IAS reshuffle in Goa
There is an IAS reshuffle in Goa. Chief Secretary J P Singh will look after the departments of home, personnel, ARD, CVO, forest and information and publicity.
J K Dadoo will head the departments of co-operation, archives, museums, printing and stationery, civil aviation, ports, revenue and NRI affairs.
Ramesh Negi has been made Secretary of finance, planning, education, higher education and technical education. Rajiv Yaduvanshi will head the departments of mines, transport, river navigation, sports and youth affairs, water resources, legal metrology and chief electoral officer.
Commissioner and Secretary U K Worah will look after the departments of power, art and culture, health, special secretary (forest), special secretary (personnel). Shri Balram Singh,SAG/IRSME/RCF is transferred to DLW and posted in the cadre.

Changes in Railways

Sir, I have been regularly reading your website. I belong to Central Secretariat Service (CSS) Direct Recruit (DR) and was recruited through the very same examination which was earlier called IAS etc. exam. I shall be retiring very soon this year. I have served as joint Secretary for 10 years. There are many others like me in my service who are in the same situation for reasons known to successive Cabinet Secretaries. No panel of Additional Secretaries for any non IAS Service including CSS has been prepared by the Cabinet Secretariat . Surprisingly the Cabinet secretariat has been changing the eligibility criteria every year for the past six years for promotion from Joint Secretary to Additional Secretary. They have also been inviting nominations but no panel has been prepared for the past six years. A number of applications filed for seeking information in this regard from DOPT/Cabinet Secretariat have not been responded to. Can the Hon'ble Court take suo-moto notice of these facts and call for a report from the Government ?
Several representations submitted to Prime Minister have failed to elicit any response for obvious reasons. Such representations are not even allowed to reach the Prime Minister. It is for this reason I am seeking help of your esteemed website . According to my information a daily printout of the website is submitted to the prime Minister.

I happen to be in Delhi and am seated at the small Café located in the Designer Arcade in The Oberoi . Seated on the table opposite me is Natwar Singh. I think to myself that now Nut must be having a lot of free time and must be trying out all the Coffee joints in Delhi. Just then Mani Shankar Aiyer and Amrinder amble in. Nut gets up and bows to Amrinder and shakes Aiyer's paw. Our tables are very close so I am privy to their conversation.

Nut: Your Highness I know you like Cappuccino….Mani what will you have!!!
Mani: Ditto………(looking in my direction) I hope that fellow seated on the table opposite is not a stooge???
Nut: Doesn't look like one!!!
Amrinder: Madam has won with a thumping majority…. not good for us……I did not even give a statement praising her recent tyaag!!!!
Nut: Your Highness Salaa Ji ( bro in law) that was a very undiplomatic thing to do…. ask Mani he too is an expert in such matters!!!
Mani: Yes you should have issued a statement !!!
Amrinder: Chalo I'll issue one now and congratulate her for winning Rae Bareilly with a thumping majority!!!
Nut: Too late…..will be akin to a lace shoe without the laces!!!

There are no waiters and so after some time Nut goes in and places his order and waits for his order. He walks out and I go in to place my order and the Lady behind the counter is cribbing… " What a kanjoos …. did not even leave a tip". I take my order and come back to my table.

Nut: I've already made a statement that all those above seventy should retire!!!
Mani: Well this is not going to go down too well with Arjun Singh who we are trying to befriend.
Amrinder: Abbe jeeje soch ke bolya karr ( bro in law you must think before you speak).
Nut: Now what should we do????
Mani: Arjun is 1930 born and Manmohan 1932 born….. so what do we do???
Nut: We'll tell Arjun to dye his moustache jet black and then I'll say that all those with white moustaches should retire….. Manmohan's moustache is white!!!
Amrinder: Tehra ki hoyegaa Jeeje ( Punjabi for abh tehra kya hogaa)?????
Mani: We have to get Arjun an exemption….. why don't we ask him he's an expert in exemptions???

Seems all the three are used to more caffeine and Mani goes in to get more coffee.

Mani: MOPNG was snatched form me……. by the way we should try to get Renuka on to our side….. she too is very cut up!!!
Nut: They took away oil from you and they put oil on me……we'll have to formulate our code for communications.
Amrinder: Don't worry about that…. when we were young we used to speak in the P language…. Wepeel spatart upusing thpis lpanguage ( we'll start using this language)!!
Nut: Good idea Your Highness!!!
Mani: But please do not use this language when we are in Public together……we'll just arouse suspicion!!!

Nut: Abbe Saale don't make it into a joke…. and in your boisterousness please don't start using this language when you are flying about in your helicopter…. I know you are pretty capable of communicating to the control tower in this language….. cpoming ipn tpo lpand ( coming in to land)…… or start using this language for your notations in files….. you are capable of anything!!!!

Amrinder excuses himself to go to the loo……… Nut goes into one of the designer stores leaving Mani alone on the table. Seems Mani has perfected the way to pass time…..he twiddles his thumbs. Saala and Jeeja return.

Amrinder: I need to plan for my escape route post the Punjab elections…..at first I had planned to go to UK….. but after their stay at my place Charles has stopped taking my calls!!!!
Nut: You want to shift to Delhi!!!

Mani: Yes once our caucus is in place we can put pressure on Madam!!!

It's time to go and as I leave they are in heated argument about the name of the caucus. I reach the door and take one look back …. I think the name of the caucus should be Teen Bandar……one cannot keep his mouth shut, the second has a hearing problem except when it comes to his praise and the third has a glad eye!!!!
