I wish to point out that the IAS and the Foreign Service still enjoy two additional increments in their payscales over all other Services recruited through the same exam (the Civil Services Exam) from the STS(senior time scale) onwards. The system arose because prior to 1979, in the pattern of the common Civil Services Examination, the IAS and IFS were selected by taking into account the marks obtained in all the five papers that the candidates appeared in, the Allied Services (Railways, IRS, IAAS etc)by taking into account the marks obtained in the best three of the five papers that the candidates appeared in etc. The lists for the Services were also prepared differently. However, the examination system changed after 1979 and a common list taking into account the marks obtained in all the papers that the candidates appeared in is prepared ever since, thus obliterating any rationale for such a system of differential pay in the same batch. Since the fourth pay commission, such discrimination was removed in the JTS(Junior Time Scale), and it has been agreed in principle that the anachronism has to go. However, the IAS has always managed to retain the same, this they do by saying that it should go in phases and in practice have never allowed it to happen beyond the JTS. Not only is this unfair and demoralising to other Services, who often especially nowadays have ranks in the Exam similar/higher than the IAS and/or IFS, it also gives the IAS/IFS unfair advantages in common entitlements like housing, travel, D.A. (most entitlements are linked to payscale) apart from and higher pay. Taken together with the fact that promotions are not uniform across Services and in most Services (barring the Accounts and Railways)promotions are far slower than the IAS, in practice, this translates into three-four additional increments for officers in the IAS/IFS in the same batch as officers in other services who often have similar or higher ranks in the Exam as well. Also, it places an unnecessary burden on the exchequer (two extra increments in the basic pay, resultant additional entitlements in travel, housing, D.A. is also a lot of money in absolute terms especially at the senior levels). Now that there is talk of a new Pay Commission, will the Hon'ble PM look into the matter and remove this anomaly which has outlived any utility that it ever had(I read somewhere on this site that the PM reads the contents of the website every day).
