Is it not a fact ?
One of the most powerful indicator of a civilized and developed society is the position its bureaucracy enjoys in that society. This forum on your site is facilitating very fruitful discussion on issues concerning bureaucracy which everyone thinks about but does not talk about. It is indicative of the mental, physical and material well being of the bureaucracy which plays the most dominant role in not only formulating but executing govt. policies as well. In order to have a dedicated bureaucracy it is important to appreciate the service conditions of officers vis-a-vis present social and economic scenario.
Today, if we look at the pay structure at entry level, middle level, senior level or even at 2 salaries level with reference to the minimum expenses for a small family of four persons, is it possible for an officer of any service to live a life of dignity and security? For instance the pay/expenses structure of a middle level officer having 15 years of service serving in Delhi would be as below:-
Pay Scale--- Rs. 14,300-400-18,300
Monthly emoluments: Minimum Expenses p.m.:
Basic Pay---Rs.16300 Food & reltd Rs.8,000
DP-----------Rs. 8150 School Fees for 2 Rs.3,000
DA-----------Rs. 7091 Electric Bill Rs.1,000

Assuming the above figures are near real figures then an officer of that level is left with about Rs.4000/- in hand to meet other expenses like clothes etc. Even the above expenses are likely to be more at current price level. Is it possible for him to save for higher education of children, unforeseen medical &, travelling expenses, provision for wedding of children, building one house to be used after retirement and other social obligatory expenses? The situation becomes all the more difficult if there are dependent parents or brother/sisters.
There is public perception that govt. officers are very well off financially and there is hue and cry each time DA is increased. There is no point looking either at private sector or PSUs or Banks. It should be enough if a life of dignity and security is assured to the officers who are there for the love of public service.

Retirement age should be raised

The age of superannuation should be increased from 60 to 62. Further the pension should be free from income tax. These suggestions are apart from what has been suggested in the whispers on this topic

For Sixth Pay Commission

This is with reference to M H Khan's comment regarding the 6th pay commission.
I totally agree to the view of Khan and would like to add to it. The government almost has a perverse attitude towards those couples where both spouses are in govt service. Even though both the spouses work equally hard, only one of them gets the benefits like govt accomodation, LTC etc. Even though only one of them gets govt accomodation, HRA is deducted from both, with the result that they have to pay more for the same accomodation. If HRA has to be deducted from both, then atleast they should have the option of taking a house in next higher category, or in same category on priority.
Also, LTC should be given to both. When both spouses are in govt service, it is the family which suffers, so there should be sufficient incentive. But the view of the government is not of benevolence but almost of punishment because there is no extra benefit, but even the benefits which should accrue to both are given to one spouse only.
I hope all of you will send your views on this subject to the 6th pay commission so that this aspect gets due importance

This site had first pointed out the serious discrepancies in the order. Now the CAT has also stuck it down. In fact, the Addl. SG who represented the CBDT had to cut a sorry figure. He was defending the indefensible. Will Chidambram who has a clean reputation step in? Will the CVC and the CBI investigate? This site will do a world of good if it brings out the CAT order .

HC ne Godhra Panel ko kiya slam,
Laloo in his indomitable style says , " I care damn'!!!

There was no doubt whatsoever the Godhra Panel was unconstitutional.. Laloo had appointed the Godhra Panel with an eye to wooing the Muslims in Bihar….. he was facing the Voters there!!! And Justice Banerjee obliged him with an interim Report ….. timed to perfection!!! BJP has demanded that viewing the HC's Order Laloo should resign!!! Laloo's not going to resign!! But post the Order Laloo is peeved……. in fact they say he's sulking…… he's not satisfied with the Congress's response to the HC's Order…… Laloo feels just saying that the Order will be challenged is not enough…. don't be surprised if on your TV screen you see a otherwise calm Singhvi raving and ranting on the HC Judgment or if Singhvi is not comfortable doing this then good ole Janki Natrajan will do the needful!!! Laloo is also peeved at not getting Membership of the IIC……… many Members would have given up their Memberships if Laloo had been given Membership!!! Kudos to the IIC Members!!!

Amrinder's mental faculties are stuck at fourteen…. that's the reason for his boisterousness and wrong priorities!! He's been cancelling appointment after appointment but he's got time for Polo…… all games and no work!!! And what is Meneka doing….. can't she see the torture the torture Amrinder inflicts on the horse he rides!!!! Amrinder talks of generating 20 lakh jobs…… what a farce…. he calculates like a fourteen year old and exaggerates like one too!!!! As 'mentally 14' Amrinder only plays the Labour Department cannot take action under the ' Child Protection Act'!!!!

Retailers will offer buyers forward contracts so that they can protect themselves from increasing food grain costs!!! Pawar says this would be a real development!!!! Buying food grains will just not be the same!!! You'll have consultants who will work out your annual food grain requirements and then estimate whether you should go in for a 'put' or 'call'!!!!
