay chutti,
Nut aur Congress ki ho gaye kutti ( not on talking terms)!!!

At long last Congress has taken the step it should have taken some time back…. good riddance!!! Nut's in fact been daring the Congress to suspend him…. he's been hobnobbing with anti Congress forces and he's been trashing this Government's foreign Policy . Nut is a man who is basically full of himself!!!! And he says now that its 'aar paar ki ladayee'…… ultimately Nut naa iss paar ka rehegaa naa uss paar kaa… just like the proverbial doggy of the Dobhi….. naa ghar kaa na ghat kaa!!!

Nut has said Manmohan is fit for the Guinness Book,
At his own condition he should take a look???

For the Guinness Record book….. Nut was an undiplomatic Diplomat ….. then he was a Foreign Minister who was foreign to his job!!! And if a re-run of the bytes on the Volcker issue is done then Nut can go into the Guinness Book of Records for putting his foot into his gob for the maximum number of times!!!! When it comes to comparing Manmohan and Nut …..in honesty, experience, capability….. Manmohan is a mountain and Nut is a ditch!!!! Nut says that Manmohan is a weak PM…… well considering the pressures on Manmohan.... being a distant second in his Party's power equation and coalition induced weakness..... Manmohan is doing a good job….. but if you look at Nut's stint as MEA….. inept would be the right word!!!!

Now we have a Nuclear Club,
Jiss ka objective hai UPA ko karro drub!!!

Basically a collection of nobodies trying to foist themselves as somebodies!!! They meet for dinners and do their political backbiting in the name of the Nuclear Club!!! They do not know the ABCD of this issue …….. and now they've got Nut to puzzle things even more!!!! In fact the joke is that the Members of this Club suffer from acute oral flatulence and that is how actually this Club got its name!!!

Congress should get ready for oral flatulence form Nut,
He's not going to keep his trap shut!!!

Because after being caught with his hand in the cookie jar now Nut will try to paint all in the same color!!! Sorry to sound smutty….. but now Nut is going to fish in piss!!! The support he has with him will dissipate faster than it assembled!!! When the going gets tough the weak start squealing!!!!

Somnath Da needs to eat a 'rossogolla' before taking the Chair in the House,
Against him all have a grouse!!!

In fact eat one before taking the Chair and then while on the Chair continue having rossogolas at regular intervals....meetha meetha khobe and meetha meetha bolun!!! Why doesn't he take a page or two from Shekhawat's book!!!! The Speaker has to have an image of 'fairness'…. and should have arbitrating skills!!! And then its pitiful to see a man who for all these years fought for decorum in the House literally being one of the causes for decorum leaping out of the House!!!
