Hope Pay Commission will consider all anomalies I agree with the comments given regarding the treatment of the working couple with negative benefits like same accommodation for higher HRA, only one LTC for two working people etc. This would really de- motivate the couple. I wish and hope sixth Pay commission considers all these anomalies Lakshmi Issue of HRA As regards the issue of HRA, I would like to point out a glaring disparity which exists in the Government of India. On hand a female/male spouse is working in some PSU/Attached/Subordinate Office on one hand she/he is not given HRA because her/his spouse has been allotted a Directorate of Estates, Government accommodation but on the other hand she/he is not eligible for the Directorate of Estates Accommodation. This situation would have not arise, if one of the spouses had been working in private sector. She/he would have got the HRA irrespective of the fact that the spouse had been allotted a Directorate of Estates accommodation or not. We talk of providing level playing field to the private sector in the Government sector what about providing similar level playing field to the Government employee. You either give him HRA or if you cannot then make him eligible for Directorate of Estates Accommodation. If you don't do so then in the event of the death of the spouse who got the Directorate Estates accommodation, the other spouse will be on streets with the children and no body will give credence to the fact that latter had not been taking HRA. This is against the principle of natural justice. Anurag Calculations
are interesting Sanjay Will the FM correct things ? Sarathi has so correctly brought out the situation prevailing in the CBDT and how CAT has quashed the transfer order of Addl. Commissioners which was against the policy formulated by CBDT itself. Shri. Lalu Prasad has steered the Railways brilliantly by turning it into a profit making organisation. He used innovative ways suited to our country. May be our Finance Minister can consider turning the Income-Tax deptt. in the same manner. This deptt. is much smaller in size compared to Railways. FM has unquestioned credentials to turn a dying deptt. into a living one. For that he will have to go deeper into the ground reality of this deptt. If he visits one of the offices of an Assessing Officer in metros he would realise the inhuman working conditions. The AOs sit in dingy rooms full of returns covered with dust with taxpayer in front chair where the only steno shared by 4 to 5 officers can not cross over to the computer table unless the taxpayer is asked to go out for a while to make way for the steno. There is no place for public to stand when they come to file their papers etc. Then it is AO who pays for filing appeals- for getting extra help of stenos- for outsourcing many things-and for buying office stationery etc. Does anyone know all this? Unless the reality comes to the fore how will anything work in this deptt. Then CBDT is busy in passing transfer orders round the year or fighting CAT cases arising out of such orders. Will the FM see below the surface and try to correct things like the Railways. Rakesh Will anyone take notice ? When one sees so much of media activism for cases like Jessica Lal, Priyadashini Matoo, Afzal etc, one wonders why no one bothers about bringing those accused of killing IAS & IPS officers in North East, Jharkhand etc to book. To name a few, Dr LV Reddy (IAS,1985) was killed in Kohima in 1994 when he was Deputy Commissioner. Ved Prakash, IPS 1989 was killed in 1994 when he was SP Mokokchung, Nagaland. Ajay k Singh, IPS, 1995 was killed in 2000 when he was SP Lohardaga, Jharkhand. Dashrath, IAS 1994, MT, was killed in Imphal, Manipur. None of these killers have been brought to book.
