Majority favours appointment of PCS officers as DMs

Bhopal: "Let the spoils of power be rip open for every citizen of this great democratic nation", says Sanjiv a respondent to the querry "Should PCS officers be appointed DMs?" put up on the News and Views section of the popular whispersinthecorridors.com.
Corroborating, S Vikrma another respondent - referring to Uttar Pradesh government's move to appoint PCS officials as DMs - says that other states should also follow. "In the days of the British Raj, an ICS man alone could become Collector because only a British could sustain and consolidate the Raj. And those brown-skinned Indians who managed to get into ICS were said to be more British than the Britishers as these natives were the products of the Macaulay system of education which had aimed at producing such Indians who could continue and strengthen the Raj", he says.
"It is unfortunate that the same edifice is continuing at the district level even after Independence, with the IAS replacing the ICS. This thoughtless status-quoism needs to be changed. Over the years the PCS personnel have proved their usefulness. But for their role, the government machinery at the grass-root level would have collapsed. It is a matter of discomfort that their role has never been judged on merit", he adds.
In all 70 per cent respondents to the above question favoured appointment of PCS as DMs if they are competent. Infact some of them said, "this issue has no meaning in the age of globalisation. There should be no IAS/IFS/PCS/PPS etc. Only professional competence should be the criteria for appointment to the important posts in bureaucracy".
But there were others, only 30 per cent, who said that PCS should not be appointed as DM. "PCS officers should not be appointed as DMs. They have narrow vision, less exposure to wide sections of administration, and by years of playing 'yesmen' they command lesser repsect of piers".
"Instead, officers from class I central services are much suited. If there is any derth of IAS or suitable IAS, officers drawn from Central services would be better replacements in view of the fact that they are selected from the same lot as the IAS and in terms of experience and exposure they are equal to any other IAS", said P K Mishra.

FORUM

The PCS officers are inducted into IAS and are allocated year of allottment to IAS atleast 8 to 10 years, depending upon their service in PCS. Subject to vigilance clearance/any adverse matter, posting as DMs does not seem to be unjustified after gaining appropriate seniority in PCS. There is no way to give the status of IAS officer to a PCS Officer with back date, except giving him proper posting where he is about to get IAS within 2/3 years, depending upon the service rendered by him in PCS.

Question should be who got the report leaked????
To get to the truth question needs to be tweaked!!!

The only person interested to know what was in the Report was Nut!!! Congress was least bit anxious to know what was in the Report!!!! Nut and family planned this and the leaking was executed by a relative who has the expertise in springing leaks!!! In all probability the leak was sprung in the Pathak Commission itself……. they got to know Justice Pathak's conclusions!!! And Rajdeep Sardesai says that he got it from a contact he was garnering for a long time…… well he's been garnering Nut for quite some time…... replay the bytes on CNN IBN and this will be proved!!!!

What does the Pathak Report point to????
Well it explains what Nut and Company did do!!!!

Nut was the facilitator, Jagat the main beneficiary, Andaleeb the tool, Khanna the launderer!!!! ED now needs to probe Coburg and Fynnmores Companies alleged to be owned by Jagat…….. once this is done all the bravado being shown by Nut and Jagat will settle down like froth settling in a glass of freshly poured beer!!! The three letters are ample proof!!! Nut's written the letters on behalf of the Congress Party and introduced his son and nephew and in one letter has even thanked the Iraqi Regime for their cooperation !!!!

Nut says his anti US stand did him in……. gone Nuts or wonky,
He's to blame himself …..he's pinning the tail on the wrong donkey!!!

Nut says that it's the US that is responsible for his problems…… he says his stands on the Iraq, Iran and Nuclear issues have done him in!!! Nut's library is full of works of fiction and seems the books are affecting him as he is spending too much time hiding from the World in his Library!!! But then it's very difficult to pin oneself!!!

Jabh Sambandhi bhaye kotwal to darr kahe ka……Laloo's Sambhandi is a taxman,
To help Laloo out he will do what he can!!!

Now Lallo and Rabdi have nothing to worry as their Sambhandi has been appointed as the IT point-man for the Disproportionate Assets cases Laloo and Rabdi are fighting!!! Have you heard of anything more perverse???? We all know that ultimately Laloo will wiggle out , but does the Sarkaar have to make it so obvious???? Seems Laloo can get away with anything in this Sarkaar!!!!

New developments in UP......Mayawathi has gone hi-tech,
And Mulayam needs to keep his flock in check!!!

Mayawathi is computerizing everything…….though she herself does not know anything about Computers, but she's got a Secretary Computerization. If Manuvadis can benefit from Computers why not the Bahujans???? Many from Mulayam's flock are in touch with her for 'switchover ticketS...... Mulayam's CB CID is already working overtime keeping tabs on the turncoats!!

Super Saver Tickets validity extended

Indian has extended the validity of tickets under its Super Saver scheme, for travel till Sept. 30, 2006. All Super Saver tickets whose validity had expired, will be considered for extension of validity, against a charge of Rs.500 per coupon.
The hugely popular Super Saver Utsav scheme at present offers 4 Economy class coupons for Rs.22,000 or 4 Executive Class coupons for Rs.30,000 for travel on domestic sectors. Similarly, an 8 coupon offer in Economy class would cost Rs.46,000 whereas the same in Executive class would cost Rs.64,000.
If any Super Saver ticket is more than one year old (calculated from the date of original issue), then such a ticket would need to be reissued. Re-issuance charge of Rs.500 per ticket will be collected in addition to the validity extension charges of Rs.500 per coupon.
Fuel surcharge of Rs.650 per coupon would also be levied on all such Super Saver tickets that are reissued for validity extension, on or after 8th August 2006.
