Majority favours appointment of PCS officers as DMs

Bhopal: "Let the spoils of power be rip open for every citizen of this great democratic nation", says Sanjiv a respondent to the querry "Should PCS officers be appointed DMs?" put up on the News and Views section of the popular whispersinthecorridors.com.
Corroborating, S Vikrma another respondent - referring to Uttar Pradesh government's move to appoint PCS officials as DMs - says that other states should also follow. "In the days of the British Raj, an ICS man alone could become Collector because only a British could sustain and consolidate the Raj. And those brown-skinned Indians who managed to get into ICS were said to be more British than the Britishers as these natives were the products of the Macaulay system of education which had aimed at producing such Indians who could continue and strengthen the Raj", he says.
"It is unfortunate that the same edifice is continuing at the district level even after Independence, with the IAS replacing the ICS. This thoughtless status-quoism needs to be changed. Over the years the PCS personnel have proved their usefulness. But for their role, the government machinery at the grass-root level would have collapsed. It is a matter of discomfort that their role has never been judged on merit", he adds.
In all 70 per cent respondents to the above question favoured appointment of PCS as DMs if they are competent. Infact some of them said, "this issue has no meaning in the age of globalisation. There should be no IAS/IFS/PCS/PPS etc. Only professional competence should be the criteria for appointment to the important posts in bureaucracy".
But there were others, only 30 per cent, who said that PCS should not be appointed as DM. "PCS officers should not be appointed as DMs. They have narrow vision, less exposure to wide sections of administration, and by years of playing 'yesmen' they command lesser repsect of piers".
"Instead, officers from class I central services are much suited. If there is any derth of IAS or suitable IAS, officers drawn from Central services would be better replacements in view of the fact that they are selected from the same lot as the IAS and in terms of experience and exposure they are equal to any other IAS", said P K Mishra.

Then why cover only matters relating to IAS.Senior CSS officers are awaint their empanellment for promotion to the NFSG of Director ever since 2000. The file it seems is being progressed at snails speed and even after being cleared by the Selection Committee, final orders are still a distant hope. It is understood that in this case the Government is not allowing individual their legitimate benefit of arrears. despite the fact that (i) delay in on the part of the Government; (ii) the grade of Director is 'Non-functional' and the individuals holding the post of Deputy Secretary can be promoted in situ, under the rules without involving assumption of charge; and (iii) it is not the individual who would have refused promotion if allowed in time. The CSS Deputy Secretaries are thus being denied the benefit of pay-fixation with arrears.

IMAGINARY INTERVIEW WITH SONIA GANDHI

Sonia Gandhi is on vacation. And by the wonder of imagination I get to interview her again while she's on vacation.

I land up at Wildflower's The Restaurant. The Restaurant has a large open-air terrace offering a panoramic view over the mountain…… the most spectacular scenery in the world.

Sonia is seated at one end of the Terrace and I go up to her table and wish her and she beckons me to take a seat.

Sonia: Mr. Kumar how come whenever I'm here for a vacation you land up to interview me???
Me: 10 Janpath is like a fortress and to get to interview you one has to go through several layers of security and cutlery…… here its easier!!!
Sonia: Delhi is like a madhouse and I need time off to recharge my batteries….. just see the view…… sorry what would you like to have…. Pepsi or Coke????
Me: Madam what dushmani do you have with me????
Sonia: No dushmani….. but why do you feel so???
Me: Madam people are avoiding Pepsi and Coke and here you are asking me to choose one????
Sonia: No no……. but don't you feel all this hoopla is just a knee jerk reaction???
Me: Madam Politicians, Officials and even FICCI Members prohibit their near and dear from drinking Pepsi or Coke but encourage the Public to continue drinking the Colas…… Madam would you encourage your near and ear to drink these Colas????
Sonia: I'm as it is a Nimbu Pani proponent !!
Me: But then why did you offer me a Cola choice????
Sonia: Habit….. anyway enough of this now tell me what would you like???
Me: Coffee... espresso please.

Sonia beckons the waiter and orders a Coffee for me and a refill for herself.

Me: Madam I'm puzzled by Natwar's flip flop!!!
Sonia: Nut….. sorry Natwar Ji seems to be under the influence of his son and in his 'putrah moh' has really reacted very poorly!!!
Me: But don't you feel that by targeting Manmohan he is actually targeting you????
Sonia: He's never been able to palate my dependence on Manmohan ji….. I feel he's plain and simple J of Manmohan ji!!!
Me: He's threatened to reveal Congress's dark secrets!!!
Sonia: Yes I've heard of his threats……… well as I see it its just empty threats!!!!
Me: Madam he's been in your Party for decades and decades…. I'm sure he's privy to a lot of secrets!!!
Sonia: I'm in the least bit worried about his threats…… and for you info all Political Parties in India have dark secrets and we are all privy to each other's secrets……… but that does not stop us from taking on each other… ….capite!!!!
Me: Now after showing Congress his fists Natwar Ji is doing a Namaste to Congress again!!!!
Sonia: Though he was outweighed and outclassed his newly appointed Managers, Amar, Yashwant and Digvijay, egged him to take on Manmohan……. but then seems reality sunk in and he's now doing Namaste!!!!
Me: Would you take his belligerence lightly…… because if you do you are setting a wrong precedence and in fact encouraging such behavior!!!!
Sonia: He's been issued a Show Cause Notice……. lets see what his reply is…. I would not like to comment before I see his reply!!!!
Me: You better get him to write the reply in front of a First Class Magistrate……. because tomorrow he'll turn around and say that the signature is his but the matter in the reply is a 'cut and paste' job!!!!
Sonia: You forget that the Delete, Home , End buttons are under my finger...comprendere!!!!

