Jadhav to continue in GoI

Raje's worship at Hindu sentiment's cost
In a case of sycophancy of its own type, a minister in the Rajasthan government worships Chief Minister Vasundhara Raje as an equivalent of Hindu goddess Durga and performs daily 'puja' rituals before her photograph, thus hurting Hindu sentiments. He has also got Raje's photograph done up to resemble that of goddess Durga, with the chief minister sitting on a tiger and her eight hands carrying different weapons. Add to it, it was also unveiled by Raje herself. She has perhaps forgot that she belongs to a party which claims to be the only one as far as respecting Hindu sentiments was concerned.

Cabinet Secretary orders investigations ?
On the basis of the representations received , the Cabinet Secretary is reported to have ordered investigations into the postings/ transfer order of ISS officers dated 2nd November.Recent promotion/transfer orders have generated controversy. While senior officers of the batch of 1977 have been posted to Regional Offices (ROs), their own juniors of 1981 or 1982 batches have been posted to Zonal Offices(ZOs) with all infrastructure including vehicles, because ZOs are higher in hierarchy to ROs .

Rules of empanelment ridiculous

I don't think that anybody doubts that some of the better brains in the country makes it to IAS and the service has a number of brilliant minds and some very hardworking and sincere officers who r working in tough working conditions and contributing to nation building. In question is the premise that only IAS officers have the competency and skills to man all the senior level positions in the country and the service should control rest of the services or rather the rest of the services should work in subordination to IAS. The present regime is the reflection of the famous Indian saying 'andha bante mungfali mur mur apno ko de'. That's how all these ridiculous rules like two years differential in empanelment etc have been created to systematically bar the other services for being selected as Secretaries to Govt of India. World over the trend is to make bureaucracy as broad based as possible with a healthy mix of generalists and specialists whereas our trend is on the reverse with the gradual depeletion of specialist services from the top echeleons of governance. It has to be understood that certain areas like commerce, health, finance, science and technology, telecommunications, power etc do need an understanding of the subject from its top man and shd be generally manned by the specialists of the subject if we r not to end up with a total policy confusion on these critical areas. Our own experience with our economy serves as example its only when we had Dr Manmohan Singh and Chidambaram headed the MoF that economy witnessed the maximum growth. It's high time that our selection process be de-linked from the service specific selection to 'best-man mans the job' approach ir-respective of his service background.

Interesting to read Murali's missive. Apropos the management Pool Murali is talking about, I have two observations. First, I know of a topper of one of the earlier batches of the Civil Services Exam, who joined the Management pool after doing his MBA from Harvard, and having cleared the Civil Services Exam for the IAS/IFS thinking he was suited for it and would serve the country better (at similar ranks, topper that he was, his friends joined the Indian Foreign Service as was the trend in those days). The idea of the Management Pool was stillborn. Years later, this poor chap retired as a mere Director in the Government of India, his friends who had ranks lower than his in the exam, retired as full Secretaries to the Government. Secondly, the same is the case of the IAAS (Audit and Accounts Service), which was originally meant (Nehru and his dreams!)to man senior positions in the Public sector etc, never was it allowed to reach its potential. The solution to internecine inter service rivalry (which has been around from the days of the ICS which used to make life difficult for the Political Service, for example) is probably to have smaller Services, and second suitable senior people from all Services to a common pool to man senior positions in the Government of India. I do not see it happening in a hurry though and perhaps it will never happen.
