Major IAS reshuffle likely in Orissa
IAS changes in the state are on the cards for the last two months. It was postponed repeatedly 1st for the Assembly Session and than due to political turmoil in the State, where three Minister resigned in 45 days.
Whispers were strong that Aurobindo Behera (RR 78) is likely to go to Health dept. But now he may continue in Rural Dev Dept.
Hrushikesh Panda (MD. OMFED, RR 79) and Arun Samantray, 75 RR (Pr. Secretary Excise) are considered for the prize post of Home Secretary.
Benu Mishra, Ex Secy to CM is lobbying hard to go back to CM office but may end up in some insignificant department, as the forces opposing him are too strong.
Also, there is a move to shift Secretary of Panchyati Raj dept, as he is opposed the UNDP project on National Rural Employment Gurantee Prog where $25 millions were to be spent. This was likely to be spent mostly on providing consultancy to "friends" of IAS lobby.
Other changes which are in the offing are: Secretary of Animal Husbandry (C J VenuGopal, 88 RR), Secretary Labour and Employment ( J Panda, 83 RR), Secretary Health and Family Welfare ( R N Senapati 77 RR), Secretary Water Resources ( U P Singh 85, RR). Important departments that are lying vacant are Secretary Finance, Steel and Mines.

UP Minister transfers Spl secr Forests
Pawan Kumar, Special Secretary, Forests - a 1981 Forest Service officer known for his hard work, sincereity and honesty has been transferred by the Minister of State for Forests Virendra Singh, barely two weeks after assuming his new charge.
The Minister's knowledge about the department can be gauged from the fact that at a state level meeting, he asked the Divisional Forest Officers to bring their "RANGE WISE " budget despite the fact that budget is never allocated "range wise". Despite this, he even threatened to withdraw the drawing and disbursing powers of IFS officers if they did not "behave " properly.

All about CBEC

"The efforts at trying to bring objectivity, fairness and sanity in the
transfer process within the CBEC have been vindicated to a certain
extent this year. Kindly recall, that last year, your webpage highlighted glaring omissions and commissions by the CBEC in the postings and transfers of Commissioners by mentioning the cases where the newly approved transfer policy had not been followed. This year, a correction has been done but only to some extent. Below is a list of officers whose names had been highlighted last year since their postings violated the Transfer Policy approved by the Finance Minister but they have been transferred this year under the terms of the Transfer Policy. However, there are several other officers that
whispersinthecorridors.com had mentioned but no action has been taken against them despite the fact that their current posting is in total violation of the Transfer Policy. Who is favouring them and why is not known. The officers transferred this year who were mentioned on your webpage last year are:

1) Mr. G.R.Meena transferred from Delhi to Guwahati
2) Mr. S.K.S.Somvanshi transferred from Delhi to
Ahmedabad
3) Mr.S.B.Singh transferred from Mumbai to Ahmedabad

However, there is still a lot of favouritism going on. On your website were also mentioned the names of some other other officers who have been comfortably living in Class 'A' cities i.e. Metros much beyond the permissible period under the Transfer Policy. The Transfer Policy permits not more than 16 years in metros before an officer becomes a Chief Commissioner. Also, the Transfer Policy does not allow more than six years of continuous stay in a Metro. The Metros are defined as Delhi, Mumbai, Kolkata, Chennai, Bangalore, and Hyderabad. Your website had mentioned the names of the following officers also but no action has been taken, either deliberately or unknowingly. The CBEC needs to answer why? It is doing a disservice to the nation by not implementing the Transfer Policy totally and making individual exceptions.Your webpage drew the CBEC's attention to the following officers last year, but nothing has been done and they continue to be posted in Metros much beyond their permitted tenure. There are more than a dozen Commissioners today who have been successful in managing their career to be "Metro-centric" and the CBEC has allowed this to be so, thanks to the excessive deputations that these officers are able to manage just to remain in that Metro. Is there too much at stake by remaining in the Metros?
