This is not fair for 1973 batch IAS

Less than 2 years to retire and 1973 batch officers will not become full fledged secretaries, is like punishing officers for no fault of theirs. This situation has arisen due to late promotion of IAS officers in GOI. No one is there for us to look after our cadre. Our posts are snatched by other service officers and some by our own officers after retirement. The solution is not to work negatively for any cadre but to streamline the system in a positive manner. For example faster promotions-other avenues like including post retirement posts in the main cadre to provide faster promotion or if other service officer gets a post of IAS in return IAS should be given a post in the respective cadre( let me mention here that other services Secretary level posts are better than the usual IAS posts as far as perks and powers attached with the posts are concerned. Otherwise where would we go. Incidentally, I am not a 1973 batch officer and not in the zone of consideration of secretary. I feel it is my duty to raise concern although today the seniors may be affected by this move, if it happens. I strongly feel that every service cadre should see to it tha officers are promoted at the second highest level at least when the officers get 2 years to work on that post. Ultimately honest officers survive only on salary and we should work for them. For other categories, one find that they get everything in service whatever may be the rules are.

CBI enquiry is needed

On behalf of the staff of Kendriya Bhandar and Greh Kalyan Kendra, we would like to inform you that our office was earlier occupied in bungalows No. 17 & 19, Mahadev Road, New Delhi-11000. The Greh Kalyan Kendra was also running a crèche for children and the school for the poor children. We have recently been shifted to another place. We have no objection to the shifting but the reason given by the M/o Urban Development (Dte. of Estates) is not satisfactory. These two Lutynes bungalows have since been demolished by the CPWD and a new bungalow is being constructed there to be occupied by an IAS officer very close to Shri Jaipal Reddy, Minister for Urban Development. It is understood from CPWD that an expenditure of about Rs. 20 lakh has been sanctioned for this purpose. While on the one hand the Govt. is trying to save the Lutynes bungalows, on the other hand these bungalows are being demolished and replaced by new bungalows to suit the requirement of an IAS officer. This is criminal waste of money. At present when the Ministry of Finance is issuing economy instructions. These bungalows were renovated recently by the CPWD when the same was under occupation by the Greh Kalyan Kendra and Kendriya Bhandar. Demolishing the bungalows to satisfy the whim of an IAS officer is not clear.

We, therefore, pray that an independent enquiry by CBI may be conducted into this whole matter and punish the guilty.

Housing policy needs a review

Housing policy needs a review. Padmanabhan's comment indicates that but for tenure pool all other categories are dissatisfied. Let the officers from all the categories be members of committee to decide on the housing policy. Such recommendation of the committee be implemented within a time frame.
There is apparently no answer /justification before the DOE for delay of more than 2 years in finalizing the already recommended and notified policy of non-AIS tenure pool for central staffing scheme officers. Even after so much delay can it assure that this would be done within a month or two.
