Majority favours appointment of PCS officers as DMs

Bhopal: "Let the spoils of power be rip open for every citizen of this great democratic nation", says Sanjiv a respondent to the querry "Should PCS officers be appointed DMs?" put up on the News and Views section of the popular whispersinthecorridors.com.
Corroborating, S Vikrma another respondent - referring to Uttar Pradesh government's move to appoint PCS officials as DMs - says that other states should also follow. "In the days of the British Raj, an ICS man alone could become Collector because only a British could sustain and consolidate the Raj. And those brown-skinned Indians who managed to get into ICS were said to be more British than the Britishers as these natives were the products of the Macaulay system of education which had aimed at producing such Indians who could continue and strengthen the Raj", he says.
"It is unfortunate that the same edifice is continuing at the district level even after Independence, with the IAS replacing the ICS. This thoughtless status-quoism needs to be changed. Over the years the PCS personnel have proved their usefulness. But for their role, the government machinery at the grass-root level would have collapsed. It is a matter of discomfort that their role has never been judged on merit", he adds.
In all 70 per cent respondents to the above question favoured appointment of PCS as DMs if they are competent. Infact some of them said, "this issue has no meaning in the age of globalisation. There should be no IAS/IFS/PCS/PPS etc. Only professional competence should be the criteria for appointment to the important posts in bureaucracy".
But there were others, only 30 per cent, who said that PCS should not be appointed as DM. "PCS officers should not be appointed as DMs. They have narrow vision, less exposure to wide sections of administration, and by years of playing 'yesmen' they command lesser repsect of piers".
"Instead, officers from class I central services are much suited. If there is any derth of IAS or suitable IAS, officers drawn from Central services would be better replacements in view of the fact that they are selected from the same lot as the IAS and in terms of experience and exposure they are equal to any other IAS", said P K Mishra.

Aaj Ki Aawaz

Natwar is never going to give me an interview. So by the magic of imagination I interviewed him in his Library.

I enter Natwar's library and find him sitting in an easy chair lost in thought.

Me: Relaxing!!!
Nut: No I'm Natwar Singh ….. how dare you change my name????
Me: Sir I was just asking you if you were relaxing…… you've been shouting from the rooftops that you are relaxed , so I'm just confirming this!!!
Nut: I'm relaxed…… my nerves are totally in my control……… I am the epitome of calmness….. my BP is 120/80…. my pulse is 60…….my sugar level is normal…..my bowel movement is regular!!!!

Just then he gets a call ......Nut literally jumps up in fright.……. his Man Friday rushes and takes his pulse and its 110…… then he takes his BP and its 170/100…….. Nut says he wants to go for 'number two' and he picks up a magazine and rushes into the loo. Comes out of the loo and instructs his Man Friday to inform Jagat that he's just got a message that Government is tabling Pathak Commission Report and ATR on Monday. After taking a few deep breaths he indicates that I should continue with the interview.

Me: The Pathak Commission report says you wrote letters of recommendation for Andaleeb recommending him to the Iraqi Regime!!!
Nut: Andaleeb grew up in front of me and is a damn fine chap…… he requested me for recommendation letters as he was not getting an Iraqi Visa and so I wrote these letters of recommendation for him!!!
Me: But then why did you address the letters to Tariq Aziz …. Tariq Aziz did not give Visas and then why three letters????
Nut: No no…… you see I was the head of Congress's Foreign Affairs Cell…. somewhat like a shadow MEA so I had to maintain decorum and write to my counterpart!!!! And I wrote three letters because Tariq Aziz had three hideouts and and so I had to address one letter to each of the hideouts!!!
Me: In an interview you've said that you gave recommendation letters to all who came to you!!!
Nut: Absolutely……… if you want one I'll write one for you too!!!
Me: Sir as of today I think your letter of recommendation can only work in Samajwadi Party and I don't have any work with them …. so no thank you!!!

Jagat come in and gives me a dirty look and whispers something in Nut's ear and saunters off.

