Empanelment process be available in public domain
Bhopal: Should the empanelment process be available in public domain? Yes 90 per cent respondents to the above question said.
The question was put up in the News And Views column of the website - whispersinthecorridors.com and it's sister site sureshmehrotra.com
"The empanelment procedure should be done away with or at least be made transparent", said majority respondents simultaneously expressing, "but this will not happen".
However 10 per cent respondents were against making it available in the public domain. They felt that the empanelment process need not be open but the list of those empanelled should be put on the public domain.
The respondents in favour of putting it on the public domain also feel, "putting the empanelment process in public domain will be the only transparent way".
"The real problem is that the process of empanelment does not truly evaluate the ability of officers. 99% of all Secretary posts are occupied by the IAS, not because they are better than the other services (history is adequate proof to this statement), rather because they have used (unfair) means to grab the senior posts", said a respondent.
"The IAS have outlived their utility, they should remain largely confined to the States (in policy implementation) and if promoted to the Center, should do so with an open transparent competition with candidates from other Services and experts. Why is the IAS afraid of competition?", another one asked.
Making a scathing attack on the opponents of making the empanelment process available in public domain, one respondent went to the extent of saying, "There have been a large a number of cases going to the courts challenging theier supercession, including the defence forces, and in more than one the courts have ruled in fovour of the applicant".
"After al what is so sacred about empanelment. I would even suggest that the ACRs should be made public, and the procedure relating to empanelment should be widely publicised, even to yhr extent that the officer concerned should be able to evaluate himself whether he will be empanelled or not", he opined.
However there were some who even said, "not only must the empanelment process be made transparent and put on public domain, it must also be taken out of control of Delhi-based officialdom by associating UPSC (the original recuiters) as well as senior most officers posted in States on rotation basis. There is a suspicion that when probationers are alloted inconvenient States as they are low in merit, they quietly slip to Centre and carve out careers there".
PM to interview cabinet secretary aspirants !
The names of the probable for the post of the next cabinet secretary have been shortlisted, it is believed. These shortlisted candidates are expected to be interviewed by the Prime Minister Dr. Manmohan Singh himself in a week or two. So far no decision has been taken in this matter.

26 IPS officers of 1974 batch empanelled
Altogether 26 IPS officers belonging to 1974 batch have been empanelled to the rank of ADG in the Government of India. The list is now to be cleared by the Prime Minister this week.

New division in MEA constituted
A new Public Diplomatic Division has been created in the Ministry of External Affairs. This new division is now headed by 1975 batch IFS officer Arif Khan.

Sunil Lal to join PDD
Sunil Lal is joining the newly created Public Diplomatic Division (PDD) in the Ministry of External Affairs. Formal orders of 1982 batch IFS officer Lal are to be issued in a couple of days.

Sarkar to be PS to Prime Minister
Jaideep Sarkar is all set to join as PS to Prime Minister Manmohan Singh. He is 1987 batch Indian Foreign Service officer.

K Saleem Ali has joined the CBI as Joint Director (Administration) .He is 1978 batch IPS officer of Manipur-Tripura cadre.

DPC of SAG level of ISS
The DPC of SAG level of ISS had reportedly been held on 5th May and as many as 24 Directors are expected to be through. Another set of Directors are made to wait till they complete eligible years of regular service.

Serious lobbying led to reshuffle in Karnataka

All these persons are forgetting the central point of the range and diversity of the IAS's experience which none of the other services has, right from the sub-divisional administrative level to the districts to the umpteen number of state departments, corporations and commissions and further the entire central govt. PSU's, national commissions etc. This gigantic range of experience has stood the test of time and everywhere the top person's job is predominantly administrative and policy making function for which the IAS's experience and administrative skills are best suited unless the job is highly technical. And the specialists are anyway always part of the team. SECONDLY,it must be forgotten that IAS specialization has increased tremendously from the old days and now almost every officer is sent on foreign programs, fellowships, PHD's dealing with particular sectors apart from the various IIM,TMTC etc trainings in India.The GOI is now formulating policies for further specialisation of IAS in which they will spend a large part of their tenure in 1-2 sectors but also have the experience of Districts etc and other sectors which will make them a golden "specialist-generalist" combination which will be the IAS of the future!

IMAGINARY INTERVIEW WITH AMAR SINGH

Got an invitation from Amar Singh to accompany him for a day on the campaign trail…… something like 'Follow the Leader' !!!! After a great deal of thought I agreed and ultimately decided to accompany him. At the appointed time I reached the Airport and flew down to Lucknow and from the Airport Amar's driver drove me to Amar's home. Amar greeted me warmly and requested me to join him in his Land Cruiser.

Amar: Abh aaya oont (camel) pahaad ke neeche….. you write so much about me so I wanted to give you a chance to see me in action!!!
Me: Chalo lets do a print version of NDTV's Follow the Leader!!!
Amar: Yes yes…. I've done the TV version with NDTV……. the NDTV fellow was more interested in my Partying!!!

