in the Government of India to ban IAS officers from working in the private sector
on account of the huge salaries being earned by them. If insiders are to be believed
proposal is ready for the active consideration. Several officers are currently
working in the private sector on deputation. Atleast half a dozen IAS officers
are already working in the ILFS. It may be recalled that in other bureaucracies
like in China, Japan, Singapore, USA and UK officers are encouraged to go to the
private sector to pick up new skills and return to the Government. Will
Kaul be Advisor Chandigarh ? Grapevine has it that Dr Sanat Kaul is being
moved to Chandigarh Administration in the first week of June as Advisor to the
Governor. He is 1971 batch IAS officer of UT cadre. Kackar is Joint Secretary

should appoint CVC President should appoint CVC not by PMO : I do agree
with author to appoint CVC by Hon'ble President of India. In addition to this
I would like to propose that Vigilance department should be a part of Judiciary.
Judiciary is directly under the control of Hon'ble President of India. I hope
bringing Vigilance under Judiciary will reduce the burden of Court cases. Ramesh

of the UP Govt' is welcome A person belonging to his home State is well
acquainted with the problems of the State, than a person belonging to another
State. Similarly, PCS officers have better understanding and grasp over the local
socio-economic problems. They have sensitive approach towards the State's developmental
issues. UP Government, it is learnt, has recently appointed two PCS officers as
District Magistrates. There is no harm in appointing them as DM, but the officers'
agony is that they will remain be treated as officers from the subordinate services,
by IAS officers. In my view PCS men may be more fruitful in discharging their
duties being well versed with the local conditions of State and they can also
deliver goods. Appointing PCS officer as DM by UP Government is a welcome decision
