I keep on wondering at times that how the bureaucracy has evolved its own caste system mainly revolving around the induction background of the officers. In fact it is easy to make through the UPSC but to counter the 'Bureaucratic Brahminical System' is just close to impossible. There is no 'Manu' of this system so u can not even beat him with ur blame broomstick. Let us see some features of this 'BBS'.
Top of the 'BBS' i.e. Brahmins of the system are sons and daughters of serving and retired officers. They have a special place in the system and then what is the fun of having so many 'uncles' and 'aunts'.
Second in the rank i.e 'khastriyas' are those coming from our 'premiere' institutions likes of Stephen's, IIM's IIT's subdivided into two sub-castes those who have learnt the art of living from our venerable ex-rulers and those coming from 'chotta towns' and are still grappling with the language of rulers.
Vaisyas of the BBS are those who have done well for themselves in the system and are now floundering around their new found wealth.
Shudras are those of us who come from small towns with little or no knowledge of 'angreji' and have nothing to flaunder around for lifestyle as well. These officers are working hard for their sanskritization but we all know how difficult it is to break the caste system particularly when even the reservations cannot be provided. Somebody must inform our dear HRD minister bhai to do something about it yaar!

A serving IAS officer

I find a lot of remarks on this website that reflect the frustration of other services in the growing concentration of all power with IAS. It is true that of late the fine balance of power that used to exist between various services has been markedly shifted in the favour of IAS. An example of this can be seen in the almost complete elimination of other services from the empanelment in the secretary to govt of india or for that matter in the appointment of information commissioners or chairmen of various regulatory bodies. Whatever little representation of other services had in the decision making process, has been systematically eliminated by the IAS. Sad part of all this is that rest of the services keep on absorbing all these absolute discriminatory policies without raising a voice let alone formulating a joint strategy for tackling this vicious demolition of other institutions by the IAS(They of-course can't demolish illegal structures!). It is high time that a joint forum of other services be formed to repersent before the upcoming Pay Commission(which in any case would be an IAS dominated body and perpetuate their interests)on certain common issues affecting all of us. We must ask the system to explain:
Why is it that all constitutional and regulatory positions be it EC, CAG, Information Commissioners, Chairman and members of Regulatory bodies etc should all be filled with IAS alone?
Why is it that other services are not empanneled for sercretary to govt of india and why can'nt an IRS officer be revenue secretary or an IAAS be finance secretary or Central Trade Service officer be a Commerce sercretary?
Why cant the cabinet secretary be selected from a pool of senior civil services officers?
Why the discriminatory provisions like tenure pool accommodation and two year advantage in empanelement should be continued particularly as these two provisions in combination has ensured that repersentation of other services in the central assignements is effectively reduced?
It is sad that a country headed by a scientist and economist combination still treats its specialists with contempt and disdain while playing in the hands of few politicised and corrupt generalists.

IMAGINARY INTERVIEW WITH RAHUL GANDHI

Bumped into Rahul at a Health Centre. And as I've interviewed him in the past (imaginary one) he recognized me and tried to give me the royal ignore. People of my tribe do not let go off such an opportunity and like politicians we too are thick skinned ….. they to insults and we to ignores.

I walk up to the treadmill he's exercising and wish him.

Me: Hullo Rahul Baba.
Rahul: Sorry I think you've got the wrong person as I'm Rahul Gandhi and not Rahul Baba.
Me: But the entire Congress calls you Rahul Baba.
Rahul: No longer….. now its blasphemous to call me Baba…….. imagine calling a thirty plus person Baba???
Me: Yes its odd!!!
Rahul: And imagine Amar Singh calls my Mom Sonia Aunty!!!
Me: I think your Mom needs to take out a disclaimer ad saying that Amar Singh is no relation….. because I feel he is positioning himself to land up at your marriage even though you people are not going to invite him…… he'll say he's a distant cousin of yours and attend your nuptials…… Amar Singh bahut dur ki sochtha hai!!!!

Rahul's mobile rings and he answers the call. It's from someone in Rae Bareilly.

Me: Aren't you supposed to be in Rae Bareilly overseeing your Mom's campaign??
Rahul: Just taking a break!!!
Me: What you Mom's chances???
Rahul: At present I am aiming to get cent percent votes and create History!!!
Me: But that is impossible because at least the opposing candidates are not going to vote for her!!!

Rahul's done with the treadmill and takes a breather and sits down on a recliner.

Me: What's your take on reservation???
Rahul: See I do believe merit should be then ultimate criteria , but then we have to take care of the underprivileged.
Me: So what do you propose???
Rahul: Well I'm working on it…. but I'll give you a hint…….have you heard of the adage 'bake your cake and eat it too'!!!
Me: So you plan to please both….. very difficult balancing act!!!
Rahul: Arjun Uncle is scripting this drama and as you know he's very good at these things!!!
Me: And when you have such a strong net underneath balancing is easier as you are not scared of falling down a getting hurt!!!

Rahul moves to doing weights.

Me: So after the UP elections what do you plan to do…. chill out???
Rahul: My Baba days are over and so are my chilling out days!!! I'm going to go on a road show in UP…… I am now getting into the mud!!!
Me: Well hope you plan to do so in shorts or bermudas , vests and some tough shoes???
Rahul: No in Kurta Payjama and chapalls…. no Baba attire but political attire!!!!
Me: I have info that Mulayam's son too will be going on a simultaneous road show which he is terming a UP Bachao Yatra!!!!
Rahul: Well he's already on a cycle Yatra in Rae Bareilly in that silly red cap. What a funny chap???? And why do father and son call Uttar Pradesh as Otter Pradesh????
Me: But you'll have to be careful because he is planning to include in his road show a cultural show…. I hear Jaya Pradha is already getting her troupe ready!!!
Rahul: Well I'll call Govinda and ask him to get a troupe ready!!!
Me: Better do so fast because Govinda's Sugar Daddies may have already booked him….. as you know he gets orders directly from Karachi….. and these orders he cannot refuse!!!

Rahul's thirsty and takes out a bottle of water form his kit and glugs it down.

Me: So how's life otherwise!!!
Rahul : Good man…. I've got my career planned out…. I enjoy what I am doing…….. man what am I saying I got to get a life!!!
Me: What did you say…… a wife???
Rahul: No a life…… yaar life in Delhi is good but life out of Delhi sucks
Me: Why don't you undertake this Yatra Jaylalitha style…… just remain seated in your air conditioned vehicle ……..and promise all that if they bring Congress to power in UP then as a gift Congress will give all free power!!!!
Rahul: I know Amma does not go on stage because of security reasons!!!
Me: No its because the stage will buckle under her weight!!!!
Rahul: Tell one thing how is she going to fund the free gold coin scheme!!!
Me: I have inside info that Amma has recently been reading books on Robin Hood and also viewing movies on Robin Hood…. just a few days back she rented the DVD ' Men in tights'…. so she's going levy a cess on the rich to fund this scheme of hers!!!!

Rahul is now ready to go and he picks up his kit to leave.

Me: Okay best of luck.
Rahul: Would you like to accompany me???
Me: No….. I follow Jaitley's code for outstation travel … he does it for politicking and I do it for my journalistic pursuits!!!
Rahul: And what is the code???
Me: I never go to a place that does not have an air conditioned state of the art health club!!!!
