From reliable sources from the Cabinet Secretariat we have come to know that the Cabinet Secretary ( an IAS officer ) is now preparing the panel of Additional Secretaries at the Centre by covering 1976 batch of IAS officers. The Cabinet Secretary had invited applications from all Cadre Controlling authorities of non IAS services . The last date was December 2005. Even though a period of about 5 months has elapsed no action has been initiated in respect of non IAS officers . The cabinet Secretary is deliberatly going slow to fill up all the posts of Additional Secretaries at the Centre particularly those coming from UP Cadre as he himself belongs to UP Cadre. Surprisingly , the Prime Minister is not aware of these manipulations as the complaints sent to him are not allowed to reach him.
Sir, non IAS officers were pleased to read a News Item that the Prime minister has desired that the posts of Joint Secretaries , Additional Secretaries should also be filled by non IAS Officers. But what is actually happening ? Has the Prime Minister ever cared to see what kind of injustice is being done to non IAS officers . Will the Prime Minister please intervene and ensure proper balance in the representation at the Centre so that the bureaucracy is replaced by meritocracy.
The forum of non IAS officers is feeling greatly agitated about this discrimination as the government has become insensitive to their aspirations about career progrssion.

IMAGINARY INTERVIEW WITH AMBANI BROTHERS

I was going to meet a close friend in his room in a suburban Hotel in Mumbai. I was waiting for the elevator and just then Anil Ambani came and stood next to me. I looked towards him and nodded and he nodded back. Just then Mukesh Ambani walked up to where we were standing. Both brothers nodded at each other. The elevator came and I walked in and so did both the brothers. Now I had expected one of the brothers to give this elevator the miss….. but seems matters between the two brothers are not that bad!!! All of us pressed buttons for the floors we were going to. But just a couple floors up and the lift came to a halt. Seems the lift had got stuck.

Anil: Kem cho Bhai …… what's happened to the lift!!!
Mukesh: Saroo ( fine)….. seems your BSES has tripped!!!
Anil: Bhai nice seeing you… BSES has a very impressive record!!
Mukesh : Same here…. that is not what the papers say……how's everything??
Anil : Fine…… how's the family???
Mukesh: Fine….. how's your family???
Me: If your pleasantries are over could one of you contact your staff loitering in the Hotel lobby and tell them we are stuck in the elevator….. the phone in the elevator is not working and my mobile seems to be on the blink too!!!

Both the brothers tried calling form their mobile phones but seems there was some glitch as their phones had no signal!!! Resigned that it was going to take some time all of us squatted on the floor of the elevator!!

Anil: Bhai you remember this happened to us in Usha Kiran too!!!
Mukesh: And I recall how scared you were and how you clung to me!!
Anil: Bhai I was not scared….. I was in fact trying to give you strength!!!
Mukesh: Same old Anil!!
Anil: Bhai do you remember the old days!!!
Mukesh: I do and I also remember our recent problems!!!
Me: Could both of you tell me do the fond memories of the old days outweigh your hurt of the recent spat or is it vice versa!!

Both kept quite for some time ….. and went back to try calling form their mobile phones.

Anil: Bhai why did you not call me even once!!!
Mukesh: I tried quite a few times….. but your Reliance number always came busy!!!
Anil: You could have met me!!!
Mukesh: I tried but never could catch up with you….. you were always running….. but why didn't you call me or meet me…. after all you are younger and this move should have come from you!!!
Anil: In those days my Reliance numbers were always on the blink….. teething problems…… and I tried to meet you but simply could not get an appointment!!!!
Mukesh: How is that possible….. who did you speak to ????
Anil: My Secretary sent an email to your Secretary asking for an appointment and she got a reply that in what capacity would I like to meet you…… brother, MP or Managing Director!!!
Me: Arre Bhai stop giving excuses…. you guys were mad at each other and did not want to even see each others faces!!!!

I took out an Orbit chewing gum packet and offered the brothers chewing gum and they took one each.

Anil : So bhai when a bhai will speak will a bhai listen???
Mukesh: When a bhai will speak a bhai will listen, when Chairman of ADAE will speak Chairman of RIL will listen……. but when friend of Amar Singh will speak I will not listen!!!
Anil: What have you got against Amar Singh!!!
Muskesh: He's the one who has broken our home and Empire!!
Anil: But even your friends played the same role!!!
Mukesh: My friends do not have the track record of being Home breakers … Amar has a very impressive record in home breaking!!!
Me: Even Heads of States meet for one on one's without aides…. couldn't you two have done this…… its your home and Father's dream that has been shattered and not theirs!!!

The lift suddenly started moving. All of us stood up. The doors opened and apart from Hotel Staff there were both brothers personal Security standing outside!!! We shook hands with each other and went our ways. Anil went off with his Security in one direction and Mukesh in the other direction with his Security….. the Security personnel of one brother gave the other brother's Security dirty looks. Badde Miya toh badde Miya … chotte Miye subhan Allah !!!!
