No Secretary want to work with Ramdoss !
A couple of IAS officers are reported to have refused to accept the post of Health secretary in the Government of India as they, like the majority, don't 'want to work with the Minister Ramdoss. The post is to be filled by this month end.

Will the post go the IRS ?

Please refer to the news item on your site stating that "the grapevine has it that JS (Admn,) in CBDT Pradip Sen is being repatriated.."

My comments on this news item:

Is it that Pradip Sen is being repatriated or is it that he has sought repatriation? Either way, the question is why?

As one who is aware of what has been going on this front for some time, before addressing the question it needs to be clarified that Pradip Sen is not JS (A) in the CBDT but an IAS officer on deputation with the GOI under the Central Staffing Scheme and is posted as JS in the in the Department of Revenue in the Ministry. He is not posted in the CBDT.

The position is that IRS officers posted on technical posts in the CBDT are on deputation to the CBDT after having conveyed their willingness to the deputation. This deputation is not under the Central Staffing Scheme. But, strangely, JS(A) is one post which is in the Ministry but is being operated as if it is in the CBDT.

This, and other related systemic issues emerging from existing work arrangements, were raised by Pradip Sen suggesting that if the post is to be operated as one in the CBDT an IRS officer should be called in to man the post (something that the IRS officers have been wanting for quite some time) or he should be sent back to the DOP&T for another posting.

If the grapevine is true, then it seems the Ministry has decided to accept the latter suggestion. It needs to be seen whether the basic issues raised will be addressed. While our own IRS officers may take this as victory it needs to be seen whether the Ministry will hand over the post to the IRS. Or another IAS officer will get posted in the Ministry but made to work in the CBDT.

Mr Sarathi is referring to one hard nut in the CBDT but other tools are allowing/tolerating such trend helplessly. Time is changing fast but the colonial touch of arrogance in the superior-subordinate relationship remains. Justice delayed is certainly JUSTICE denied.

IA & AS is managed professionally

IAAS is managed by the independent authority viz CAG. No undue interference could affect the personnel affairs of officers normally. Therefore, the service could be managed professionally not only to promote officers in time and to keep them fit with adequate competency in tackling the core activities of IAAD. IRS is a big service and more UPSC candidates would prefer IRS thinking that it is powerful (for whatever reason) than IAAS. I agree that it needs to be managed well.

High-Profile elections in Delhi Clubs

The annual elections for the high profile and prestigiuous Delhi Gymkhana Club and Delhi Golf Club got over a few days ago. A S Dulat ( ex chief RAW) was re-elected the President of Delhi Gymkhana Club which boasts of members like the Prime Minister, Rahul Gandhi and senior bureaucrats and corporate world. For the managing committee Ashwajit Singh ( Managing Director, Infrastructure Professionals Enterprise) scored the record highest votes. Others elected to the committee include Dharmender Singh, IAS( ex Secretary Home , GoI), J.C.Kumar ( ex Secretary External Affairs), Praveen Goyal, IFS retd, Lt.General Kochar. At the Delhi Golf Club, Ajay Dua,IAS ( Secretary) was elected President.

India's population makes child labor a necessity!! Rather than making things easy for the kids this law literally makes life even more difficult for them!!! Ground realities have been ignored!!!! Actually they should have ensured that kids got a decent deal!!! What do you expect a Parents who have 5-6 kids do????? If not an education many kids got on the job training and were very soon eking a decent living for themselves!!! The begging Industry is going to be the biggest beneficiary!!! With this law the kids are going to be at the receiving end!!! Get real if you want to help kids!!!

In fact Hooda is encouraging a few of his Chamchas to open Haryana/Hooda Friendship Associations in various Countries!!! Hooda is not Haryana..... and Haryana is not Hooda!!!!

SEZ is like a juggernaut …… no questions can be asked!!! The issue could have been framed slightly differently, as "Is there any harm in allowing Civil Servants to go on deputation to Private Sector for period not exceeding 5 years?"

In many countries, particularly in the Developed World, officers move from Government to Universities to Private Sector on secondment and it is considered as a healthy practice, as the officers gain valuable
experience of working in different environments.The Government does not look suspiciously either at the officers concerned or the Private Sector. In India also, we need to encourage this kind of cross-fertilization of experiences.There can be some norms established with a view to ensuring that the system is not abused.

In the context of IAS, the norms for Empanelment have been made so restrictive (on a progressively oppressive scale for progressions from JS to AS and to Secretary) that empanelment is now more a matter of luck than merit. The batches from 1972 onwards till about 1988 are fairly large and the retirement age having been increased to 60 years, a large number of senior officers have to remain with the State Government till uperannuation.There is congestion \ stagnation in the States as well. There are many States where 1972 batch officers have still not been promoted as Additional Chief Secretary, whereas in some States even 1974 batch has been promoted. If some senior officers go out to Private Sector for periods ranging from 3 to 5 years, the
stagnation will be reduced to some extent.
