Will Congress support LEFT government at the Centre?

Insiders say that the LEFT leaders and a few leaders of other political parties are so keen to form the government of their own that they have even decided that who will be given which portfolio. The CSS Officers who have been working at the level of Joint Secretary for the last ten years i.e. since 1996 who have been languishing without promotion to Additional Secretary level despite their qualifying all the prescribed criteria are (1) P.D.Sethi ( Health) (2) J. Prasad. Pati ( Labour) (3) Padma Swaminathan ( Consumer Affairs ) (4) Yashwant Raj ( Home) (5) A.K.Saxena ( S & PI) ( 6) M.L.Gupta ( Official Language ) (7) M.C. Will the Cabinet Secretary explain the difficulties faced by him in not releasing any panel of Additional Secretaries in respect of these CSS officers for the last seven years . Apparently there is no transparency in the functioning of DOPT, Cabinet Secretariat and the PMO. They only believe in preaching their ethical practices and at the same time remain unethical in their approach. This whole idea of born superior service i.e. Indian Arrogant Service (IAS) is to make other services subservient to them. Merit of other services officers has no place when it comes to promotions and postings of IAS officers. The Prime Minister though a professional is the most timid Prime Minister of this country since independence. He is being ruled by IAS coterie and to very large extent by some unconstitutional authorities who have no business to interfere in matters of governance. Will the Prime Minister wake up and conduct a personal enquiry into the serious irregularities committed against the CSS Officers.

Imaginary Interview with Laloo on Eurostar.

I am in London and am about to embark on my Europe tour. I've been booked on the Eurostar to Paris. I reach Waterloo Station and spend some time going around the station. The station has a shopping arcade and eateries….. just doesn't look or smell like a Station!!! I board the train….. my host in London has very kindly bought me a first class ticket.

First Class means I travel in style in a dedicated car (compartment) with only 27 seats. I move to my seat and settle down. Just then there is a lot of commotion and I look back and am pleasantly surprised to see Laloo followed by a train of his troupe chugging along behind him !!!

Laloo is seated next to me and he gives me a contemptuous look and sits in his allotted seat. His troupe take their seats.

Laloo: Arre yaha toh peecha matt karro !!!
Me: Kya Laloo ji…. why do you have this impression that I'm following you???
Laloo: Arre then how come you are here???
Me: I'm on a holiday!!!
Laloo: Are you on chutti or are you trying to do my chutti???
Me: Chalo Laloo ji the journey to Paris is going to take 2 hours 35 minutes… so either we ignore each other or we can talk????
Laloo: Arre they do this 'Walk the Talk' on NDTV….. you know that Shekaroowa walks with politicians and asks them questions as they walk…. lets do 'Talk the Travel'!!!
Me: Okay……… so Laloo ji Indian Railways has done a turn around and you are being credited for this turn around!!!
Laloo: I am known as the turn around man!!!
Me: But insiders say that turn around is because of the previous Railway Minister….. he kick started the turn around!!!
Laloo: Arre you watch football……. he took the goal kick and I took the ball thereon and scored the goal….. no one credits the goalie for the goal!!!
Me: Laloo ji they say that you were too busy in Bihar and hence you had no time for Railway Ministry and so you gave Railway Officials a free hand to work!!!
Laloo: See it's because of my initiative of giving them a free hand that there was a turnaround!!!
Me: So the credit should go to the Railway Officials!!!
Laloo: Arre I am the Leader of the team……. when any team wins the Captain of the team gets to accept the trophy…… even if a player is alone responsible for winning the trophy still it is the Captain who accepts the trophy on behalf of the team!!!
Me: But then later the Captain does attribute the win to the person or persons who deserve the praise….. it would be very unsporting for the Captain to take the kudos and not attribute the win to the player or players who have made the team win!!!
Laloo: Arre I praised them to the sky…….every meeting I praise them!!!
Me: What about public praise!!!
Laloo: Arre praise in a room or in public is the same…. praise is what matters lalloo (dimwit)!!!
Me: Don't worry….. public jo hai woh sabh jaanti hai!!! In fact I hear now someone is writing a thesis on Railway Ministry doing well because of lack of political interference….. the thesis is titled…. 'Railways a success story despite Laloo'!!!!

