And as soon as this fact came to my knowledge, I have started viewing this as a great opportunity for more than 1 billion people for whom they are making decisions. And this can happen only if some space is solely dedicated for the people to make the decision makers hear their needs since it is not possible to make the decision makers know the requirements of the people for which they make decisions as there is perhaps no other option left to make them aware of the peoples aspirations due to earlier wrong decisions on the part of so called decision makers. It's really difficult for people to impregnate the ivory towers of the decision makers. However, it's very soothing to know that such a big number of decision makers are really doing the same useful thing although in other spheres it is really difficult to bring them to a common table and it is rightly said that right hand of the group of decision makers(government) does not know what the left is doing.

Reorganisation of CSO - a study !
Reorganisation of Central Statistical Office (CSO) which was notified
on 12th took off with a bumpy start. And this might be the beginning of the noise the recently constituted National Statistical Commission (NSC) might have to hear. Neither DG, CSO nor DG, NSSO was given adequate responsibilities which had hitherto been enjoyed by their predecessors. On the contrary, one officer had been vested with enormous power having leverage to the cadre management apart from coordination and administration. He has to report to the Chief Statistician (CSI) bypassing the DGs. Insiders feel that this arrangement by itself might make the NSC feel too uncomfortable to concentrate on its terms and references as chartered in its constitution. Grapevine has it that appointment of a retired ISS officer to the post of Chief Statistician will further aggravate these problems perpetually.

The Machine has taken over the repetitive job of the Govt. In Dept where there is effective use of IT, In Dept where major policy changes have taken place, in Dept where work is duplicated Viz. Commerce & Finance. Administration of new taxes likes Service tax, VAT etc Implementation of rural G'tee Program require a through review of administration not in house cadre review of a sort by say IIPA /IIM's/Big four MNC mngmt. Consultants for effective administration and commensurate pay at par with public/private sector for good results. Interface and inter-mobility amongst all the services may be allowed to be from the grade of Director onwards and like wise mobility to private sector should be allowed up to JS level to learn good management practices. A lot needs to be done to make Govt. a better regulatory and delivery system. Unless the Govt. becomes good employer how can the employees be a better service provider.

International Fuel prices may touch $ 80/ barrel …… and may go up even more,
So on the fuel front India should start planning for what is in store!!!

Instability in the Middle East, the Hurricane season, approaching Winter season and of course the Iran muddle!!!! Government has to think of reducing Duties and Taxes!!!! We cannot compete with other Developing Countries and or attmept to catch up with Developed Countries if our fuel costs continue to be the highest!!!! Some innovative advance thinking sure would be of help!!!

Fact is Amrinder via his so called development has done in Punjab State.

Amrinder wants a mini debate where he will get the last say …..two days session in which half the session will be dedicated to Obituaries and just a few hours for the debate. Badal says that in case Amrinder is so interested in a debate then why does he not extend the session and have a thorough debate. Because there are other development related issues that Akalis would like to debate on. Last heard Amrinder was in discussion with his cronies on how to stage manage the mini debate and turn it into a face saver.
