CRPF not to have DG for now ?
After the retirement of J K Sinha on November 30 ,CRPF is unlikely to have a regular DG for the next couple of months. Earlier Shyam Ratan Mehra was being tipped for the post. If insiders are to be believed, Koshy Koshy will be made the officiating DG for the next three months. New posting will be made only next year. Wait and watch.

MP tops in Consumer Protection
Madhya Pradesh has done better than other states in providing infrastructure for consumer courts. Among the large states of India, the disposal of the cases in Consumer courts is highest. This is said to be due to extraordinary coordination between Chairman of the State Consumer Commission Justice N K Jain and Principal Secretary of Food, Civil Supplies and Consumer Protection Department Anand Asthana. This one case where Judiciary and Executive are not at loggerheads.

Major reshuffle in I & B Ministry

Consequently, P. K. Bandopadhyay will be the new Director General (News), NSD, AIR in place of U. K. Mishra who goes as Director General, DAVP.i Amitabha Chakrabarti, Director, RR&TD swaps position with Mohan Chandak, Press Registrar. Swagata Ghosh has been appointed Director General (News) in Doordarshan. Ms. Shipra Biswas is promoted as Additional Director General (M&C), PIB, New Delhi.

K. Mangapathi Rao has been appointed Secretary to the Information Commissioner. He is 1988 batch IAS officer.

1974 batch IPS to get DG rank in Punjab
The DPC has recommended two 1974 batch IPS officers A P Pandey and Mohammad Izhar Alam for promotion to the rank of DG.Formal orders are to be issued this month.

CBDT for action against IAS officer
The Central Board for Direct Taxes (CBDT) has asked the Goi to take action against an IAS officer for his invol-vement in the controversial Radisson Hotels cash seizure case.

Let IAS remain what it ought to be
There has been a lot of inconclusive debate of late regarding suitability of IAS officers vis a vis officers from other services for the places at higher administrative echelons in the Government of India. The protagonists or sincere advocates of other services often quote names of few individuals including the present PM Manmohan Singh or likes of Montek Singh Ahluvalia to augment their case. There is no doubt that lot many persons who were or who are not from the IAS have contributed a great deal for this country by assuming places of significance at various level in the Government of India but the moot point is this that does this argument alone creates inalienable rights for the other services officers to be considered for the top jobs in the GOI. To my mind for a welfare state like india ( as enshrined in our constitution) top post in the government should go to those who have better perception of people and their specific locational socio-economic, socio-cultural and socio-religious problems and by any standard or yardstick an IAS is better equipped and exposed as far as expertise in these parameters is concerned. Policy planning and formulation for better implementation in this diverse country requires field level knowledge of lot many things which officers of most of the services may not be aware of at all. Let IAS remain what it ought to be and everyone knows what this IAS ought to be.

There should be transfer policy for IAS
There should be transfer policy for the IAS in their cadres on the lines of the transfer policy for the IRS and the IFS. Let field/ popular postings constitute "A" type postings e.g Collectorship of popular Districts, State Secretariat postings which are considered powerful e.g. Home, Personnel etc, MD/CMD/Vice Chairmen of Municipal Corporations, Development authorities in metros/ state capitals/large cities etc, type "B" may be the less liked posts and districts, type "C" may be the postings IAS officers abhor, e.g. naxal districts, remote districts, posts like cane commissioner, sectretary official languages, secretary minorities etc. Let there be a rotation for IAS officers in their cadres also, why should only those IAS officers who suck up to the political tribe grab the best in the IAS? What is good for the goose (IRS/ IFS) is good for the gander as well!

There should be Management Pool
A K Singh has made factual & interesting observations. There used to be Industrial Management Pool for managing the PSUs. It was slowly made extinct. In 1988, the present finance Minister, P.Chidambram launched National Management Program which was a intensive management course for IAS and other central services, resulting in award of MBA to selected officers. These officers were trained in Management Development Institute at Gurgaon with budget of nearly a crore of rupees every year. Nearly 20 batches have since passed out. The first batch officers are now at Additional Secretary level since they had already put in about 10 years of service when they were selected. It would be intersting to see how these so called change agents have been allowed to perform and rewarded.

Sycophancy in Indian culture
Sycophancy is a key trait of Indian culture. May be it was necessary to survive during the periods when large parts of India were ruled by numerous whimsical Rajas, and later when India was overrun by invaders.

As regards the role played by our dear IAS brothers in perpetuating this trait, the less said the better.

Usually a Party which is in power does well in Civic Polls!!! But SP has done badly!!! Is a harbinger for the upcoming UP State elections!! Of course SP will not admit this and will give it's own spin to the results!!! Hear that Mulayam has already launched a blame game within his Party…….. hope he also starts preparing for a mega blame game for post the State Elections!!!

After the rebuff when the Press questioned him he walked of in a huff!!!

What was the real motive for Ram Dada's plea????? This is vintage Ram ……. he's opened his pitaara to hoodwink Justice being delivered!!! Ram is going to go hammer and tongs after the Prosecution….. bully, bulldoze, insult, mock and bamboozle!! Here's hoping that Ram's last hoorah ends up as egg on his face and Justice truimphs!!!

Do India or Indians matter to the Left……. does not seem so???
What is bad for both they push for and for what is good they say no!!!!

Now the Left is upset on India 's response on Saddam's sentencing!!! They expected Manmohan and his Cabinet to picket outside the USA Embassy in Delhi against the verdict!! More than 3000 people lost their lives in the 1984 riots but here the Left is mum…… not a word from them on the reports that CBI is clearing Tytler and Sajjan!!!

Listening to him bray all that one can say is 'tut tut'!!!

Okay people who have been favored by him or who want to be favored can prostrate themselves in front of him!!!! But, why are they expecting the Aussies to do so!!! All that Ponting said with his finger was ' give me the trophy' and Pawar gestured to him ' come and take it'!!! And for Aussies ' Buddy' and 'Mate' are not an insulting way to address anyone!! Informality and aggressiveness is their culture!!! And what is being seen is that people who are in Pawar's good book or who want to be in Pawar's good book standing in line to berate the Aussies!!!

Bush has received the election results and he's happy!!!
But shouldn't the results make him scrappy???
Well looking at his IQ level it'll take time for the results to sink in….. at present he's still counting……. both on his fingers and scribbling!!!! He's happy because ignorance is bliss!! Republicans have lost because of Bush's policies which have hurt Americans!! The issues that made Americans decide were : 42 percent said corruption and ethics; 40 percent, terrorism; 39 percent, the economy; 37 percent, Iraq ; 36 percent, values; and 29 percent, illegal immigration……. and the results show that Americans feel that Bush has been a failure in these areas!!!
