SCOPE becoming redundant ?

Standing Conference of Public Enterprises (SCOPE),it seems, has lost its relevance and urgent steps need to be taken to energize this important forum of the Central Public Enterprises. Normally the annual meets of the Chief Executives of PSEs is addressed by the Prime Minister and important indicators of the Government thinking on the public sector are highlighted in the speech of the Prime Minister.
Prime Minister also utilizes the opportunity to give a plain talk to the leaders of the PSUs. This year, however, SCOPE failed to manage address by the Prime Minister at their meeting held on January 10, 2006. The meet was more ceremonial in nature with the Vice President distributing annual awards and Minister for Public Enterprises addressing the gathering.
Questions are being raised in the official circles about the role of the SCOPE. Organizations like CII have become the window of Indian industry while SCOPE is mostly engaged in organizing seminars on corporate governance, etc.
The present indications are that the re-structuring of SCOPE is likely to be undertaken by the Ministry of Public Enterprises this year. If that happens, this sleepy spokesperson of the public sector may have to produce results. Many heads may roll.
