Prosposal to link Cabinet secretary's tenure with PM !
Grapevine has it that a proposal to link the tenure of Cabinet Secretary with the PM is underway. If this happens, Cabinet Secretary too would get a fixed tenure of five years. It is, however, not clear what would happen in case a PM does not continue for complete five years in this era of coalition governments.

Empanelment process is rubbish
The problem of empannelment of IAS Officers is rubbish. I know with 3 outstandings cr has become Secretary to Govt Of India.
Further they decide on the vacancies ant then lay down criteria for empannelment--this hold true for JS,AS And secretaries of Govt of India
CR's of IAS officers are not complete for no fault of theirs and this criteria of lack of CR'S of IAS officer's should be considered.
There are pressures and pulls exerecised by "sharp" IAS officers to be empanelled-this is done freelr-depriving honest and,upright and straight IAS officers from empannelment
Lastly CRs is a subjective concept
There should be viva voce , just like IAS entrance interview, before empanellment, by an impartial team of academicians and they should look into bio data and interview the prospective candidates for empanelment

Superficial observation in your website
I never expected such superficial observation in your web site. Sir, even today the condition in ISS remains worse than other services. The last person who has been promoted to JS rank has completed more than 25 years of regular qualifying service. By this service age in other services officers become Addl. Secretary. Moreover, the officers waiting for promotion to the post of Jt. Secretary have to complete 28 to 30 years before getting the promotion. I hope you will put up facts with due respect and with proper prospective.

CBDT has not come out with modification
By the IRS transfer policy, second deputations by IRS officers ( both Customs and Central Excise)and Income Tax were banned. This was against the policy of the DOP &T. This also placed the officers of the two services at a disadvantage vis-a-vis any other officer of the All India Service or Central Services. After a great deal of persuasion, at the level of the Finance Minister the policy of Customs was changed. The FM, an honest man, mandated that CBDT should also come forth with such a policy. It is more than 2 months since this order of the FM was recorded but CBDT is yet to come out with any modicfication in its deputation policy.

Is the CBDT so powerful that they can afford to defy the FM? Alternatively why no action is being taken against the concerned members of the CBDT?

This is typical of the way the well off in this country salve their conscience for the gross social and economic iniquities that they perpetuate.
The creek is usually a fetid source of pollution both chemical and biological, but may be the only source of water available.
The fields stretching to the horizon does not belong to the 'poor family' under discussion, they may not be even allowed to walk through it, but may have to labour on it for a pittance paid by the owner.
The less said about comparing patio lights to the stars the better. Let's not intrude into the feelings of a farm labour who cannot afford even a kerosene lantern so that his children can study.
Any aggrieved rich landowner can walk into a poor man's hovel and rape his daughter in front of his eyes, nobody will testify in front of the police leave alone hold candle lit vigils for her, so much for the absence of walls and the security of friends.
But such myths let us sleep peacefully at night.
