Aaj Ki Aawaz

As you all are well aware Journalists have to go undercover to get scoops. Well the other day I got a call from one of my friend's with a mouth-watering offer. He said that I could go undercover as a Steward to UPA's second year celebration at 7 Race Course. At first I was apprehensive but then the juiciness in the offer took over and I agreed. Dressed in a black trouser and white shirt I reached the Catering Company's Office at the appointed time. My friend had sent my photographs in advance and my entry pass was ready. In the Catering Company's vehicle I reached 7 Race Course. After a thorough Security drill my group was allowed inside.

Inside the PMO staff was running helter-skelter to get things into order. As I entered Baru caught me by the hand and pulled me to one side to get something done….. just then Narayanan caught me and pulled me the other side……. he dragged me a couple of yards when Prithviraj grabbed me and took me to the other side….. I watch Rugby on TV and now I got to know what the Rugby ball must be feeling like!!!!

The Party had started and I positioned my self near a group of Commies so that I could hear their conversations.

Karat: Two years of jiggery pokery….. that is what UPA has done!!!
Yechury: I think when we go out we should give a strong statement to the Press!!!!
Karat: Yes yes….. Yechury you go easy on the drinks and food so that you are in a position to give the statement!!!!
Yechury: Why me…… I was looking forward to enjoying myself!!!
Karat: Okay we decide it our way………we'll throw parchis and let the parchis decide!!!!
Yechury: Not that trick again….. okay lets all make our individual parchis and put them in a box and lets ask someone neutral to draw the parchi.

The Commies did accordingly and asked a waiter to draw the parchi…..it was Yechury!!!!!

Yechury: Okay what should I tell the Press!!!
Karat: First you should leave half way through the Party….. so that the Press gets the impression that our presence was just for ceremony purposes……. you tell the Press that for the past two years the UPA has just been concentrating on correcting the spelling and grammatical errors in the CMP and now its time they got down to the substance of CMP!!!!!
Yechury: Yes I'll do this….. but you guys should be careful when you leave after the Party is over and not let the Press get to see you in a talli state.
Karat: Yes yes…….. after the Party is over we'll get Manmohan and Sonia to play Bluff (card game) with us……… and we'll leave in the morning when the Press has vamoosed….. we'll get back at them by bluffing them in cards!!!!

I'd had enough of the Commies and I moved to Laloo's group.

Laloo: Dekho dekho Paswan kaise maska lagaa raha hia!!!!
Gupta: Boss I passed by him and he's smelling of some exotic cologne…. perfume lagaa ke aaya hai!!!

Gupta: We should have got launda naach arranged here…….. all would have enjoyed it and our importance would have gone up!!!!!
Laloo: Dhut…….. mein kya karoo Ram mujhe lalloo (stupid) mill gaye……. after Bihar's loss our importance has gone down…….. arre give me a strong dose of Kheni….. let me think!!!!!

Laloo started thinking and it was time for me to move……I moved to the NCP crowd.

Pawar: Praful we have to speak to Madam to reign in Amrinder!!!!
Praful: I spoke to some Congressmen from Punjab and they said that it would be better to speak to Jagmeet Brar…… he'll get all the clearances form Madam and then go after Amrinder!!!!

Pawar: I spoke to Manmohan Ji and he said Madam will decide….. I spoke to Madam and she said that she's done tyaag of enforcing Cabinet appointments…. she said it is the prerogative of Manmohan Ji…… I spoke again to Manmohan Ji and he said that he has spoken to Madam and asked her to reconsider her tyaag decision… I spoke to Sonia again and she said that she's sent back Manmohan's request for some clarifications… we'll have to wait!!!

Karunanidhi: I don't care ……. she has to be stopped….. I've got Stalin on the job and he's collecting info on cases we can open against her!!!!
Balu: I'm arranging for a heavy duty crane just in case those overweight Lady constables cannot pick her up!!!!!!

Pawar, Laloo, Paswan , Karunanidhi walked towards a secluded corner and I followed them.

Pawar: One this there in this OBC matter …. whether it is implemented or not we come out as the winners!!!
Laloo: Yes yes…… we should not make any statements….. just some un-understandable noises!!!

Laloo and Paswan continued bickering and I moved to where Sonia was standing talking to journalists.

Journalist: Madam when will you become the Chairman of NAC again!!!
Sonia: Itni kya hai jaldi!!!!
Journalist: But people want to know where does the buck stop in this Sarkaar!!!!
Sonia: Administratively the buck stops at Manmohan's table…. Politically at my table!!! But as you know in all administrative matters there is a political element……..

Before Sonia could finish her answer Rahul came on the scene.

Sonia: Have you spoken to Priyanka??
Rahul: Si…… mi ha detto di non parlare a tutto il giornalista ( Yes she's told me not to speak to any journalist)!!!

The Party was winding up. And I decided to leave. As I walked out of the gate I saw Amar Singh having a hot debate with the security.

Amar: Let me go in ….. we are giving support to UPA from outside!!!!
Security Personal: Sir I think that is why they've instructed me to keep you outside!!!!!

The topic selected by you is very much relevant. Any system cannot survive without taking care of all the parts of the system. The fact is that in the earlier days all the parts of the bureaucracy got due share is promotions and there was no dissatisfaction. An officer recruited as Naib tesildar could aim to become Collector and good officers from the rank of naib tehsildars have rosen to the rank of Collectors and have stayed in that rank for quite a long time but off late the trend has changed for whatever reason and today PCS Officers are not able to reach that rank. There cases in the past where Officers recruited as DSP have reached the rank of DGP and PCS Officers have reached the rank equivalent of Todays ACS. In the interest of the smooth functioning of the system it is very much required that the entire system of recruitment and promotion to all the ranks from naib tehsildar to PCS and to IAS be reviewed and a just and proper system be brought in place. There should be lesser recruitments at the rank of PCS and IAS and more than 50% of these posts be filled up by promotion from respective lower ranks so that the motivation to work & serve always remains. In order to keep the National requirement it must be imperative for any Officer being selected to IAS or awarded IAS must have a minimum tenure of 10 years at Central deputation.