The first stop on Amar's campaign trail comes and he sprays water on his face and clothes and gets out and goes onto a podium. In the speech he makes fun of Sonia and Rahul, saying that both must be feeling it very hot in UP……. AC waale logh is how he describes them. He points out to his face and clothes and tells the people that like them he too is sweating it out. After the speech comes back into his vehicle.

Amar: Arre yeh AC ko kya ho gaya hai…… chuhe (rat) maarne ki dawayee khayee hai kya isne……. arre bhai tez karro ac….. marr gaya garmi mein!!!
Me: Amar Singh Ji you were just calling Sonia and Rahul AC waale logh….. but seems you are no less!!!
Amar: Arre bhai I'm worried for you ….. I felt you were feeling hot!!!
Me: No I'm used to heat…. in fact you can switch off the AC if you want!!!
Amar: No can't do that because my Driver cannot drive the car without the AC…… he has a medical condition and as he's been loyal to me for so many years I let him switch on the AC at full blast!!!
Me: Amar Singh Ji there is no crime to feel hot…. and no harm to use the AC if you have one….why all this naatak!!!
Amar: Arre Bhai this is politics …… how can I let people know that I'm enjoying the comforts of AC while they are sweating it out!!!
Me: And so you do the naatak fo spraying yourself with water to show as if you are sweating!!!
Amar: There they are sweating and I am cool as a cucumber.......so I make it look like I'm sweating too…..it would be too expensive for me to make them cool as cucumbers………. so spraying myself with water to make it look like I'm sweating too is a economical and effective solution!!!

The next stop comes and Amar Singh gets out repeating the regimen of spraying himself with water and this time he goes onto a stage and delivers his speech. This time he says that Government in the Centre is sabotaging the UP Sarkaar's initiatives for UP!!! He finishes his speech and comes back into the comfort of his Land Cruiser!!!

Amar's Man Friday: Sir Dubey Ji called up and wanted your clearance to start the developmental work in Jhumri Taliya!!!
Amar: Call him and tell him no work is to be carried out….. as per intelligence reports Jhumri Taliya is voting against SP….. so why should we do any such work there????
Me: But then why are you lamenting UPA for doing the same thing!!!!
Amar: Charity begins with your own….. we take care of our bastions first……. but UPA is ignoring its own…. after all SP is supporting UPA in the Centre so why do they discriminate against our Sarkaar!!!
Me: UPA has made it clear that they do not want your support…..SP is forcing its support on UPA!!!
Amar: Bachche ko nahi patta what is good or bad for it ….. for them its meeta meeta hupp hupp and kadwa kadwa thoo thoo…. UPA is like a child and does not know what is good or bad ….. like one has to force feed kids we have to force support UPA!!!
Me: No Amar Singh ji it is wrong to make people suffer because they have not voted for your Party!!!
Amar: Chalo lets agree to disagree… I'm really hungry….. we'll have lunch after my next campaign stopover!!

The Land Cruiser comes to a stop and Amar Singh repeats his water spray regimen and then saunters out and sits amongst the public and delivers his speech. This time he says that Sonia and Rahul cannot eat Sattoo…. in fact he challenges them to do so….. says that both can only eat Videshi khaana!!!! After delivering the speech he returns and orders his Man Friday to get the tiffin out and serve food!! It so happens that my mistake Amar's tiffin has been erroneously left back at home and the tiffin meant for his Staff has been brought along. The tiffin is opened and it contains Sattoo and Jawar ki roti !!! Amar is livid and he calls up home and fires his staff at home!!!

Me: Arre Amar Singh Ji you were just challenging Sonia to eat Sattoo …. why don't you do so yourself!!!
Amar: Arre Bhai I'll eat it but what about you….. what will you think of mu hospitality???
Me: Don't worry I like Sattoo!!!
Amar: Chalo lets have Sattoo!!!

Sattoo is served and I'm hungry and I delve into it…… but I notice that Amar plays around with it in his plate. We are in the outskirts of Lucknow and we pass a Dominos outlet and Amar shouts out to the driver to stop and orders his Man Friday to get him a Pizza. And when the Pizza comes he slyly leaves his plate on the side and starts eating the Pizza. I notice this but decide to keep quite as I don't want to spoil his meal.

Me: Is there truth in the rumour that you are no longer in the A Gang??
Amar: No actually we've decided to start working in our individual fortes…… Anil is back to business…. Big B is back to acting….and I'm back to politicking!!!!
Me: But you've been politicking all the time…… yes the other two have given up politics and gone back to their original lines of work… seems they do not want anymore politics in their lives!!!!

I think Amar has had enough of me. He orders his driver to stop and points out to a Taxi stand , hands over my return ticket and asks his Man Friday to escort me to the Airport.

Me: Achcha toh hum chalte hai……. phir kabh milloge ( when will we meet)!!!
Amar: Kabhi nahi!!!

I return to the Office and type out the interview.... now I've got to give the Interview a title.....I think and think and then come up with an apt title....... then it strikes me... Double Talk seems like an apt title!!!!