We are served beverages and Laloo asks for tea and I ask for a Coffee. Laloo wants his tea in a glass. The tea is served and he puts a finger in his mouth the relieve it of the kheni remnants…. someone from his troupe rushes with a Barf Bag and Laloo uses it. Seems he's replaced the spittoon with a barf bag… convenient and eco- friendly!!!!

Me: So what is the objective of this trip???
Laloo: I'm on a study trip….studying foreign railways to see how I can improve Indian Railways??
Me: Any observations???
Laloo: Just starting the study trip lalloo!!
Me: At the station that that you boarded the train didn't you notice that the station did not look or smell like a station!!!
Laloo: Yes yes…….. best idea is to convert all stations into Malls and the train station should be in the basement of the Mall!!!
Me: But….
Laloo: Praful Patel has gone in for a total re-haul of AI and IA… both on ground and sky!!! I plan to go in for a total re-haul of Railways both on tracks and off the tracks!!!!
Me: But that will be a costly affair!!
Laloo: As of today RJD is the ally that is lagging way behind in expenditure ….. NCP is leading and then comes DMK ….. RJD comes last!!!
Me: I did not know that there was a prize for expenditure!!!
Laloo: Arre lalloo that means you know nothing of politics!!!!

Lunch is served. Laloo dispenses off with the cutlery and uses his hands. Someone form his troupe brings a thermos….. presume it's a sattoo beverage!!!

Me: Indian Railway food is pathetic…… in fact a very high percentage end up with stomach problems after consuming Railway food!!!
Laloo: So you mean to say that with the meal we should provide medicine for stomach problems???
Me: No why not improve the hygiene and quality of meals provided on the trains????
Laloo: Arre you must have heard of the saying ' no pain no gain'….. somewhere you have to compromise!!!
Me: Arre who told you that Railway food is tasty for this adage to work!!!
Laloo: See Railways priority is to make you reach your destination and not provide food!!!
Me: Yes make the travellers reach their destination is the state that they boarded the train!!!
Laloo: Don't forget Railways provides the Catering in Parliament!!!
Me: If the same standard food is provided on trains there will be no complaints!!!!
Laloo: Can't do this because if the same standard of food is provided then catering in Parliament will have to be improved because they will say Railways is serving passenger quality food in Parliament….. majboori hai lalloo!!!

Laloo beckons for a re-load of kheni and someone from his troupe comes with the dose. Laloo puts it in his mouth.

Me: Now to some controversies….. there is a controversy regarding the payments made to Ashoka for your daughters wedding!!!
Laloo: Kya controversy……. my Partymen donated generously for my daughter shaadi!!!
Me: But then why were the receipts made in names that cannot be tracked!!!!
Laloo: Arre my Partymen are bhola bhala….. whoever took the money to Ashoka Hotel for making the payment gave his name!!!!
Me: What about the allegation that Ashoka did adjustments for you???
Laloo: The strike rate of guests picking up plates as such functions is very low….. the line is so long that it takes hours to reach the stage and by then they are too tired to eat anything!!! Only 6000 guests had food!!!
Me: But Ashoka employees say that there were 9500 guests who had dinner!!!
Laloo: Tell them to prove it!!!
Me: Okay what about the controversy regarding your saalas bullying Station Masters to change the platform for arrival of trains!!!
Laloo: (pointing to me) Hutt….. arre bhai iss ko hatao…… yeh merra hukam hai….. arrest karro saale ko……. yeh VIP seat hai , how can he sit here???
Me: Laloo ji this is not India where you can do this…. here on this train I am an equal with you… we both are just passengers!!! This is the biggest lesson you should learn …… all passengers are equal despite their status!!! Once you, your family and your Partymen start following this more than half of the Indian Railways problems would be solved… samjhe lalloo!!!
