THE IRS (C&CE) AND FM

The Finance Minister, it appears, needs to interact more closely with the officers of Indian Revenue Service (Customs &Central Excise). FM is the head of a monolithic Finance Ministry and needs to devote a few of his extra hours for the men behind his successes. This is because a feeling is gaining ground as if he is against the interests of the service, while someone who has carefully studied his actions so far, the fact is otherwise. Take for example his directive that the Central Board of Excise and Customs (CBEC) the apex body for indirect tax machinery in the country, function as a corporate entity and take decisions keeping in view the long term policy/vision, is a very welcome step. This will ensure the much touted policy-making being kept within the confines of the CBEC itself. Secondly the FMs orders for delinking 2 deputations to CSS and non CSS from the much maligned transfer policy is a very welcome move again. However the fact remains here that deputations under CSS should not be fettered at all and officers from this service should be encouraged to go in for the posts of Addl Secy and Secy to GOI. Third FMs initiative in meeting the Chief Commissioners at least once a year, on a regular basis is very welcome again. However once again it is that the FM should invite the PM to address the Assistant Commissioners/Deputy Commissioners of Customs and Central Excise (who are the cutting edge of the whole tax collection machinery) at least on an annual basis. This will provide a much needed fillip to the tireless efforts on part of these officers to safe-guard the government's revenues. Fourthly the FM needs to have a close look at the facilities and service conditions of these officers. With the changing times, and complexities in enforcing various laws, a minimum assured mobility which includes a dedicated vehicle (either government owned or hired at competitive rates) and communication networking, like mobile sets etc., are a sine-qua non for proper functioning. Ensuring personal security to officers, with the police are an overstretched wing, through re-orientation of roles of departmental Sepoys and adequate capacity building through co-ordination with Central Paramilitary Organisations, is also much needed.
The growing concerns of security breaches and the role of the tax machinery to minimize such threats are also on the burning agenda. The posting of senior officers of this service as Development Commissioners of SEZs (being credited with a vast experience in administering complex tax laws and monitoring imports and exports) also needs the FMs attention.

This would be an injustice to those who are on the verge of being considered for empanelment and do not have any chance of working as Joint Secretaries to Govt of India. May be made applicable to those who still have time to work as Joint Secretaries to Govt of India.

Affairs in TRAI

Another example of how Govt. avoids doing any work can be seen in TRAI, which is regulatory authority for the fastest growing sector of Indian, namely Telecom. The TRAI is without a Secretary which is its highest executive post. The post was advertised last year and with much underhand dealings and relaxation, the previous chairman selected his blue eyed boy as the next Secretary. On the departure of the Chairman, the new Chairman has rejected the already selected candidate and advertised the post again. Can the Chairman be allowed to issue his own "Chamre ke Sikke" (Coins of Leather) by changing the qualification for the candidate? Should not the previously candidate be refunded his expenses?.

So the Middlemen have two options … either leave their Agency work or find an alternative way…… they are not going to give up their Agency work so they'll find an alternative way…… in the alternative way they have two options…… create a Arms lobby in the Party or work on individual contacts…….. and both options can work....its happened in the past !!!! Antony has opined that MOD is a Ministry where controversies cannot be avoided……. how true!!!!!

Governor is supposed to be the Farther Figure of a State!!! In Punjab State there has been a clear case where the Police have literally molested the Daughters of the State……Times of India had carried pictures of Punjab Police molesting protesting Veterinary female students!!! Then is the blatant land grabbing and the plight of the Farmers!!! But the Father chooses to sleep it out and not question the Punjab Sarkaar!!! His Chandigarh Administration too has indulged in blatant land grabbing!!!! Punjab Police has given itself a clean chit in the Veterinary students molesting cases making a mockery of an Inquiry!!! Anyway the people of Punjab are gong to rid themselves of an ex Army Captain whose literally bullied his way around and who had given the PP an open hand to bully Punjabis. Hopefully this Governor who has allowed the bullying to carry on too gets the boot from Punjab !!! In fact it's high time that Punjab got a Civilian as a Governor!!! A retired Armed Forces Officer as the Governor now sends the wrong message….. Punjab is the most peaceful State in India …. touch wood!!!