Me: Your son Jagat has been alleging that PC is trying to do you and him in!!!
Nut: Yes he says an Official from ED told him so!!!
Me: What has PC got against you and your son???
Nut: PC does not like Royals…… and I think he got perturbed with me because as MEA I had demanded that all Foreign Exchange matters should come under MEA???
Me: But that's a stupid demand!!!
Nut: No I don't feel so…….. all overseas matters should come under MEA!!!!
Me: I think you were and still are at sea on this issue!!!!
Nut: Am I in Indian territorial waters or am I in International Waters…….
Me: Sir by being at sea I meant you know nothing on this issue!!!
Nut: Anyway…. PC has asked the DRI to get whatever is possible on me and my son!!!
Me: Have you tried to speak to PC!!
Nut: No…. I'm senior to him and he should speak to me!!!
Me: But in case you feel you are being targeted its you who needs to pick up the phone and talk to PC!!!
Nut: I've never dialed a number in the last thirty years and I'm not going to start now.
Me: You could have got your PA or Man Friday to do it!!!
Nut: I've done chutti of my PA….. and my Man Friday is not allowed to touch the phone…… it's a custom!!!
Me: Chalo I'll take you for your word however unbelievable your excuses may sound!!!!

Just then Nut's wife comes in and whispers something in his ear. After she leaves Nut picks up the phone and dials a number and then orders Pizzas.

Me: I thought you never dialed ……..
Nut: The Pizza is for you….. Athithi Devobhava…… I've broken my vow for a guest!!!
Me: But you could have asked your wife to dial the number???
Nut: How can I tell my Princess to dial a number????
Me: My wife is my princess too but I sometimes do tell her to dial a number for me…….okay enough of this….. have you tried to speak to Sonia on your travails???
Nut: No no my wife's a real Princess … for me it's a double whammy..……… I will not speak anything about Sonia!!!
Me: I'd read this as ' you've tried but have not been able to speak to her'!!!
Nut: I'd prove you wrong by just picking up the phone and calling her….. but I don't dial numbers myself!!!
Me: Chalo I'll dial the number for you!!!
Nut: I cannot reveal the number to you…. its top secret!!
Me: I know the number….. give me the phone I'll dial the number for you!!!
Nut: No it's a rule in Congress Party that we can only call her in the mornings….. and now its 4 pm, so I cannot call her!!!!
Me: But don't you feel that if PC is targeting you he must be having Sonia's permission to do so….. you know that in Congress not even a leave moves without Sonia's approval!!!
Nut: I've said I'm not going to answer any questions on Sonia!!!!

The Pizzas arrive and are served.

Me: You say PM spoke to you and assured you….. what did he assure you???
Nut: He said that my name would not be sullied!!!
Me: I think he just meant that the investigation would be fair…. he did not mean that even if you were guilty no charges would be brought up against you that would sully your name….. it was not a carte blanche from Manmohan!!!
Nut: I will reveal all very soon!!!
Me: That brings me to my next question …. all this talk about revealing...... looks like you are trying to blackmail Congress!!!
Nut: As I look at it I'm going to be out of work…….. so I'm following Jaswant Singh's example and will attempt to make hay even when the sun is not shining!!!!
Me: So you plan to write a book???
Nut: If I continue to remain in Congress I'm going to write a fiction, in which I will tactfully reveal everything ….. in fact I plan a series …. maybe I'll be the next Rowling!!! The central character will be Kunwar Natty Singh!!! And if I leave Congress or am thrown out then I'm going to write my Autobiography …… Why, when and how???
Me: That brings me to my last question are you going to stay in Congress or are you going to quit!!!
Nut: I'm a committed Congressman and I will remain so!!!
Me: Till when???

Just then Amar Singh and Digvijay Singh come in and Nut greets them very warmly ……. in fact like very old friends!!! I do not press for an answer to my last question….. seeing the chemistry and camaraderie between the three....backslapping and winking.... I feel I've got the answer!!!
