The atmosphere in Bihar has these days changed with the change of regime and so has changed the mindset of officials. Officials who earlier used to avoid going to Bihar are now willing to backtrack and may not object to their postings in that state.

In all its 26 departments, GoI has only one financial advisor from the Accounts Services. The remaining are from other backgrounds like the IAS etc.
