Altogether eight IAS officers are retiring in the country by this month end. They are Mssrs S Regunathan (UT), M W Ahmad (Bihar), Charanjit Singh (J& K), P K Kutty (Kerala), R B Budhiraja (Maharashtra), B K Sharma (MT), S Osatullah (Orissa) and N Murugam (TamilNadu).

Manoj Sahay to go to Gauhati
Director (Audit ) posted in London, Manoh Sahay an IA &AS officer is returning next month. He has been posted in Guwahati as Senior Deputy AG.

Krishna Kumar is Director RD
Krishna Kumar is new Director in the Rural Development Department. He is 1984 batch ISS officer.

Jacob is back to TamilNadu
Joint Secretary in the Department of Personnel in the Government of India, T Jacob, is back to the parent TamilNadu cadre after completion of central deputation period. On return 1984 batch IAS officer, Jacob, has been posted as Special Secretary in the Health and Family Welfare department.
Two Information Commissioners in Kerala
P Faziluddin and P N Vijayakumar have been appointed Information Commissioners under the Right to Information Act in Kerala.
Rana promoted in Manipur
A K Rana, 1979 batch IFS officer, has been promoted as Additional Principal Chief Conservator of Forests in Manipur part of MT cadre.

Has IRS officer resigned ?
There are strong rumours that 1988 batch IRS (C &CE) has put in his papers because of differences with senior officers . Did he refuse to buckle under the pressure of Bombay Customs ?.

Promotions in NHAI
As reported on this site earlier, SK Pandey, AK Singh and M Gopi have been promoted as DGM (Admn.) in NHAI, by creating two additional posts of DGM (Admn.). This goes on to show that NHAI is fond of AFHQ Civil Services officers as Pandey and Singh both are from this service. Also the current GM (Admn.) GP Chand and Ex-GM (Admn.) S. Loganathan are from this service.
Postal Service Officer joins Raj Government
Indian Postal Service officer Sarita Singh has joined the Rajsthan Government on deputation as Additional Commissioner Food and Civil Supplies.
Judges appointed
The President has appointed Kailash Gambhir, Gurindar Singh Sistani, S Muralidhar, Ms. Hima Kohli and Vipin Sanghi as Additional Judges of the Delhi High Court, in that order of seniority, for a period of two years .

Yes, Mr. Shah, you have a POINT. However the Govt. has an ANGLE, and that is of FEUDAL OUTLOOK. It's not for nothing that retired old fogeys (IAS mainly) always seem to get some or the other cushy assignment. Obviously as a reward for toeing the line of their masters..... irrespective of what the country needs.

Aaj Ki Aawaz

Oberoi Clarkes has an aura of its own and when I'm in Shimla, pocket willing, I do try to stay at Clarkes. I've checked in and am speaking with the Receptionist when someone taps me on my shoulder. I turn around to find Laloo standing behind me.

Laloo: Kyon Bharatoowa kya haal hai???
Me: Laloo ji really a pleasure to see you……… I read in the newspapers that you were here!!!
Laloo: What are you doing today???
Me: I just going for a walk on the Mall!!!
Laloo: Chalo I'll accompany you….. sitting here I'm bored and my next appointment is in the afternoon…. you can interview me…… walk and talk!!!!

We walk out of Clarkes and Laloo instructs his aides to wait for him in the Hotel .

Me: Laloo ji newspapers say that you are on your honeymoon!!!
Laloo: (blushing) Kya honeymoonoowa….. two of my daughters are with us!!!
Me: But Laloo ji did you go for a honeymoon after you were married????
Laloo: (laughing) Arre after shaadi I did not have any money…….. for us honeymoon was when the power went off….. arre you don't know about the majboori of living in a joint family in a small house!!!
Me: Chalo today you have the World at your feet so you are having a honeymoon now!!!
Laloo: Sugar ka problem hai humm dono ko so Honey is out of the question……..and moon is prateek of Politicians out of power…. depressing!!!!
Me: This honeymoon story could be pretty embarrassing for you…….you've heard of the saying sau choohe khaa ke billi haj ko chali…. in your case they are going to say nau bachche paidaa karr ke Laloo honeymoon pe chalaa!!!

We near Embassy…….. Embassy is run by two brothers…..one runs the Ice Cream Parlour on the outside and the other the Fast Food joint inside. I pick up a slush and Laloo uses the wall on the other side of the road as his spittoon!!! The Rajma Chawal in this place is very good….. but no time for this now!!!!

