If one looks at the Government as a Corporate Body constituted to provide the citizens of the state services, like food & physical security, infrastructre, employment, etc you would rate it to be failed corporate since it has failed to effectively to cater to a very large segment of its citizens.
Further you would find that Indian govt system is one of the very unique systems of the corporate management where all its top executives have only one specialization i.e. 'Administration'. Now with this kind of lopsided approach to management of the country, the achievement index has to be what it is today.
Indian system would be unique in a further sense that even the Commercial establishments within this system like central and state PSU's are headed by 'administrative experts' than 'professional executives'. Results are visible in the performance of these undertakings with a lot of them going sick.
The system is unique further in the sense it is not your merit or capabilities but your 'service identification' and your seniority within that service that would determine your place in the 'Country-management' i.e. whether you would be Cabinet secretary. finance secretary, human resource secretary, health secretary or defence secretary etc.We have somehow succeded in perpetuating or rather consolidating upon a bureaucratic system created by the British for colonial management which naturally laid emphasis on 'adminstration' than on 'progressive governanace'. Its a comment on our thinking prowess as a nation that even after more than fifty years after independence we could not think of any alternative system of management and are still living with the 'old feudalistic and colonial model of governance'

Fact is now Commies will roll over barking….. this is the factual situation!!! Though they've come back in Kerela and WB , but Commies know that if mid-term elections are held today they might loose the 'numbers dandaa' that they have today!!!! So the Note that Commies are sending is not for the UPA but, for their electorate….. rest assured the Note will receive wide coverage via the Press and will be distributed amongst the Commie electorate!!! Basically UPA is going to play hardball now , where progressive policies are concerned …… pump (for) it or lump it!!!!

And now why are they saying that Katiyar and Sahib Singh ne law kiya hai defy!!!

There was stone silence from the UPA when it came to Quereshi issuing a Fatwa on the Danish Cartoonist. But, when Katiyar and Sahib Singh have said that BJP will give money for killing a terrorist why is there such a sharp reaction from Congress????? As it is the Police do give rewards for information on terrorists and to its personnel for killing terrorists…… but then Congress would say that this is taking law in one's hands…. but then this is the apt way to handle terrorists who do not recognize any law!!!! Seems in India now only the Majority Minority and OBCs matter…… rest are second class citizens!!!!

Says that on others IT is lax!!!!

Amar says that IT Department is treating Big Bluffmaster ( Big B) and Jaya as Bunty and Bubbly!!! He should be worried about himself too… because the Public treat him like Johnny Lever!!!! The Jalsa Bunglow was gifted to Big B by Sippy and Big B gifted it to Ramola and later Ramola gifted it to Jaya……. you've heard of the 'gravy train' now see for yourselves the ' gift train'!!!! And Ramola gifting the bunglow to Jaya is one big farce….. the roots of this settlement are abroad…. quid pro quid!!!! All this gifting is a cover up and IT is trying to get to the bottom of this cover up!!! If Jalsa did not belong to them then why did Big B get it decorated and even shifted into it before Ramola gifted it to Jaya….. rest assured the Ramola and Big B relationship has always been on the rocks!!! If the IT can haul up citizens to check up such 'gifts' why can't Big B be hauled????

The Health Minister of India Ramdoss and the Health Administrator of India Ramdev are against soft drinks, cigarettes and booze!!!! The manufacturers of all three are lobbying hard to counter these two!!!! As Ramdev is there in the forefront the manufacturers of the 'three poisons' are lining up at the doorstep of Commies!!!! For all you know Commies will forget their demands for cut in fuel costs and demand that duties in all three poisons be reduced!!!!

Recently Punjab Government transferred teachers in one District to distant places and then later on one by one the transfers were reverted!!! For the reversion , of course, a conversion charge was paid!!! Amrinder has protested to reports that it takes five people to get him ready in the morning….. he says never have more that three people been employed to get him ready!!!! Amrinders Mega Projects are going to be the bleeders in Punjab ……. Andher nagri chaupat Raja…. Mega Projects ne bajaa diya Punjab ka band baaja!!!!

CMD of the Steel Authority of India, V K Jain, is superannuating by July end.

Ministers power withdrawn !

Now Ministers will not be able to transfer Directors in the PSU's. Minister's will have to seek to approval of the Appointment Committee of the Cabinet (ACC) for any such transfer.

Tenure of CMD of the Transmission Corporation of Andhra Pradesh Rachel Chatterjee has been extended for one year beginning June 24. He is 1975 batch IAS officer.

CIL among top 10 profit making enterprises

Coal India Limited (CIL) has been included in the top 10 profit-making enterprises of the country, while Bharat Coking Coal Limited (BCCL) and HEC have been included in the top ten loss-making units of the public sector enterprises.
According to a survey conducted by a leading PSU magazine "Kaleidoscope", CIL, which has earned a net profit of Rs 1,325 crore in 2004-05, stands at number 10 in the top 10 profit-making enterprises of the country. At the same time, in the top 10 losses-making enterprises, BCCL stands at number two after Fertilizer Corporation of India (FCI). HEC stands at number 10 with its total loss of Rs 285 crore. ECL stands at number four.
It further states that the top 10 enterprises earned a net profit of Rs 50,000 crore, which is about 66 per cent of the total net profit of Rs 74,000 crore of the profit-making PSEs. At the same time, top 10 loss-making enterprises accounted for a total loss of Rs 6,000 crore in 2004-05 out of the total net loss of Rs 9,000 crore, accounting for 67 per cent of the total loss.

The economy today is very different from what it was a few years ago. Governance and industry are not two water tight compartments, but are complimentary, especially sectors like IT, Tourism etc where managing these requires a high degree of market savvy. If bureaucrats were to go to the private sector for a stint or so, I am sure that they would be enriched by the experience on the other side. Atleast they would become more result oriented than being process oriented.

Sharma to get charge after Raha's term expires

R S Sharma, Director (Finance) in the ONGC may get the
additional charge of the post of ONGC CMD, as an interim arrangement, on the expiry of the five year term of Subir Raha , present CMD. The Competent Authority has decided this on 24/05/06. It has also been decided to initiate the selection process for a new ONGC CMD through the Public Enterprises Selection Board (PESB).
Minister Murli Deora Thursday set in process an exercise to select a replacement for Subir Raha, the high-profile and influential chief of India's largest company - the state-owned Oil and Natural Gas Corporation (ONGC).
Clearing the suspense over whether Raha will get another term in office as chairman and managing director, Deora said there would be no fresh extension for 57-year-old Raha - who completed his five-year contract Wednesday.

The present CS Mah DK Shankaran is absolutely lost as the entire machinery is not receptive to him, basically because of his attitude!! He has always been termed as a loner, suspicious by nature and a YES SIR to the politicians. It is also a known fact in the corridors that the CM had obliged him to the post for the enquiry conducted against VM LAL who was framed??? The man now is so desperate as numerous complaints against his style of functioning !!! has been reverted back to the CM and NARAYAN RANE, Cabinest Minister who in all probability can, may take over as CM sometime in July/Augsut. DK has recently been speaking aloud of quitting and moving to Delhi where he believes that he can become CEC soon, with the blessings of the HM???? It is also believed that he was behind the PIL against granting 3rd extension to the former CS too!!! These are all the talks doing the rounds here.
