Mukherjee, presently Ambassador to Nepal. He retires
on July 31, 2009. His chances have brightened in
recent past due to his deft handling of Nepal crisis.
He has the backing of the Defence Minister. The other
Shiv Shankar i.e. Menon from the 1972 batch (Presently
High Commissioner to Pakistan) does not have much
chance of making it to Foreign Secretary after Saran
as he will have to supersede 18 serving officers. This
will be a tough decision for any Government in spite
of the backing of the Kerala lobby in UPA Govt

People conveniently forget that people of other Services, IAS in particular, get their due promotion to SAG and higher levels in their own cadre whereas CSS officers can get only in the Central Secretariat. Their empanelment at every level is delayed and leave alone cases of officers "languishing as Jt. Secy." empanelled officers are also waiting for their posting whereas officers empanelled subsequently get their posting at the earliest. In such a situation the frustration vented out by CSS appears to me to be quite natural and understandable.
