North-South divide in CBEC
IRS officers
transfer policy in customs is unduly favoured to north Indians and is against
South Indians. North India is divided into three zones north , west and east whereas
entire south India is kept as one zone though many states with different language
and culture and food habits is prevalent, thereby making their life miserable
as they can stay in south only for fourteen years. There are no deputations posts
in south except through state government if they are magnanimous to take such
officer. Whereas north Indian officers can settle down in Delhi secretariat itself
on deputation. Please change the rule . Bunch two chief commissionerates of South
India as one zone.Unfortunate that both the Honourable ministers are from south
but their fairness in administration kept the south Indian officers as silent
sufferers.

Suggestion for Sixth Pay Commission
This
is with reference to the setting up of VI pay commission. This commission will
look into the pay & allwances as well as the service conditions of the Central
Govt employees. Regarding this views are being asked by the DOPT from various
central govt deptt, for which I am also putting some suggestions. My appeal to
all the officers of the central civil services is that they may think and put
up some valid and rational suggestions for the improvement of the working conditions
of the civil servants. Nowadays the pay & allowances in the pvt sector is
soaring high but the govt is offering us peanuts.
The pay scales needs to be
taken after considering the status of remuneration in the pvt sectors. The officers
after qualifying the civil services exams are no less capable than the people
working at the pvt sector. The exposure of the govt. employee with respect to
the administration/managerial/finance and other aspects are far richer/no less
than a person in the pvt sector. The difference in the pay structure of a pvt
sector employee and a govt sector employee is huge and with no justification.
After the liberalization and globalization the pvt sector is enjoying the boom
of the economy but the govt sector employee don't get any benefit out of the economy
boom. The ratio of the pay of pvt sector to govt sector is getting high day by
day. The hike in the pay of pvt sector is continuous and is dependent on the state
of economy but the hike in the pay of the govt sector is only once in a decade
on the basis of the recommendation of the pay commission. It is also irrational
to say that the people in the pvt sector work harder than in the govt sector,
as the challenges in the govt sector are no less and sometimes much more than
the pvt sector.
The financial burden coming out of the pay commission recommendation
may be planned out by widening the tax base and by having different tax structure
for different class of worker, so that who earns more can flush out more. Also
there should be some kind of mechanism by which the amount of income of the earners
can be assessed.
If we compare the service conditions of the officers of central
govt with the state govt, they are having better benefits than the central govt
counterparts, though the working conditions may be a matter of debate. Whenever
a state govt office is established, the provision of residence and vehicle for
the officer is ensured, but in the central govt setup, nothing of such type is
ensured. Though it is known to all that the officers in central services come
through civil services exam, which is quite competitive. If we take the example
with the judiciary, they are also magnanimous towards their officers as the recent
recommendations of the shetty commission have provided them with a sack of perks
and privileges. The salt on the wound is that various deptt in the central govt
are so disorganized and behave like pvt sector, i.e nothing is established and
they work on personalized basis. My appeal to all civil services officers is that
we must pursue with the govt. to ensure handsome privileges in the coming VI pay
commission.

It
is heartening to see the press note wherein the Finance Minister of India has
stated that CBEC should get involved in policy matters of taxation. We also see
how CMD of SBI openly admitted how FM is differing with Governor , RBI on interests
etc., Finally it is the power of the FM to lead this country. Had the tax policy
not been delinked from CBEC , the commerce minister could not have gifted billions
of tax sops to SEZ industry despite warning from RBI and world bank. Most of the
SEZ operators are known evaders of taxes if their antecedents are seen for the
last ten years. Due to transfer policy the morale of the IRS officers in at zero
level and added to this CBEC do not have any policy making power or transfer power.
God alone can save this country. If a police man is required for controlling physical
terrorist , the tax man is required for checkmating financial terrorists.