Me: You're the toast of UPA….. they say Raliways has done a turnaround under you!!!!
Laloo: Yes yes………. arre Railoowa just needed some innovative thinking!!!
Me: They say this innovative thinking was done by Nitish!!!
Laloo: No it was done by me!!!!!!
Me: They say the execution of the innovative plans during your time is being done by Babu logh….. so Nitish and they are the ones who deserve the kudos!!!
Laloo: If Nitish is willing to give credit to Baboo logh for innovative thinking then I am willing to give them credit for implementation….. but in Bihar Railways has made me very unpopular!!!!
Me: How ????
Laloo: Arre after loosing the Bihar elections I was very angry with the Bihar electorate so I ordered that ticket-less travel and chain pulling be curtailed in Bihar on a war footing…….now my detractors are saying as RM I have pulled the chain on Biharis in Railways!!!!
Me: So revert back to the old system!!
Laloo: No can do……. because now after these measures Railways income in Rail Fares has doubled……. you know how Biharis love to travel…… and efficiency on this crucial sector gone up!!! Before I demit Office as RM my last order will be scrapping my order to curb ticket-less travel and chain pulling in Bihar!!!!!

We reach Combemere…… now Combemere has a lovely Café that has a breathtaking view. So I invite Laloo to come in and have a cup of tea or coffee….. he grudgingly agrees….. but before that he goes to the other side of the road and again maaros a oral pichkaari!! We take a table at the far end with the best view and order coffee!!! The Continental and Italian food is very good here..... and the Confectionary is good too!!!

Me: So now what about your boast to become PM????
Laloo: Merra sapna hai….. aur yeh sapna aaj bhi kayam hai!!!
Me: I though after the drubbing you got in Bihar maybe your dream got a dose of kayam churan and you flushed it away!!!
Laloo: Eh Bharat Kumar kya goll goll baath karte ho………. arre hum PM ka sapna tandhe bastte mein rakh diya hoo!!!!
Me: I hope you know that like limited shelf life things do have a limited freezer life too!!!!

After finishing our Coffee and Laloo reloading his mouth with kheni we walk out. Laloo gleefully looks at the monkeys trapezing above on wires. We reach Baljis and sit on the benches opposite Baljis. Laloo again un-loads the bye product of what he had loaded in his gob. Outside Baljis theey have a Pastry and Sweet shop..... the gulab jamuns are just out of the world!!!!

Me: Nitish says he has no hard feelings against you!!!
Laloo: Arre he grabbed CM's kursi from RJD, he took away my House, he's now trying to become popular……… I am the one who should have hard feelings against him!!!!
Me: Nitish was flabbergasted at the opulence of 1 Anne Marg!!!
Laloo: But he' also staying there!!!
Me: He says he has no other option!!!
Laloo: If he is willing I'll give him an option…. he can shift into the house he's allotted me and I will shift back in 1 Anne Marg!!!
Me: Why this attachment to 1 Anne Marg????
Laloo: After loosing 1 Anne Marg I've have not eaten or slept well…. I'm suffering from a very bad bout of constipation……… I've tried all medicines but nothing works!!!!
Me: So why don't you get a Medical Certificate saying that 1 Anne Marg is vital for your survival and send it to Nitish????
Laloo: Knowing Nitish he will order an Inquiry and ensure that I report to Doctors everyday for tests for the rest of his present term……. and for fun he'll also ensure that they give me a enema every day!!!!

We get up and walk towards the ridge and Laloo again maaros a pichkari on the wall.We walk towards Scandal Point. I pick up a paper cone filled with peanuts from one of the vendors.

Laloo: Why do they call this place Scandal Point???
Me: You should ask Amrinder this!!!!
Laloo: Why did he do something scandalous here???
Me: No it was his Grandpa!!!!
Laloo: Yes yes… I hear his Grandpa was really 'rassik'!!!
Me: Must have been…. they compare him to Ibn Saud , founder of the House of Saud that rules Saudi Arabia, who sired 100 sons!!!!
Laloo: And you people make fun of me for having nine children….. mine is just a cricket team…… these guys could play Ranji Trophy in-house!!!!

Seems now Laloo has the urge to relieve himself in the toilet and he rushes off…..not before relieving his mouth again right on the road on Scandal Point. After he's left an aide of his comes running form the Church side.

Aide: (panting) Where is Sahib????
Me: He's gone…… seems he had some very urgent commitment !!!
Aide: Which way did he go ???
Me: ( pointing to the area where Laloo had relieved his gob and then the way Laloo went) Just follow the oral pichkari trail that way!!!!
