Need of a unified civil service
A question has arisen in the context of determination of pay and perquisites of government servants whether All India Services (IAS etc)are an anachronism of colonial vintage and whether we should not restructure the services into a single Unified Civil Service providing mobility vertically and horizontally consistent with demands of Leadership , domain expertise, training, and experience vs job requirements, eschewing mutual back-scratching practices based on network of old boys. In these days of incessant talkathon on empowerment, it would be necessary first of all to empower government officers themselves at various levels in their various functions to achieve a flatter hierarchy and free the bureaucracy from the legacy of hegemony and vice like grip of seniority.

Obviously the advantages of having a single unified civil service are many. With the availability of computing power , data bases and search facilities with real time net working it is no longer necessary to confine decision making and management of Human resources in government as aracne as it is now and sole prerogative of the Department Of Personnel and Training. . With the Right To Information Act in position many old myths of the 'efficient' steel frame can be exploded and replaced by a structure which can above all facilitate drawing upon a larger pool of talent untrammeled by parochial service cadre affiliations and year of allotment barriers. Match making between job requirements and available persons with appropriate domain expertise, training and experience can be an objective and transparent exercise without intermediation by vested interests. Performance can be more easily tracked and factored in a larger pool to get the best resources for each and every position.

With a unified Civil service there will be no need to satisfy elements within the government to conduct tedious and ridiculous rituals like cadre reviews. These are ostensibly carried out to improve the efficacy but in real fact leads to over ranking as it is used as a vehicle to make mere promotion avenues. Of course those who know why in the first place these redundant exercises are carried out will be aware that this is the only way to keep a reasonable pace of progression in most of the civilian services compared to those enjoyed by the members of All India Services who luxuriate in a career progression scheme solely based on efflux of time. There may be a cap on the numbers of ministers in the cabinet, but there is no limit to the number of chief secretary rank positions in a state. .

From the employee view point, a Unified civil service can ensure equality of opportunity to serve in positions consistent with one's education, training, skills, performance and domain knowledge. For instance, under the present scheme of things a district collector suddenly can become the transport commissioner in charge of a complex network in a metropolitan city, just because he is liked by the chief minister. No one knows how these appointments are done. The unplanned urban growth or 'Delhi Sealing' or 'Unlivable Chennai' is now blamed on politicians, traders and corrupt bureaucrats. Part of the blame should also be laid at the door of the present scheme of cadre classifications and their management.
If it can be demonstrated that positions are manned by objective criteria of matching jobs digging deep into the data bank of skill profiles, transfer of personnel from one station to another will cause no heart burns unlike now when arbitrary postings make almost every one unhappy. A larger pool will always help in being vastly flexible to address employees' concerns in transfer and grant of sabbatical and study leave etc. Moreover larger pool will also help devise schemes in which the onus of changing one's station of posting from A to B can be shifted from th0e government to the officer himself or herself.

Obviously there will be a tremendous resistance from the groups which are enjoying the low hanging fruits of the present systems. They are also powerful, after all they have exhibited their solidarity by resisting any kind of reform for the last several decades. Whenever the government of the day brought some reforms like job cuts or closing down some departments, say like DGS&D or CCI&E etc they ensured not only they would not be affected but in fact their tribe would increase to implement the reforms!.

However, if this VI Pay Commission merely produces concordance tables like 'for this old pay scale ' 'read this new pay scale' and does not think out of the box and recommend structures for the 21st century management in government, it would indeed be sad. .

Amar Singh has got five sets of designer Kurta Payjamas for Parading MLAs….. he feels his Kurta Payjmas make a fashion statement !!! But this time its not for fashion …… he's lately been suffering from incontinence and in his Land Cruiser there are quite a number of Kurta Payjama sets, including the one's for parading purpose, neatly hanging!!!

Laloo's boasts on the Railway turnaround are empty ….. cock and bull (fibs) ,

The 'turnaround' in railways seems to be a five-year-old story, and not a phenomenon driven by Railway Minister Yadav just in the past two and a half years!!! Ministry officials said that the signs of a turnaround first surfaced in the Rail Bhawan in 2002-03 when the Ministry recorded 518.74 million tonnes originating freight loading against 492.50 million tones during the previous corresponding period. Since then, the Railways have not looked back. Seems the IIM will have to purge Laloo's speech from the minds of the young students he spoke to….. something like getting ulta pheras done to nullify a marriage!!!
