is highly biased The housing allotment scheme is highly biased against
central services officers. An All India service officer gets much decent accomodation
and much faster then a non-All India service officer, no matter if both of them
have joined the government of India at the same time under central staffing scheme.
Technically, all officers who come thru central staffing scheme should be entitled
to Tenure pool as they come for a "tenure". To mitigate this problem,
there was a proposal to create a third pool in addition to general pool and tenure
pool i.e. Tenure pool-Non AIS. However, the fate of it is unknown for known reasons
!! Chander Shekhar Will UPSC look into this ! It
is interesting to note that the UPSC is finding it difficult to reveal cut off
marks for different subjects in the civil services exams. It implies that different
set of parameters are applied for selecting aspirants from different subjects.
Who decides this? What is the criteria in deciding such parameters? If the candidates
are aware of the criteria, whatever it may be, they may appear in exams with such
subjects. Eg. It is a common knowledge that the candidates from technical background
are not encouraged. If one knows the criteria, he/she may appear with a different
subject. There is another angle to this issue. The IAS has all through
been projecting as a privileged lot with perks/ privileges etc. They got better
pay scales vis-a-vis other services. The reasoning given is that 'we were better'.
But it is not so. The IAS 'just happened' to take advantage of normalizing. May
be a non-IAS from a different service appeared with a particular subject and scored
better but because of some discreet criteria (which UPSC is desperately trying
to hide), he/she was put at a disadvantage vis-à-vis IAS who though scored
less in his subject, somehow got advantage of normalizing. So, IAS please don't
project yourselves as 'we are better' or 'we were better' vis-à-vis non-IAS.
We hope the pay commission also keeps such issues/ factors in mind so that the
'mistake' of giving better pay scales to some services is not repeated. Shuchi Balakrishnan
will be new CMD of HPCL The Public Enterprises Selection Board has selected
Arun Balakrishnan for the post of chairman and managing director of state-run
Hindustan Petroleum Corp Ltd (HPCL).S Roychoudhary is number two in the panel,In
all probability Balakrishnan will take over from M B Lal on March 31. (
