Majority favours appointment of PCS officers as DMs

Bhopal: "Let the spoils of power be rip open for every citizen of this great democratic nation", says Sanjiv a respondent to the querry "Should PCS officers be appointed DMs?" put up on the News and Views section of the popular whispersinthecorridors.com.
Corroborating, S Vikrma another respondent - referring to Uttar Pradesh government's move to appoint PCS officials as DMs - says that other states should also follow. "In the days of the British Raj, an ICS man alone could become Collector because only a British could sustain and consolidate the Raj. And those brown-skinned Indians who managed to get into ICS were said to be more British than the Britishers as these natives were the products of the Macaulay system of education which had aimed at producing such Indians who could continue and strengthen the Raj", he says.
"It is unfortunate that the same edifice is continuing at the district level even after Independence, with the IAS replacing the ICS. This thoughtless status-quoism needs to be changed. Over the years the PCS personnel have proved their usefulness. But for their role, the government machinery at the grass-root level would have collapsed. It is a matter of discomfort that their role has never been judged on merit", he adds.
In all 70 per cent respondents to the above question favoured appointment of PCS as DMs if they are competent. Infact some of them said, "this issue has no meaning in the age of globalisation. There should be no IAS/IFS/PCS/PPS etc. Only professional competence should be the criteria for appointment to the important posts in bureaucracy".
But there were others, only 30 per cent, who said that PCS should not be appointed as DM. "PCS officers should not be appointed as DMs. They have narrow vision, less exposure to wide sections of administration, and by years of playing 'yesmen' they command lesser repsect of piers".
"Instead, officers from class I central services are much suited. If there is any derth of IAS or suitable IAS, officers drawn from Central services would be better replacements in view of the fact that they are selected from the same lot as the IAS and in terms of experience and exposure they are equal to any other IAS", said P K Mishra.

I get the impression that some of your readers feel that PCS men do not man the districts as of now! They do, the only thing is, they do so upon promotion to the IAS. So what is the hue and cry about? The only thing is whether PCS men should man districts without being seconded to the IAS (it is a fact that PCS men lose seniority when they are so seconded). In fact the PCS chaps used to retire as Commissioners till not very long back in most states. And why not?
Central Services can not man the districts, as they belong to the Centre and are servants of the Central Government, not the states, unlike the PCS or the IAS.

Andaleeb from no one became a friend and then a relative….. imagine Andaleeb has even said that he met Nut for the first time in Baghdad!!!! In fact if a rerun is done both father and son will end up with both feet in their mouths!!!!

It's well known that Nut has used every approach to plead his case with Sonia!!! Sonia is livid that how could he have compromised the Party for personal gains!!!! All this bravado and talk of courage is only for Public's consumption…… fact is he's pleaded, begged, beseeched and not been able to make any headway, he's not trying the other mode…….. keep the pleading, begging and beseeching on in private and has started to threaten in Public!!!

Now Cola giants have brought onto the battlefield people who depend on them for their wages!!

'(M)admen' Suheil Seth and Prahlad Kakkar……. both do ads for these Companies and are being fielded by the Cola Giants to take on/browbeat anyone who speaks up against the Cola giants. Now they say that the contamination is so miniscule that it does not matter!!!! They say the ingredients are contaminated…. and then they say that everything edible in India is highly contaminated. My question is that if the Cola Giants follow the stringent quality norms that they follow in Developed Countries and if such pollutants were found there in the Colas would they have let the colas enter the market???? The logic that they are following is that ' we've not put the contamination so we do not need to report it'!!!! There may be contamination in our foodstuffs but these are necessary for us to survive….. we don't need Colas to survive!!!!
