Extension for Foreign Secretary

With Cabinet Secretary getting extension by one year, Foreign Secretary Shyam Saran's chances of getting extension after his retirement on September 30 have brightened up. Though three other possibilities are also being considered, namely, Diplomatic Advisor to the PM, Ambassadorship to US and Secretary General of Commonwealth. All three are seemingly difficult to achieve for different reasons.
Keeping in mind that other top contenders for the job are undesirable from PMO's point of view and could lead to complications of seniority, etc. in MEA (like in the case of B K Chaturvedi's successor), Saran is likely to get extension. The only problem is Saran's
percieved closeness to some BJP leaders like Yashwant Sinha and Shatrughan Sinha who had openly lobbied for him 2 years back."

Ghosh to miss bus by 13 days

With one year extension to the Cabinet Secretary, B K Chaturvedi, Secretary Forest Environment, P Ghosh, too would be missing the bus by 13 days. WhileGhosh will retire on May 31, 2007, the extended term of Chaturvedi would come to an end on June 13.

Chaturvedi had rejected the proposal

Orders of Subir Raha are illegal !
The decision of the present Government for non-extension of tenure of Subir Raha, CMD, ONGC is in violation of its own instructions. A circular was issued on 21.11.96 under the signature of A K Saxena, the then Secretary, Public Enterprises Selection Board, reiterating the orders of former Prime Minister of India who was none other than late Rajiv Gandhi.
Orders were issued on 12.12.86 under the signature of former Cabinet Secretary ( B G Deshmukh) conveying the decision of Rajiv Gandhi, the then Prime Minister, introducing the principle of Equity and Natural Justice in matters relating to extension/non-extension of tenure of CMDs and other Functional Directors of the Public Sector Undertakings. Under these orders, it was made a mandatory requirement for all the administrative Ministries that whenever the question of extension/non-extension of tenure of CMDs/Functional Directors is considered, the incumbent is supposed to appear before the Public Enterprises Selection Board for a joint appraisal of his performance in the presence of the Secretaries of the administrative Ministries concerned.
Ironically, the above mentioned instructions of the late Prime Minster, Rajiv Gandhi contained in PESB's circular dated 21.11.96 were completely ignored by the present Government by not following the prescribed mechanism of joint appraisal of the performance of Subir Raha, who was not given the opportunity to explain his point of view during the joint appraisal.
Just because a former Secretary and former Minister were not in favour of granting extension to Raha for some unexplained reasons, the same could not and should not have been the sole basis for non extension of tenure. The track record of Subir Raha for the past period which includes his assessment by several former Secretaries to the Government of India including B K Chaturvedi , the present Cabinet Secretary , could not be ignored. It was for this reason that instructions were issued by Rajiv Gandhi to bring about transparency in approach and also provide an opportunity to the existing incumbents to explain their stand under the Principle of Equity and Natural Justice.
The orders suo-motu issued by the Government are illegal and bad in law. This has sent a shock wave among the serving PSU executives and has demoralized them completely in the absence of security of tenure.
Will the Government of India take corrective steps and review its orders to bring the status quo ante.

JP: Have you shown him to some psychiatrist….. is he fit to answer my questions????
