International Trade Fair Rajiv Ranjan has been appointed DCP for International
Trade Fair in Delhi. An Interview with Priyadarshi Thakur, Director
General of International Center for Promotion of Enterprises (ICPE), Ljubljana
(Slovenia) SM : Mr. Thakur, we are pleased to learn that you have after retiring
from the post : Thank you. The ICPE is an Intergovernmental International
Center for Research and Training in Enterprise Development. It was founded on
the initiative of the UN by NAM countries in 1974 as the International Center
for Public Enterprises to help research the strength and weaknesses, and train
the personnel of State-Owned Enterprises in developing countries. After the break-up
of Yugoslav Republic, and the beginning of era of economic reform and restructuring,
the Center was renamed in 1996 by its Assembly as the International Center for
Promotion of Enterprises and has the following objectives: ? determination
of the extent, pace and manner of restructuring their economies ? public governance
in the area of 'post privatization' ? reform, restructuring and privatization
of enterprises ? institutional support for entrepreneurship development ?
technical assistance for SME development ? management and reform of infrastructural
sector ? trade, foreign investments, joint ventures ? technology transfer,
development and cooperation ? the role women in development India
is one of the founding members and has been playing a dominant role in the affairs
of Center either as President of the ICPE Council (its governing body) or with
Indians as its Chief Executive called Director General. SM : Who are
or can be the members of the ICPE? PT : Full Membership with voting
rights is available only to Countries.The following 19 Countries of Asia, Africa,
Latin America and Europe are the Members of the ICPE : Albania, Algeria, Bangladesh,
Bosnia & Herzegovina, Congo, Democratic Republic Of Congo, Guinea, Guyana,
India, Iraq, Macedonia, Nepal, Slovenia, Somalia, Sri Lanka, Syria, Tanzania,
Venezuela and Zambia. Other than this, Public or Private Sector companies, NGOs,
Research Organizations etc. can also become Affiliate Members of the ICPE.
SM : What kind of Training Courses / Programmes does ICPE do? PT
: The ICPE runs a 1-year English-medium International Executive MBA programme
basically meant for Officers and Corporate executives of member countries. The
MBA programme is one of the approved foreign training courses of the DOP &
T,GOI for middle-level officers. Besides, a number of shorter programmes from
3 weeks to 3 months as entrepreneurship development, management development, TQM,
Sustainable Development etc. are also organized from time to time. SM
: Is the quality of the ICPE 1-yr MBA Programme really up to the mark? What kind
of academic staff does the ICPE have? PT : Well, the ICPE itself is
a lean organization and runs this programme in academic collaboration with the
Faculty of Economics of the University of Ljubljana. Contrary to uninformed views,
it is actually an excellent MBA programme which has recently been granted the
highly coveted EQUIS ACCREDITATION by the EUROPEAN FOUNDATION of MANAGEMENT DEVELOPMENT
(EFMD). SM : What is the implication of this EFMD Accreditation and
which other institutions have similar accreditation? PT : Well, EQUIS
from EFMD places our ICPE-MBA degree (awarded by the Univ. of Slovenia) on par
with similar degrees of a whole lot of high-cost Ivy League Schools, 97 of them
across 29 countries. Anyone can see the list on Internet by accessing the EFMD
/ Europe website. It is also extremely cost-effective to do this programme as
its cost is almost 1/3 of other Schools enjoying similar Accreditation. We are,
therefore, inviting private self- financing students also to join this Programme. SM
: Is the ICPE - MBA Programme less expensive in Ljubljana because Slovenia is
a somewhat backward economy and location-wise quite remote? PT : Again,
I must emphatically correct the rather widespread but totally uninformed impression
in South Asia in general, and India in particular, that Slovenia is remote or
backward / developing country. For the information of all those who log on to

