This is unprecedented

This is unprecedented. I.A.S. officers reach Director level on completion of 14 years. Officers belonging to other services are also selected for Director level posting only after they put in 14 years service in their respective cadre. Directorate of Estates is a subordinate office of the parent Ministry and the incumbent is usually a selection Grade Officer. There is also a post of Additional Director which is held by a Deputy Secretary Officer. My knowledge is based on my association with the Ministry of Urban Development as Private Secretary to the Minister of Urban Development and as Director for more than 6 years.

I agree with K Jain's comments even in customs and excise there are officers who have put in 20 /15 years but are still in Delhi simply because the are close to the powers that be.No policy can touch them.

Who are the culprits ?

This is in reference to Kamal Jain's observations. It is not that there are 75 IRS officers who have stayed back even after completing 15-20 years as stated by him. In fact there are many more. That is why some members of the service approached the CAT who has indicted the CBDT. The members who went to the CAT had been unfairly transferred out. In short the transfer policy had not been implemented correctly. What is very perplexing that inspite of a FM with a very clean reputation the persons who effected the transfer policy are very much in their seats and still act in the same unaccountable manner. On the other hand the persons who prepared the data for transfer , should have been stripped off their powers immediately. And the persons who decided on the unfair transfers , on the false data, should have atleast been moved out to a non -sensitive place. But this is not happening and as reported by your site, one of them is being actively considered for the post of Ombudsman- a cushy post retirement assignment. Even the CVC and the CBI are quiet. Why?

Suggestions for Pay Commission

I wish if the present Pay Comission, apart from suggesting welfare measures for the employees, could also balance its report by suggesting effective measures to-
(i) Ensure that office timings are strictly maintained;
(ii)Key-punching system is introduced at all places;
(iii) Workikng after office hours is treated as inefficiency of the employees;
(iv) That keeping in view the changed scenario of the society, flexible working hours system is introduced at all work places of the Government;
(v) Loss to the exchequer or the public because of negligency on the part of the employees is deducted from the his salary to make them accountable;
(v)Promotion should be linked to the productivity.
(vi)Time frame is evolved for the vigilance/disciplinary cases.
(vii)Tracking system for welfare of the retired employees should be evolved.

Pawar fibs to the Farmers that he's got prices to go up…. Farmers say that they are still getting the same pittance and it's the Middlemen who are raking in the big buck!!!! To us Pawar says that imports will bring down prices!!! It's alleged that in the Wheat Imports Middlemen have raked in crores and hoarding is more paying that than Stocks and Property… its alleged that this scam makes Bofors look like a pea shooter and the Barak look like a Diwali Rocket!!!

As Pawar slumbered prices of commodities have gone through the roof!!! Punjab would have gained tremendously had the Project not been sabotaged by Amrinder!!! The Rs. 7500 crores loss is a blatant lie!!! The direct and indirect employment this Project would have generated, the business opportunities and the upliftment in an opportunities starved region were purposely not given due credence… the long term gains were tremendous !!! Amrinder simply put too much ' Reliance' on the short term loss, much lower than the projected loss of Rs. 7500 crores!!!

Its heart wrenching to see UP Farmers in such a desolate condition!!!
