be available in public domain? Yes 90 per cent respondents to the above question
said. The question was put up in the News And Views column of the website

empanelment procedure should be done away with or at least be made transparent",
said majority respondents simultaneously expressing, "but this will not happen". However
10 per cent respondents were against making it available in the public domain.
They felt that the empanelment process need not be open but the list of those
empanelled should be put on the public domain. The respondents in favour of
putting it on the public domain also feel, "putting the empanelment process
in public domain will be the only transparent way". "The real problem
is that the process of empanelment does not truly evaluate the ability of officers.

because they have used (unfair) means to grab the senior posts", said a respondent.
"The IAS have outlived their utility, they should remain largely confined

a scathing attack on the opponents of making the empanelment process available
in public domain, one respondent went to the extent of saying, "There have
been a large a number of cases going to the courts challenging theier supercession,
including the defence forces, and in more than one the courts have ruled in fovour
of the applicant". "After al what is so sacred about empanelment.
I would even suggest that the ACRs should be made public, and the procedure relating
to empanelment should be widely publicised, even to yhr extent that the officer
concerned should be able to evaluate himself whether he will be empanelled or
not", he opined. However there were some who even said, "not only
must the empanelment process be made transparent and put on public domain, it
must also be taken out of control of Delhi-based officialdom by associating UPSC
(the original recuiters) as well as senior most officers posted in States on rotation
basis. There is a suspicion that when probationers are alloted inconvenient States
as they are low in merit, they quietly slip to Centre and carve out careers there".

these persons are forgetting the central point of the range and diversity of the
IAS's experience which none of the other services has, right from the sub-divisional
administrative level to the districts to the umpteen number of state departments,
corporations and commissions and further the entire central govt. PSU's, national
commissions etc. This gigantic range of experience has stood the test of time
and everywhere the top person's job is predominantly administrative and policy
making function for which the IAS's experience and administrative skills are best
suited unless the job is highly technical. And the specialists are anyway always
part of the team. SECONDLY,it must be forgotten that IAS specialization has increased
tremendously from the old days and now almost every officer is sent on foreign
programs, fellowships, PHD's dealing with particular sectors apart from the various
IIM,TMTC etc trainings in India.The GOI is now formulating policies for further
specialisation of IAS in which they will spend a large part of their tenure in
1-2 sectors but also have the experience of Districts etc and other sectors which
will make them a golden "specialist-generalist" combination which will
be the IAS of the future!

After a great deal of thought I agreed and ultimately decided to accompany him.
At the appointed time I reached the Airport and flew down to Lucknow and from
the Airport Amar's driver drove me to Amar's home. Amar greeted me warmly and
requested me to join him in his Land Cruiser. Amar: Abh aaya oont (camel)

chance to see me in action!!! Me: Chalo lets do a print version of NDTV's Follow

how can I let people know that I'm enjoying the

sweating too
..it would be too expensive for me to make them cool as cucumbers

the regimen of spraying himself with water and this time he goes onto a stage
and delivers his speech. This time he says that Government in the Centre is sabotaging
the UP Sarkaar's initiatives for UP!!! He finishes his speech and comes back into

.. says that both can only eat Videshi khaana!!!! After delivering
the speech he returns and orders his Man Friday to get the tiffin out and serve
food!! It so happens that my mistake Amar's tiffin has been erroneously left back
at home and the tiffin meant for his Staff has been brought along. The tiffin
is opened and it contains Sattoo and Jawar ki roti !!! Amar is livid and he calls
up home and fires his staff at home!!! Me: Arre Amar Singh Ji you were just
challenging Sonia to eat Sattoo
. why don't you do so yourself!!! Amar:
Arre Bhai I'll eat it but what about you

served and I'm hungry and I delve into it
but I notice that Amar plays
around with it in his plate. We are in the outskirts of Lucknow and we pass a
Dominos outlet and Amar shouts out to the driver to stop and orders his Man Friday
to get him a Pizza. And when the Pizza comes he slyly leaves his plate on the
side and starts eating the Pizza. I notice this but decide to keep quite as I
don't want to spoil his meal. Me: Is there truth in the rumour that you
are no longer in the A Gang?? Amar: No actually we've decided to start working
in our individual fortes

.and I'm back to politicking!!!! Me: But you've been politicking
all the time
yes the other two have given up politics and gone back
to their original lines of work
seems they do not want anymore politics
in their lives!!!! I think Amar has had enough of me. He orders his driver
to stop and points out to a Taxi stand , hands over my return ticket and asks
his Man Friday to escort me to the Airport. Me: Achcha toh hum chalte hai

to the Office and type out the interview.... now I've got to give the Interview
a title.....I think and think and then come up with an apt title....... then it