which I hope will be quite a pleasant surprise to many who might intend doing
the MBA course at ICPE / VOL at Ljubljana : # Slovenia is already a Member-country
of the European Union (EU). # Not only that, it is important enough to be slated
to become the President (country) of EU in 2008. # It is not a backward economy:
actually it is robust enough to have cleared all the fiscal and financial norms
for the introduction of EURO as its currency in Jan. 2007. # Its per capita
income is approx. $ 18000 USD and it is now a Donor country. # It is completely
free of ethnic or any other kind of internal strife or militancy. # Contrary
to popular but erroneous belief, it is not a remotely located country. It is located
in the very heart of Central Europe, surrounded by Austria, Italy, Hungary etc.
# Ljubljana is a small but beautiful city just 380 kms from Vienna and 270
kms north of Venice. # India is opening a fully fledged Embassy of India at
Ljubljana in Jan. 2007 despite the fact that the total population of Slovenia
is about 2 million only.
SM : What are your plans as Director General
of the ICPE? PT : We are planning to re-activate our links with the
Member Countries and to win back some of the lost memberships. We want to begin
a consultative process to find out their training needs and expectation of the
ICPE, and organize programmes tailored to their felt needs based on their advice.
We also plan to rebuild our links with the international funding agencies. Also,
we hope to be able to reactivate our Affiliate Membership scheme for corporate
bodies and selectively facilitate what might be termed as applied promotion of
joint enterprises and FDI amongst Member Countries. If our plans succeed a full
new class of International MBA participants who are self financing students or
sponsored by private sector companies would be doing the MBA programme at the
ICPE in Oct. 2007. We also have ambitious plans of upgrading the lodging facilities
at the ICPE hostel. SM : Do you have a message for the patrons of
our Website? PT : Definitely : I wish to inform all concerned in the
Training Divisions of all Govts. / Public Sector Enterprises in India and all
other Member Countries in South Asia like Nepal, Bangladesh, Sri Lanka etc. (where
your website is visited more often) of the enhanced worth of our 1-year Executive
MBA Programme because of the EQUIS Accreditation. I also wish to invite the Private
sector companies looking for incentive sponsorship for their employees and, ABOVE

missive Interesting to read Murali's missive. Apropos the management Pool
Murali is talking about, I have two observations. First, I know of a topper of
one of the earlier batches of the Civil Services Exam, who joined the Management
pool after doing his MBA from Harvard, and having cleared the Civil Services Exam
for the IAS/IFS thinking he was suited for it and would serve the country better
(at similar ranks, topper that he was, his friends joined the Indian Foreign Service
as was the trend in those days). The idea of the Management Pool was stillborn.
Years later, this poor chap retired as a mere Director in the Government of India,
his friends who had ranks lower than his in the exam, retired as full Secretaries
to the Government. Secondly, the same is the case of the IAAS (Audit and Accounts
Service), which was originally meant (Nehru and his dreams!)to man senior positions
in the Public sector etc, never was it allowed to reach its potential. The solution
to internecine inter service rivalry (which has been around from the days of the
ICS which used to make life difficult for the Political Service, for example)
is probably to have smaller Services, and second suitable senior people from all
Services to a common pool to man senior positions in the Government of India.
I do not see it happening in a hurry though and perhaps it will never happen. A

to a mail by a visitor named R Singh in the FORUM column, the TRAI has clarified
"Affairs in TRAI" on 27th October, 2006. They are contrary to facts.
Not merely are the facts totally incorrect but you have also chosen to cast aspersions
on the organization itself as also on the Chairpersons and the Secretary. TRAI
is viewed both within and outside India as a forward looking responsible and efficient
Regulator which has facilitated the development of the booming telecom sector.
Further, the TRAI has not been without a secretary even for a day . on the appointment
of the previous Secretary as Dy. Director General in the WTO, a new Secretary
was Appointed following the due procedure of selection laid down in the Recruitment
Rules of the TRAI. The statement like 'under hand' dealings by the previous Chairman
is totally un-called for and in extremely bad taste. Further, you have stated
that the new Chairman has rejected the already selected candidate and advertised
the post again. The post has been advertised again because the secretary, on the
basis of his competence and experience in the field of telecom has been selected
for a World Bank assignment. It is extremely prestigious for an organization to
have its officers selected for such positions. The question, therefore, of the
