The write up by Raj is excellent. To further liven up the discussion between general pool and tenure pool, let us first try to define 'tenure'. A common understanding is one coming on tenure to the Government of India. But are not the officers of non-AIS on tenure with Government of India, specially the ones who come thru central staffing scheme, the same scheme thru which AIS officers come ??? It would also be very interesting to find that how many of the AIS officers who come on tenure, actually go back to their states after completion of their tenure and how many move from one tenure to another? At least for all officers who come thru the same selection process, the housing policy should be the same. Alternatively, let the non-AIS officers be asked to vacate the tenure pool accommodation once their tenure is over as is said to be done by AIS officers.

Housing scheme is illegal and improper
This is regarding the views that non IAS officers be paid double the HRA. In fact the scheme of houses for government officers is illegal and improper. Equal pay for equal work is a fundamental right for all citizens. Pay includes the perks also. Government providing a palatial house to one officer and providing HRA to other in which they can not get a house of even half its quality is thus unconstitutional. Moreover those not getting the house also have to pay income tax on HRA which acts as double jeopardy. Income tax at best can be charged on those for whom government accommodation is available but they are not willing to take it. Cornering of houses in the garb of pools is also unfair and arbitrary. Houses are being shifted from one pool to another to fulfill the requirement of one set by running roughshod over others. A case in point is the houses constructed in Nivedita Kunj which were constructed for general pool but were subsequently transferred to other pools leaving very little for general pool. Applying the principle of exception not being more than the rule (used by SC in reservation related law), only half of total number of staff in any category should be served by special pools. Rest of the officers should get them through general pool. Associations, representing officers adversely affected by the unfair scheme of things, must unite and show gumption to challenge it before all authorities including the Courts.

76,000 bridges 100 year old Railway bridges!!!! In all, 2,300 old bridges were earmarked to be repaired, rehabilitated or rebuilt at a cost of Rs 1,530 crore by 2006-07. Railways are far behind the target. Though meant for handling only lighter standard of loading, these bridges are being put to bear brunt heavy loading!!!!
