In 1967, which studying in evening college, I found a Lecturer of Economics checking attendance of students by loudly calling each roll No. upto 50, despite the fact that not even a single student was present due to students' strike. When enquired, that lecturer replied patiently that he is doing his duty; he is paid for this. The ensuing Pay Commission should recommend abolition of such organisations which eat up substantial portion of taxpayers' money just merely doing their duty without actually having any business to do.

IRS transfers and postings !
Very true. Postings to Class C and B stations are being made despite hundreds of vacancies in Class A stations like Delhi and Mumbai. These stations are so small and almost incognito that many of them have never seen a DR at AC/DC level. There are not sufficient assessment cases and few opportunities to learn and gather enough experience that would come handy at big stations. Postings at HQ and vigilance are simply meaningless and do not serve the purpose of making young DRs adept at the work they would be doing for the next 30-35 years. There seems to be hardly any vision in the Department for making the DRs more capable and competent for future assignments at top posts.

Infrastructural facilities including accommodation are the biggest hurdles in the way of such officers posted to small stations as they are unable to stabilise themselves even at the home front, leave alone official front. The biggest irony is that the top brass of the Department and the Ministry equate IRS with IAS and IPS to justify their (transfer) policy. Though the latter are sent to smaller stations, they never face any accommodation or conveyance problems at any station. Their job profiles are completely different and they do not have to meet targets of tax collection at places with the least potential for tax collection...

Further, these small stations have severe staff crunch. In fact, the whole Deptt. has been facing staff crunch, esp. at the Inspector level ever since "Restructuring" was implemented. This compounds the problems being already faced by the Officer.

The 'haalat' and reputation of the Board is such that these Officers are wondering whether they would be automatically considered for posting to class A stations once their tenure at smaller stations is over as per the TP. It is for sure that one will have to struggle for even achieving what is one's right.

Strangely, 'show me the man and I'll show you the rule' policy is increasingly becoming a supplementary/complementary policy to the Transfer Policy. The TP is being violated at will to suit the needs and demands of the 'well-connected'.

The New Transfer Policy would remain a failure and a huge morale crusher unless it is implemented in toto uniformly and consistently, and Officers once posted to godforsaken stations are not forever forgotten and erased from memory...

As UPites say Mulayam Sarkaar hai drama-baazon ki Sarkar……. aane doh elections uttah ke fennke ge iss ko bahaar!!!

And if they do this then Congress should be given a prize!!!

Congress's think tank needs to go in for a reality overhaul!!! There is no way that Congress can convince people who are bearing the brunt of rising prices that the price rise is justified!!! Yes Congress can do some Shiela Dixit kind of drama-baazi and mobilize a few trucks of tomatoes and Dals in all the Metros and sell tomatoes and Dals at subsidized prices!!!! Inflation is actually touching 6% !!! In fact Congress has lost a huge chunk of its Vote Bank because of the price rise…….. Congress needs to be told.....don't try to pull wool over Publics eyes….. yeh jo Public hai yeh sabh jaanthi hai!!!

There is also disturbing news that Commies want Manmohan to be made the fall guy!!! Seems they are under pressure form their Bosses to remove Manmohan who is perceived to be pro America!!! They are spreading rumours that Manmohan speaks to Bush everyday in the morning and evening!!!

Deshmukh makes tall claims about the work done while he is in Delhi. When he returns back to Mumbai he'll have to go home in a boat or by helicopter….. then too he will keep his Shanghai boast afloat by saying that Mumbai's traffic problems have been solved!!!

International Recognition for Property Tax Reforms

The Unit Area System of Property Tax Assessment has been nominated as a semifinalist in the biennial Commonwealth Association for Public Administration & Management (CAPAM) International Innovations Awards Programme 2006. The submission would be announced in a ceremony to be held in Sydney, Australia in October 2006 and would be awarded a certificate in recognition of the achievement.

The initiative will be catalogued for the CAPAM Practice Knowledge Centre and receive acknowledgement on the CAPAM website as well as in other CAPAM communications such as the CAPAM newsletter "Commonwealth Innovations".

Property Tax Reforms introduced in the Municipal Corporation of Delhi which is one of the largest municipalities in the world, have successfully balanced the twin objectives of revenue collection and political and socio-economic considerations by empowering citizens to self-assess their tax based on objective parameters. The new system is equitable, corruption free and transparent and has benefited the one million or so property taxpayers in Delhi.

The reform initiative has also been hailed nationally and many other cities in the country including Kolkata and Mumbai have shown interest to introduce such a system. The classification of colonies/areas/localities used in the unit area system has been adopted by the Government of NCT Delhi for various other programs including notification of circle rates for determination of stamp duty. The initiative has been nominated by the Government of NCT Delhi for the Prime Ministers Awards for Excellence in Public Administration instituted by the Department of Administrative Reforms and Public Grievance.
