Can't you be raped?" Everyone present at the meeting was taken aghast. Infact, earlier to it Duggal had said that the girls themselves were responsible for their molestation as the clothes they wear were enough to provoke a man. Disease of disapproval

Why this particular disease of disapproval of tour programe is so endemic in the Ministry of Statistics. Is the building jinxed? So far it was prevalent among the ISS officers even at senior levels like SAG and HAG whose programmes were often turned down by their bosses. Some of them left, but their shadows still loom large in the corridors of fourth floor. But now this virus started attacking even the Minister. Ironically, his PS happens to be an ISS officer who perhaps could not gather enough materials to justify the foreign visit of his Yes Minister.

Why this favour to one cadre only ?
Isn't it unfair that officers in some cadres get promoted much earlier than their batchmates in other cadres? For example, officers of the 1984 batch IPS are still DIGs in Bihar and some other states. Is it the fault of the officer concerned that he has been allocated a certain cadre? The GOI must do something to remove this disparity, or else despondency and lack of motivation will be the natural corollary. I do hope someone who can do something about this is reading this.

Aaj Ki Aawaz

Sadly I trudge into Churchgate Station. I've just received news that my very dear Amar, Akbar and Antony have lost their lives in the blasts. As I trudge along I fondly remember the times I traveled on the local trains with this lovable trio. All three were devout in their religions, very patriotic and good family men…..good Indians....pious .... good grandsons, sons, husbands, fathers, brothers, nephews and very good friends.

I stop at the Coffee Vend and there I get into conversation with three familiar faces I see quite often when I travel on the local trains. They introduce themselves as Ram, Rahim and Ralph.

Ram: What a tragedy???
Ralph: From what Shivraj Patil said this Government had info of such blasts!
Rahim: Then why the hell did they not let the Public know of this????
Ram: Shivraj said that though they had info they did not know where the blasts would take place???
Ralph: Couldn't they have taken some intelligent guesses and taken some preventive measures.. I'm sure if they had taken intelligent guesses Mumbia and Mumbai local trains would have come on the top???
Me: I think Shivraj has shot himself in the foot by making this statement…….. ironical because he's fond of guns and habituated to shooting his mouth!!!
Ram: What do the terrorists get by killing innocent people???
Ralph: Human life has no sanctity for these people…….. and such acts just show their cowardice!!!
Rahim: And now Mumbai's Muslims are going to be blamed.
Ralph: But this is a fact that there are Muslims in Mumbai who are sympathetic to the terrorists and their cause…. they do provide all kinds of support to the terrorists!!!!
Rahim: But that does not mean that all Muslims are terrorists!!!
Me: Well the terrorists do not differentiate when it come to killing people …… in these blasts Hindus, Muslims and Christians have lost their lives…….so why should we differentiate to fight back and live our lives …. why not fight this as One and let the cops do their work of identifying those who are responsible for this dastardly crime and those who have aided and abetted it????
Ram: But with this Muslim appeasement policy the cops never get to do their job!!!
Ralph: I feel it is this softness that is the cause of all the problems!!!
Rahim: Again I would like to say that not all Muslims are supporters of terrorism.
Me: Well then its time that Muslim Leaders and preachers came out openly. Just as an example if Bhukari was to be asked his response to this tragedy I'm sure he will say that he's sorry that this happened but then go on play a blame game!!!!
Ralph: Absolutely …… our Indianess needs to come out now…….. what is very touching is the way people have responded….. all religious barriers have fallen.
Me: I was in London when the 7/7 blasts took place and I can tell you the Mumbaikars have outdone Londoners in all areas post the blasts…… but yes Brit Politicians have outdone ours!!! In camera glare Patil and Laloo sound as if its just ordinary business….. no emotion, no grit, no dedication, no commitment …… just pan faced responses eager to get back to their politicking!!!
Ram: And the victims families will have to run pillar to post to get the Rs. 5 lakhs…. after cremating their near and dear the families of the victims should get ready to realize that there is a huge gap between the Government's 'kathni and karni'!!!
Rahim: But shouldn't the Government try to solve the problem that is the root cause???
Ram: Depends if you look at this problem like a gardener who has planted this tree, nourished it and made it grow to give leaves, flowers and fruits. Or if you look at it like 'phall chors' ( fruit robbers) who care two damn hoots about the trees as their eyes are on the fruits!!!! India is the gardener and Pakistan is the phall chor!!!
Ralph: I think our Government has to understand that 'laaton ke bhoot baton se nahi maanthe'!!!!
Me: Negotiating with terrorists and their supporters means that they have won half the battle and brought you to the table!!!! India has to change its approach to 'kick ass' mode!!!! CBMs are just building the confidence of the terrorists!!!!
Ram: God knows why Muslims in India cannot understand that in Pakistan Muslims who migrated from India are considered second rate citizens….. Muhajirs….. they are looked down upon!!! Kashmiris must realize that they are better off in a democratic India rather than second class citizens in Pakistan.
Rahim: Yes this I agree. I had visited Pakistan and a Indian Muslims are better off in India than Pakistan…… by the way we have to travel by the local trains what's going to happen to us???
Me: You have to become vigilant …… mentally put your dukes up. Be aware of your surroundings…… before your take your seat on the train do check up under the seat and the luggage hold above….. if you see a bag do not be afraid to ask for its owner!! Guys like Patil will give you wisecracks that they know everything….. but you have to help yourself from now onwards!!!
Rahim: And Muslims are going to be looked at suspiciously from now on!!!
Me: Well this is something that is not in your control or in the control of the suspicious eyes…. I would say its natural!!!
Ram: Mumbai is going through a real bad patch… first the floods , then Tai's statue's defacing and now these blasts!!!
Me: If you ask me Tai's statue defacing may have been a strategy by the bomb blasters so as to get the Police distracted when the crucial phase was in action.
Ralph: Our carefree days are over????
Me: I wouldn't go that far….. be aware!!!! There is a difference between 'beware' and 'be aware'!!!!
Rahim: And from now on the safest place to travel on the locals is going to be hanging out of the door balancing on the ledge……. do you know one guy was traveling hanging out of the door and the blast took place and he was thrown out onto the station….. he survived whereas most of the passengers in that compartment perished.
Rahim: Which fool had said that Mumbai is a rude City!!!
Me: Yes Mumbaikars response is a slap in the face of those who termed Mumbai as a rude City……… harr dil hai dill waala yaha , yeh hai Mumbai meri jaan!!!!

We say our byes and go our ways… promising to meet more often and travel together. As I walk out of the station my lips quiver, my heart is heavy and there are tears in my eyes……. Ek jagha jamaa ho gaye (deposited) mere dost teeno…… Amar, Akbar and Antony!!!