My coffee arrives and the Waiter pours a fresh cup of Coffee for Sonia too!!!!

Me: Recently there has been a lot of talk of Manmohan being the second fiddle!!!
Sonia: Not at all….. Manmohan Ji is the PM and as he has his plate full I look after his political work!!!
Me: But Madam everything has a political angle!!!!
Sonia: I only advice him on the political aspect!!!
Me: So in fact you have a say in everything!!!
Sonia: Everything that has a political implication!!!
Me: How does it work…… does Manmohan send his draft decision to you or do you send him your decision on how to take his decisions ????
Sonia: Manmohan Ji is a very perceptive man and he knows my mind…….. so mostly he informs me of his decisions and then I take a political check and revert back to him!!!! Though sometimes I do forward him my decisions on how he should implement his decisions…… all depends on the political impact!!!!
Me: As I see it the Congress President's word is final in the Congress and UPA Government interaction…..very unlike the Indian President and PM equation!!!!
Sonia: That is because the Indian President is supposed to be apolitical whereas I head a political Party and have to be 100% political……savvy!!!!

Somebody from Sonia's staff comes with her mobile phone but she refuses to take the call!!!

Sonia: I'm on holiday……no calls….. no meetings!!!!
Me: Somnath Da is really at the receiving end!!!
Sonia: That's bad because he is a stickler for rules!!!
Me: I think that's his problem….. a Speaker has to be a artful Arbitrator……. Somnath Da behaves like a School Principal who has a very foul temper!!!
Sonia: I think Somnath Da is facing the most belligerent House!!!
Me: What about his temper…. seems being a Red he's always seeing red!!
Sonia: I've been told that both he and Pranab Da are under the treatment of a Homeopath for their tempers!!!!
Me: And they should send the prescription to Buddhadeb…… after Dalmiya's win he's been in a foul mood!!!
Sonia: People should understand the pressures that we politicians have to work under….. stress and frayed tempers are a natural outcome…… capire!!!!

Sonia asks me if I would like to have ice cream and on my accepting beckons the Waiter and orders ice cream.

Me: UP elections are around the corner…. Congress's only hope here is Rahul!!!
Sonia: When he's ready he'll enter!!!
Me: Madam first there were rumors that Rahul would be inducted into the Cabinet …… then there were rumors that he would get a Party post…. what's the delay!!!
Sonia: See he wants to make his entry on merit!!!
Me: Well he managed your Election campaign for you post Oop election!!!
Sonia: Well he seems to think this was not enough!!!
Me: Well if he's looking for UP to prove his mettle then its going to take some time…… because as of now Congress's haalath is not too good!!!! I feel that Congress needs to put the horse in front of the cart to start moving…… as of now the cart is without a horse….. so let Rahul lead Congress in UP…. the sooner the better……. otherwise Congress's UP cart is going to stand stationery……. samjhe Madam ji!!!

The ice cream comes….. triple sundaes….. and we delve into our ice creams!!!!! After the trip to heaven via the Sundae I return back to earth and take leave of Sonia. I go into the Bookshop in the Lobby and there I find Natwar nervously browsing books…… he asks the attendant if they have the Book titled ' Thirty ways to apologize for your brat'!!!!! I give him a amusing look and walk out!!!

Super Saver Tickets validity extended

Indian has extended the validity of tickets under its Super Saver scheme, for travel till Sept. 30, 2006. All Super Saver tickets whose validity had expired, will be considered for extension of validity, against a charge of Rs.500 per coupon.
The hugely popular Super Saver Utsav scheme at present offers 4 Economy class coupons for Rs.22,000 or 4 Executive Class coupons for Rs.30,000 for travel on domestic sectors. Similarly, an 8 coupon offer in Economy class would cost Rs.46,000 whereas the same in Executive class would cost Rs.64,000.
If any Super Saver ticket is more than one year old (calculated from the date of original issue), then such a ticket would need to be reissued. Re-issuance charge of Rs.500 per ticket will be collected in addition to the validity extension charges of Rs.500 per coupon.
Fuel surcharge of Rs.650 per coupon would also be levied on all such Super Saver tickets that are reissued for validity extension, on or after 8th August 2006.
